CITY COUNCIL MEETING DATE: February 3, 2008
SUBJECT: Establishing City Manager's Annual Performance Evaluation

RECOMMENDATION: Authorize Staff to engage Sherry L. Lund Associates to facilitate the
development of specific criteria for the City Manager's Annual
Performance Evaluation or direct Staff to release a Request for
Qualifications for a facilitator and appoint two Councilmember to
work with Staff to interview applicants.
FINANCIAL STATEMENT: Sufficient funding is available in the Fiscal Year 2008-2009 Budget
to cover consulting services for this purpose.
DESCRIPTION: In accordance with the City Manager's approved contract, the City Council shall
conduct an evaluation of the City Manager's performance at least once each year. The initial annual
evaluation shall occur as soon as possible after the anniversary date of the appointment date, which will be
September 2, 2009.
It is now appropriate, as the City approaches the six-month service period and the completion of the City
Council's Strategic Planning Workshop, to begin development of the specific criteria that the City
Council and City Manager define as goals and performance objectives including a relative priority of such
objectives that will become part of the City Manager's annual performance evaluation.
RECOMMENDATION: Staff recommends that the City Council supply Staff with direction on their
desire to engage Sherry L. Lund Associates to facilitate the development of specific criteria for the City
Manager's Annual Performance Evaluation or direct Staff to release a Request for Qualifications for a
facilitator and appoint two Councilmember to work with Staff to interview applicants.
