FINANCIAL STATEMENT:
Grant amount of $2,698 is funded by Proposition 99, The Tobacco
Tax Health Protection Act administered by the State Department of
Health Services. Funds are administered locally by the Alameda
County Department of Public Heath Services. No matching funds
are required.
DESCRIPTION: In May 1999, Dublin residents noticed an increasing number of high school students
smoking in Dublin. This is supported by the 1996 California Tobacco Survey that indicated youth smoking
in Alameda County increased from 8.1% in 1993 to 11.7% in 1996 (Attachment 1). The American Lung
Association of the East Bay was contacted and they suggested organizing a coalition and affiliating with
the Alameda County Tobacco Control Coalition. As a result, the Dublin Tobacco Control Coalition was
formed. Representatives from the Dublin City Council, Janet Lockhart; Dublin Police Services, Gary
Thuman; Dublin Unified School District, Sandy Hare; Valley Community Health Center, Corina Orias;
Friday Night Live, Karen Seals, Parent Education Program, Kaaren Sevilla; and Dublin resident, Tom
McCormick met and a coalition program was outlined by a representative of the American Lung
Association of the East Bay. It was agreed that the coalition should develop a tobacco use program that
would target tobacco usage by youth under age 18.
The Dublin Tobacco Coalition has arranged for the City, with approval by Council, to be the recipient of a
$2,698 grant (Attachment 2) to educate merchants that sell tobacco products about the California, federal,
and local laws that control the sale of tobacco products to minors. These funds require no match and are
provided by Proposition 99 funds that are administered by the Alameda County Public Health Services,
Tobacco Control Division.

The grant monies are intended to develop a program that educates merchants regarding pertinent laws,
reduces the availability of tobacco products to youth and to counter pro-tobacco-advertising influences in
the community. Dublin police officers will go to each of the 20 businesses that sell tobacco products and
explain the applicable laws. Merchants will be asked to post required signage and sign a pledge to not sell
tobacco products to minors. Trained teams comprised of one adult supervisor and three high school age
students will monitor each of the 20 merchants to ensure compliance; violations will be referred to Dublin
Police Services for investigation.
On May 2, 1999, Valley Community Health Center condUcted a decoy purchase program. Of the 18 stores
in Dublin that sold tobacco products at the time, 4 sold tobacco products to underage teenagers, a 22%
non-compliance rate.
Funding for this program will end on June 30, 2000, however, the Dublin Tobacco Control Coalition plans
to have a cadre of community volunteers in place to continue monitoring in conjunction with the Valley
Community Health Care Tobacco Control Program.
Staff recommends that the City Council accepts the mini-grant, approve the budget adjustment, and direct
Police Services to implement the program as previously outlined.
Youth Smoking Prevalence:
California and Alameda County 1996
As public health advocates, we are locked in a life and death battle with the tobacco
industry for the hearts, lungs and minds of our youth. The tobacco industry spends an
estimated $1.5 million every day in California - or $547 million annually - on advertising
and promotions alone. This amount is more than 5 times greater than the amount being
spent on prevention education for youth.
Nationwide, spending on distribution of specialty items, i.e. tobacco promotional items,
increased from $307 million to $756 million from 1990 to 1994. At the same time,
expenditures for coupons and promotions more than doubled from $1.2 billion to $2.6
billion.
California Tobacco Survey 1996
Given the aggressive marketing and promotional strategies of the tobacco industry it is
no wonder that teen smoking in the United States increased from 27.5% in 1991 to
36.4% in 1997.
It is testimony to California's tobacco control efforts that the teen smoking rate managed'
to remain lower than the US average dudng the same pedod of time. That trend
however has been eroding in the past several years.
According to the 1996 California Tobacco Survey, the proportion of "susceptible never
smokers" among adolescents 12-14 years of age has increased by 22% since 1993,
from 35.5% to 42%. Between the ages of 10 through 14, many teens make the first
steps towards becoming smokers when they lose their cognitive determination not to
smoke even if they have not yet tried a cigarette. These youth are considered at dsk to
experiment and are identified as "susceptible never smokers."
The average adolescent who has smoked at least 100 cigarettes in his/her lifetime
will smoke 16-20 years before successfully quitting.
The proportion of 15-17 year-old California adolescents who have become addicted
smokers has increased from 9.9% in 1993 to 12.1% in 1996, a 22% increase.

Youth smoking in the County increased from 8.1% in 1993 to 11.7% in 1996. But the
increase in smoking was not the same across ethnic lines.
· White, non-Hispanic youth smoking prevalence actually decreased
· More African American and Asian Amedcan youth became smokers.
· There was also an increase in the number of smokers among teens with above
average academic achievement.
