Receive report Receive public comment Select preferred conceptual design FINANCIAL STATEMENT: None DESCRIPTION: The Schaefer Ranch development Vesting Tentative Map (VTM) approved by the City in 1998 included two neighborhood parks for a combined total of 10.25 acres. The "Sports Park" was 6.75 acres and the "Leisure Park was 3.5 acres. Condition 120 of the VTM requires the developer to dedicate 10.25 acres of park land to the City and that the developer is required to design and construct the park in accordance with the neighborhood park standards as contained in the City's Parks and Recreation Master Plan. The final design of the park shall be approved by the City. The Condition also discusses timing for dedication and construction of the parks (the "Sports Park" shall be completed within one year of the issuance of the first building permit for Phase I of the project and the "Leisure Park" shall be completed within one year of the issuance of the first building permit for the Phase that is in closest proximity to the park.) The proposed Lot Reconfiguration Concept that was approved by the City Council in December 2004 combines the park acreage into one park site (Attachment 1). Because there are no longer two parks, the timing outlined in Condition 120 of the VTM is no longer applicable. In order to change the Condition, it is necessary to enter into an Improvement Agreement with the Developer prior to approval of the final map (anticipated by December 2006). This requires that the Developer design the park for City Council approval and provide a surety bond to secure the construction of the park at a later date. ------------------------------------------------------------------------------------------------------------- COpy TO: The Dahlin Group Page 1 of2 G:\COUNCIL\Agenda Statements\2006\I 0-03 Schafer Conceptual. doc ~.3 ITEM NO. \:) The Developer's design consultant, Nuvis Landscape Architecture has prepared two conceptual park designs for review by the City Council. The proposed park site is approximately 10.25 acres with 6.6 acres of flat usable park land. The site sits on a knoll which is relatively flat on all but the south east comer which has a slope that reaches to 35 feet in height. Both options include picnic areas, walking paths, benches and terraced grass seating. Option 1: As shown in Attachment 2, this design places the play area and hard courts together toward the east side of the site, maintains the large grass area in the center and has a formalized entry at the primary intersection. Across the street on the west side of the park the plan proposes locating several horseshoe pits and a picnic area. Option 2: As shown in Attachment 3, this design places the play area and main entry plaza at the primary intersection of the park with a large grass area in the center and hard court facilities towards the east side of the site. Across the street on the west side of the park the plan proposes locating a basketball court and a plcmc area. The two options were presented to the Parks and Community Services Commission on September 18, 2006. At that time the Commission made several comments regarding the placement of proposed park uses adjacent to residences. They also discussed the option to leave some flexibility in the design of the hard court areas to allow for input from the residents once the development has been built. Based on this discussion the Commission voted to recommend Option 2 to the City Council. As mentioned previously, the developer is required to provide to the City a surety bond to secure construction of the park. The surety bond is based on the estimated cost of the improvements per the approved conceptual design. Because of this, it is not possible to change the design at a later date once the City has selected the preferred conceptual design. RECOMMENDATION: It is recommended that the City Council receive the report from Staff and the Consultant, receive public comments and select the preferred conceptual design.
