Resolution Amending the Management Positions Exempt From Competitive Service Resolution RECOMMENDATION: FINANCIAL STATEMENT: 1. Review Status of Planning Projects and provide direction to Staff regarding priorities 2. Approve the addition of two positions in the Planning Division. 3. Adopt Resolutions None. Funding for the additional positions will be included with the Fiscal Year 2001/2002 Budget. Employment recruitments will begin immediately. DESCRIPTION: During the past five months, a substantial number of new planning projects have been filed or are soon to be filed with the City. Several of the new projects will seriously impact the existing Planning Division workload and the ability to respond to projects in a timely fashion. New advanced planning projects such as West Dublin BART Specific Plan Amendments - Crown/Enea, Downtown Specific Plan rezoning, Housing Action Plan Implementation, West Dublin Open Space Implementation are underway. Some of the projects which are starting up or are eminent include Sun, Oracle, Cisco, Pegasus, Plumbery, General Motors, Dublin Place Shopping Center expansion, Safeway downtown, Dublin Ranch Golf Course Residential, Dublin Ranch Town Center Residential and Greenbriar Phase II.. In addition, a number of annexations, Fallon Road East and Tassajara Road, are also starting up. Staff has also been shorthanded due to the staff absences and the untimely illness of a consultant last November. In addition, several staff members are scheduled for a leave of absences in the summer of 2001. Given the present and anticipated future staffing issues combined with the workload, it is apparent that additional staff is needed to meet current Department needs. In addition, for the short term, a redirection of staff priorities is necessary. COPIES TO: ITEM NO. 1. Anticipated Workload Attachment 1, outlines the present and anticipated new projects; those which have received authorization to proceed given earlier entitlements and those which could be deferred. It is important to note that there will continue to be a backlog of projects until Staff can complete the recruitment of the proposed additional staff members. Personnel recruitment typical takes between 4 and 5 months to conclude. If additional major priorities are proposed by the City Council as a part of the Fiscal Year 2001/2002 Goals and Objectives, a further look at additional Staff next year may be necessary. 2. Proposed Positions Two new positions are recommended to carry out the existing workload. Staff proposed the addition of 1 - Associate Planner to take on already anticipated current planning projects. The other position that is proposed is a Planning Manager. The creation of the Planning Manager classification would help cover the sheer volume of new projects and to serve as the Planning Division Manager. The addition of the Planning Manager would enable the Community Development Director to devote a considerable amounL of time to significant Citywide projects such as new annexations, the General Plan, the new BART Station plans, housing element, building issues and other future planning issues (Open Space, utilities, intergovernmental coordination, etc.). The creation of this mid-level management classification provides the Planning Division with a new layer of management; a position that will grow as the City's population increases and the City's internal workforce grows. Pursuant to the City's Personnel Systems Rules, a job description and salary range must be adopted for each classification in the organization. The job description typically includes general purpose, essential duties and responsibilities, knowledge, skills, abilities and requirements of the position. The City Manager requested that the Personnel Officer conduct a salary survey to investigate the Planning Manager classification. The recommended salary range provides a minimum and maximum salary based on an eight-city average. The recommended salary range value for the Planning Manager position is $6,206 - $7,757 per month. The Planning Manager position will plan, organize and direct the activities and programs of the planning division including zoning, code enforcement, processing of permits, subdivisions, and environmental review, administration, and participates in transportation and capital improvement planning and the general plan; performs other duties as assigned. The position of Planning Manager will be designated as a management position exempt from competitive service and receive a monthly car allowance. The recruitment for the Associate Planner and the Planning Manager positions will commence immediately. Recommendation Staff recommend that the City Council: 1. Review Status of Planning Projects and provide direction to Staff regarding priorities; 2. Approve the addition of two positions in the Planning Division. 3. Adopt Resolutions creating the Planning Manager classification, salary and benefit structure. XX- 01 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE CLASSIFICATION PLAN Attachment 2 WHEREAS, in accordance with the City' s Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and WHEREAS, it is necessary to periodically add job descriptions to the adopted Classification Plan. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions shall be further amended to include new job description for the position of Planning Manager (Exhibit A). BE IT FURTHER RESOLVED that this document shall become a part of the official Classification Plan for the City of Dublin; and that the changes contained herein shall be effective February 20, 2001. Distinguishing ,Characteristics: The incumbent is responsible for formulating policy, developing goals and objectives, supervising staff, and developing and administering the division's budget. The Planning Manager is distinguished from the Senior Planner in that the former has direct management responsibility for all'aspects of the Planning Division. It is further distinguished from the Community Development Director in that the Director has overall management responsibility for all areas of the Community Development Department which include Building, Planning and Housing. Supervision Exercise: Direct supervision and supervision through secondary supervisors is provided to personnel assigned to the Division. Essential Duties and Responsibilities: The following duties are normal for this classification. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class. Exhibit A Plans, organizes, directs and coordinates all Planning Division activities including advance and current planning and code enforcement activities; prepares and administers the Division budget. Assists in the development and implementation of goals, objectives, policies and priorities for the Division to assure the efficient and effective operation of the Planning Division. Hires, supervises, trains and evaluates Planning Division personnel; interprets City policies and procedures to employees; is responsible for morale and productivity of assigned staff. Develops operational policies and procedures to ensure effective departmental operation and provides for continuous improvement of the Planning Division. Reviews community growth pattems, trends in land use, community needs and other factors in originating recommendations for controlling and regulating community development. Establishes systems to ensure consistency within the Division. Functions as a Project Manager on highly complex Planning Division projects; prepares complex reports, letters and newsletters. Makes presentations to the City Council, Planning Commissions and other groups; explains Division policies to the public and developers; may conduct general administrative projects concerning matters outside the scope of the Planning function. Develops and implements Division goals, objectives, policies and priorities. Confers with and provides professional assistance to members of City departments on matters related to functional areas of responsibility. Establishes and maintains liaisons with appropriate government bodies, private firms, organizations or individuals to assist in achieving City objectives and ensuring compliance with appropriate laws and development standards.. Minimum Qualifications: Knowledge of: Principles, practices, standards, information sources and trends in the fields of current and/or advance planning; local, state and federal laws applicable to planning, zoning, subdivision and environmental review. Land use, physical design, demographics, environmental, social and economic concepts, including public and private financing and capital improvements. Application, modification, and interrelationships between ordinances, policies, standards, procedures, and practices associated with the planning function. Computer technology and statistical analysis techniques related to municipal planning Local government organizations and the functions and practices of a municipal planning division. Principles and practices of budget preparation,' budget administration, goals and objectives development and work planning. Methods and practices of community organization and citizen participation. Supervisory principles and practices including training and evaluation. Ability to: Plan, organize, assign, review and evaluate the work of assigned staff. Leam, interpret, and apply City, department and division roles, regulations, policies and practices. Interpret laws, policies, procedures and regulations°- Analyze complex operational and administrative problems, evaluate alternatives and recommend or adopt effective courses of action. Training and Experience: Any combination equivalent to education and experience is likely to provide the .required knowledge and abilities. A typical way to obtain the knowledge and abilities would be: 4 Exhibit A Education: Graduation from a four-year college or university with major course work in city or regional planning, urban planning, or a closely related field. A Master's degree in a related field is preferred. Experience: Five years of progressively responsible, professional level experience in current and advanced planning which includes at least two years of supervisory experience. Local government, large-scale development and planned growth management experience is highly desirable. Traininn: Any recent training such as, academic courses and certification programs, which are relevant to this job classification. Licenses; Certificates; Special Requirements: Possession of a valid Califomia Class C drivers' license and Certificate of Automobile Insurance for Personal Liability. Special Requirements: Must have the willingness and ability to: work the hours necessary to accomplish the assigned duties, including evening and week-end hours; attend evening meetings; travel out of town and attend workshops, conferences, seminars during work and non-work hours° RESOLUTION NO. XX- 01 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE SALARY PLAN Attachment 3 WHEREAS, in accordance with the City' s Personnel System Rules, the City Council adopted Resolution No. 64-97 and subsequent resolutions which comprise the Salary Plan. NOW, THEREFORE, BE IT RESOLVED that the position of Planning Manager shall be covered under Article I, Section A of the Salary Plan; and BE IT FURTHER RESOLVED that the position of Planning Manager shall be paid a monthly salary within the following range with the exclusion of any Performance Pay Adjustment granted in accordance with the adopted Personnel Rules: Planning Manager: $6,206 - $7,757 BE IT FURTHER RESOLVED that this document shall become a part of the official Salary Plan for the City of Dublin; and that the changes contained herein shall be effective February 20, 2001. XX- O1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE MANAGEMENT POSITIONS EXEMPT FROM COMPETITIVE SERVICE RESOLUTION Attachment 4 WHEREAS, the City Council has adopted a Personnel Ordinance; and WHEREAS, Section 4(3) of the Ordinance exempts Department Heads and other Management Positions from the Competitive Services; and WHEREAS, in accordance with the City' s Personnel Ordinance, the City Council adopted Resolution No. 142-90 and subsequent resolutions which establishes Management Positions and defines leave benefits for those positions; and WHEREAS, it is necessary to periodically add job descriptions to the adopted Classification Plan that are designated as Management Positions; and NOW, THEREFORE, BE IT RESOLVED that the position of Planning Manager shall be designated as a Management Employee under the City' s Personnel Ordinance; and BE IT FURTHER RESOLVED that the position of Planning Manager shall be granted benefits in accordance 'with City Resolutions 142-90 and 109-91, as amended; and BE IT FURTHER RESOLVED that the changes contained herein shall be effective February 20, 2001.
