AGENDA STATEMENT
CITY COUNCIL MEETING DATE: April 15, 2003
SUBJECT: America Supporting Americans Program and the City of Dublin's
Proposed Adoption of Delta Company of the 2nd Battalion of the
502nd Parachute Infantry Regiment of the 101 st Airborne Division.

RECOMMENDATION: 1) Provide Staff with direction on the City's proposed involvement
with America Supporting Americans Program as well as the
proposed adoption of the 2nd Battalion of the 502nd Parachute
Infantry Regiment of the 101 st Airborne Division.
2) If, the City Council's direction is that the City participates in the
America Supporting Americans Program and formally adopt the 2nd
Battalion of the 502nd Parachute Infantry Regiment of the 101st
Airborne Division, Staff will return to the with a formal resolution at
the City Council meeting on May 6, 2003.
FINANCIAL STATEMENT: No financial impact. The items proposed to be given to the
adopted military unit are currently on hand in the City.
DESCRIPTION:
At the April 1, 2003 City Council Meeting a member of the America Supporting Americans made a brief
presentation to the City Council and requested this item be placed on a future agenda.

America Supporting Americans (ASA) is a non-profit 501(c) (3) organization founded in 1968 and
officially formed during the 1991 Operation Desert Shield and Desert Storm. ASA's mission is to link
American military units based on United States soil or deployed world-wide with American communities
who want to show support for its armed forces. The various approaches to demonstrate this support could
be the establishment of such projects:

The set-up of a communication station for messages via e-mail, video, or postal.
Posting pictures, commendation, written materials from the adopted unit in community store,
libraries, schools, and City Hall.
Sending packages of magazines, local newspapers, writing paper, community event pictures,
newsletters related to interesting facts about their adopted city.
ca Community athletic coaches may choose to adopt the name of the unit and record games for
the unit.
ca During national celebrated holidays to send cards and/or small inexpensive gifts as a token of
appreciation to the City's adopted unit.
The City of Dublin duxing the 1991 Operation Desert Shield and Desert Storm, participated in the ASA
program with the formation of a citizen committee and the adoption of Alpha Company, 4th Battalion,
32nd Armored Regiment (this unit was deactivated after Operation Desert Shield and Desert Storm).
ASA PR OGRAM PAR TICIPA TION ELEMENTS
If the City Council's direction is to participate in the ASA program, the following elements would need to
be completed:
- City would adopt the proposed resolution that would officially recommend that a citizen
committee be appointed that would help support the City's adopted military unit and
officially adopt the Delta Company of the 2nd Battalion of the 502nd Parachute Infantry
Regiment of the 101st Airborne Division.
A copy of the adopted Resolution would be sent to the Military Unit's point of contact.
Present the Delta Company of the 2nd Battalion of the 502nd Parachute Infantry Regiment of
the 101st Airborne Division with a City key and other City of Dublin related materials for
each member of the unit (which is estimated at 130 members).
- City Council to establish a citizen committee, which will function as a liaison between the
community and the adopted unit. The Mayor would appoint the members to the citizen
committee with City Council's concurrence.
Recommendation: Provide Staff with direction on the City's proposed involvement with America
Supporting Americans Program as well as the proposed adoption of the 2nd Battalion of the 502na
Parachute Infantry Regiment of the 101st Airborne Division. If the City Council's direction is that the
City participates in the America Supporting Americans Program and formally adopts the 2nd Battalion of
the 502nd Parachute Infantry Regiment of the 101 st Airborne Division, Staff will remm to the with a
formal resolution at the City Council meeting on May 6, 2003.
