Heritage and Cultural Arts Community Workshop

FINANCIAL STATEMENT:
Sufficient funds are available in the FY 2000-01 Budget
DESCRIPTION: One of the high priority City Council goals is to "develop a long
range plan for heritage and cultural arts". The first step in the development of the long range plan was to
conduct a community-wide assessment of heritage and cultural arts programming. The assessment was
performed by AMS Planning and Research in February and included focus discussion groups and a
telephone survey. The survey resulted in identification of five major priority areas:
* Youth and the Arts
· Programming
· The Heritage Center
· Public Art
· Communication and Marketing
Using the data gleaned from the assessment report, the Heritage and Cultural Arts Commission developed
a working draft of the Heritage and Cultural Arts Long Range Plan. In order to proceed with the
development of an implementation strategy for the plan, it is important to include input from the heritage
and cultural arts proponents in the community. The Fiscal Year 2000-2001 budget includes funds for a
professionally facilitated Heritage and Cultural Arts Workshop. The purpose of the workshop is to:
1. Provide an opportunity for communication between the various historical and cultural arts
proponents within the City and identify each group's specific area of interest.
2. Provide an overview of the Heritage and Cultural Arts Assessment.
3. Provide an overview of Heritage and Cultural Arts Long Range Plan Draft and solicit input
from the groups.
4. Establish consensus for the plan.
5. Provide an opportunity for prioritizing the goals and objectives of the plan.

Staff met with several professional facilitators to discuss the workshop. Based upon the purpose and
goals of the workshop, the suggested format is a one-day workshop, which would be held from 4:00pm to
9:00pm, and would include a working dinner. Additionally, the facilitators recommended that group
participation be limited to 20 to 30 individuals.
Regarding the date of the workshop, it is proposed that the workshop be conducted on a weekday evening.
In order to complete the long range plan by January 2001 and to avoid the holidays, Staff has identified
the following possible dates for the workshop: Wednesday, November 29 or Wednesday, December 6. It
should be noted, however, the Dublin Fine Arts Foundation would not be able to participate on November
29.
Regarding the participants, Staff has identified the following list of potential participants.
City Council (2-5)
Heritage and Cultural Arts Commission (7)
Dublin Fine Arts Foundation (2)
Dublin Unified School District (2-5)
Dublin Historical Preservation Association (2)
Dublin Library (1)
Dublin Theater Company (2)
Lynne Baer, Art Consultant (1)
In addition to the groups listed above, Staff from the Parks and Community Services and Community
Development Departments would also be represented at the workshop. Based on the recommendation of
the consultants that the group be limited to 20 to 30 individuals, Staff would recommend that each group
be asked to send the number of representatives shown in parenthesis above.
The Heritage and Cultural Arts Commission discussed the workshop at the October 12 meeting and
concluded that it would be advantageous for the entire Commission and Council to participate in the
workshop. Thus, Staff recommends that the City Council discuss the level of Council participation in the
workshop~ Options for Council consideration are shown below.
1. The Council does not participate in the workshop.
2. The Council appoints representatives from the Council to participate in the workshop.
3. The entire Council participates in the workshop.
In conclusion, it is the recommendation of Staff that the City Council:
1. Establish a date for the workshop.
2. Approve the list and number of workshop participants.
3. Determine the extent of City Council participation in the workshop.
