PROJECT DESCRIPTION:
The General Plan for the City of Dublin was adopted on February 11, 1985. The document contained all
of the mandatory elements of a General Plan, including a Land Use and Circulation map (for the Primary
Planning Area) that indicated what the approved land use designations were for all properties in the City as
well as the street circulation, which at that time only extended to the east as far as Dougherty Road and the
Southern Pacific Railroad right-of-way. (See Attachment 3)
Since the original General Plan was approved in 1985, there have been a number of amendments. The
most substantial amendment took place on January 7, 1994 when the Eastern Dublin General Plan
amendment was adopted and gave land use designations to property in the eastern part of the City. This
amendment included a new Land Use Map for the Eastern Extended Planning Area to be added to the
existing General Plan, along with text changes. (See Attachment 4) A number of other General Plan
amendments have been approved by the City Council both before and after January 7, 1994, some of
which have included changes to either the Land Use and Circulation map for the Primary,Planning Area or
the Land Use Map for the Eastern Dublin Extended Planning Area.
Although the General Plan contains a Land Use and Circulation map from 1985 for the Primary Planning
Area (Western and Central Dublin) (see Attachment 3) and the Eastern Dublin Specific Plan and General
Plan Amendment contains a Land Use Map for the Eastern Extended Planning Area (Eastern Dublin) (see
Attachment 4), at no time has the City formally adopted a single General Plan Land Use map that covers
the entire City. For display purposes, and to help explain land use designations in the various areas to the
public, a General Plan display map was prepared by Staff in October 1995 and has been used as a

"working copy". This map has been used as a reference, while the officially adopted land use maps
appear in the General Plan document.
The General Plan Display Map that Staff has been using since October 1995 as a working copy and public
display map has been updated to include all General Plan land use amendments that have been approved
over the past years. (See Attachment 2.) For example, it includes the recent General Plan amendment to
remove the "Future Study Area/Agriculture" from the City's planning area and, thus, from the Land Use
Map for the Eastern Extended Planning Area and to reflect the general location of Central Parkway as it
connects to Dublin Boulevard.
The map contains all of the land use designations and street Circulation patterns as approved by the City
Council. The only item left to add to the map is the City limit boundaries. This was intentionally left off
the map and will be added after the effective date of LAFCO's approval of the Eastern Dublin Property
Owners' Reorganization. The attached Resolution would authorize Staff to include the new City limit line
once it is effective, which is anticipated to be October 1, 2002, if no election is required following
LAFCO's Conducting Authority proceedings to be held on July 11, 2002.
The City entered into a Memorandum of Understanding with the City of Livermore, dated May 1, 2002,
regarding planning issues of mutual concern. In the Memorandum of Understanding, Dublin agreed to
show the correct conceptual alignment of Central Parkway as it merges with Dublin Boulevard and to
remove the "Future Study Area/Agriculture" designation from the Eastern Extended Planning Area. This
action, in addition to the Council's approval of an amendment to the General Plan on May 21, 2002,
satisfies these provisions of the Memorandum of Understanding.
ENVIRONMENTAL REVIEW:
The General Plan was adopted in 1985 and has been amended a number of times since then. The
Environmental Impact Report for the original General Plan was prepared and adopted in 1984 and
amendments, as they have been approved over the years, have each received individual environmental
review under the Califomia Environmental Quality Act (CEQA).
The most substantial of the General Plan amendments, the Eastern Dublin General Plan Amendment, was
adopted in 1994 and has a certified Program EIR (SCH No. 91-103064). The Eastern Dublin General Plan
Amendment was certified by the City Council by Resolution No. 51-93 and the Addenda dated May 4,
1993 and AUgust 22, 1994 (the ("EIR").
The map before City Council is not proposing to change any of the land use designations in the General
Plan text or on any of the approved Land Use maps. This map is simply a compilation of the two
previously approved land use maps along with all General Plan amendments that have been approved by
the City Council. Because no amendments are proposed to the General Plan, there is no additional
environmental review required:
RECOMMENDATION:
Staff recommends that the City Council receive staff presentation and public testimony, question staff and
the public, and adopt a resolution approving the General Plan Display Map (Attachment 1).

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING THE DUBLIN GENERAL PLAN DISPLAY MAP
WHEREAS, the General Plan for the City of Dublin was adopted on February 11, 1985 and has
been amended a number of times since that date; and
WHEREAS, the Dublin General Plan contains a Land Use and Circulation map that illustrates the
approved land use designations for all properties in the Primary Planning Area (Western and Central
Dublin) as well as the street circulation for the City; and
WHEREAS, the Eastern Dublin General Plan amendment adopted on January 7, 1994 included a
Land Use Map for the Eastern Extended Planning Area (Eastern Dublin), and
WHEREAS, the General Plan and all of the amendments thereto have each received individual
environmental review under the California Environmental Quality Act (CEQA); and
WHEREAS, a Staff Report was submitted recommending that the City Council adopt a resolution
approving a General Plan Display Map which depicts the Land Use and Circulation map for the
Primary Planning Area and the Land Use Map for the Eastern Extended Planning Area with all
amendments to date, for display purposes; and
WHEREAS, the City Council did hear and consider all such reports, recommendations, and
testimony hereinabove set forth and supports the approval of a General Plan Display Map; and
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Dublin does
hereby approve the General Plan Display Map (Attachment 2) to be used as a display map combining
the Land Use and Circulation map of the Primary Planning Area and the Land Use Map of the Eastern
Extended Planning Area. Staffis directed to include changes to the City limits which occur as a result
of the reorganization approved by the Alameda County Local Agency Formation Commission on May
9, 2002, entitled "PA-00-025 Eastern Dublin Property Owners' Reorganization,,' when the
reorganization becomes effective.
