DESCRIPTION:
On January 17, 2006, the City Council approved Community Dcvelopment Block Grant (CDBG) funding
tor various serVices, organizations and City programs based on The City's FY 2005-2006 allocation of
$93,505 When the actual anlOunts provided by HUD and the County HCD for FY 2006-2007 were
disclosed ($83,866), it turned out that the City actually rcceived less than the $93,505 budgeted. By
reallocatlllg CDBG funds from a previous year FY (2004-2005) the City Council was able to provide the
approved service providers with the amounts of funding requested and to mcrease the amount of money
available for thc City of Dublin Sidewalk Safety Repair Program.
Following the above indicated City Council actions, thc County of Alameda informed the City ofDubhn
that the County continues to hold $16,713 in Dublin money from Fiscal Year 2005-2006 that will not be
used. This money was dcsignated by Alameda County HCD for hOUSlllg rehabihtation for residents in the
City of Dublin. The funds, however, are in excess of what is needed to maintain the program in thc City
ofDuhlin. In additIOn, the County HCD has also received funds from two rehabilitation loans that have
been paid off for a total of$101 ,370 in what HUD elassifies as program lllcome. The County indicated a

deSIre to keep $61,370 of the program income for use in providing fi1ture rehabilitation loans to Dublin
residents. Thc cxccss, $40,000 is availahle to the City ofDuhhn for reallocatlon.
According to HCD, the City could request that these unused rehabilitation funds be committed to another
eligible City ofDuhhn program. Staff recommends that the $16,713 in FY 2005-2006 rehabilitation
money and the $40,000 in program incomc from thc housing rchabilitation program be dircctcd toward
the renovation of the park play arca at Alamo Creek Park to bring the play equipmcnt into compliance
with State and Fcdcral safety criteria and ADA accessibility requirements. The total contrihul1on III
CDBG funds toward this project would be $56,713 The total budget for the Alamo Creek Park play
equipment is $134,460.
RECOMMENDATION:
Staff recommends that the City Council receive the Staff presentation and authorize the Mayor to sign a
letter to Alameda County HCD requesting the reallocation of $16,713 of Dublin's FY 2005-2006 CDBG
contribution to the HCD Housing Rehabilitation Program and $40,000 in Housing Rchabilitation program
income for a total of $56,713 to thc FY 2006-2007 CDBG program to providc partial funding for Alamo
Creek Park ADA acccssibility improvements.

On behalfofthe City of Dublin T would like to request that $16,713, or the amount offlmds allocatcd to
the Alameda County Housing Rehabilitation Program for 2005-2006, and $40,000 m Program Income
from repayment of rehabilitation loans, for a total of $56,713 be reallocated to provide partial funding
for a Public Facilitics and Improvement project for Alamo Crcck Park.
Thc projcct would be to bring the play equipment into compliancc with State and Federal safety and
ADA aecessibihty requirements.
