FINANCIAL STATEMENT: There is no cost to the City to advocate for project funding. DESCRIPTION: At the request of the City of Livermore, an advocacy letter for the 1-580/Route 84 Interchange Project has been prepared for the City Council's consideration. As stated in the letter, these improvements are part of the three major corridors currently under study as part ofthe Tri- Valley Triangle Study and represent needed improvements to facilitate the southbound movement from westbound Interstate 580 to Route 84. These interchange improvements are an important part of a multi- prong approach to addressing needed transportation improvements in the Tri-Valley Area. A High Occupancy Vehicle (HOV) lane is currently planned for westbound 1-580 from east of Greenville Road to San Ramon Road/Foothill Road. This improvement is expected to be implemented within the next few years, possibly coinciding with the implementation schedule for the proposed 1-580/Route 84 Interchange project. This interchange project will help absorb some of the additional traffic during the morning commute period that will be created by the lane capacity increase from the westbound HOV lane project. It is anticipated that the new interchange will attract freeway trips destined to southbound 1-680 to exit the freeway and use Route 84 to reach 1-680. Staff recommends that the City Council approve the draft letter of support for the California Transportation Commission to consider Corridor Mobility Improvement Account (CMIA) funding for the 1-580/Route 84 Interchange Project and authorize the Mayor to sign the letter. ------------------------------------------------------------------------------------------------------------- COpy TO: Linda Barton, City of Livermore Page 1 of 1 ITEM NO. Interstate 580 is the main east-west link between the Bay Area and Interstate 5 in the Central Valley. Classified as a "Lifeline Route," it is ranked as the second most congested corridor in the Bay Area. As you may know, the Cities of Dublin, Livermore and Pleasanton have all been participants in the Tri- Valley Triangle analysis that is examining not only this corridor, but also the Interstate 680 and Route 84 Corridors. These interchange improvements are an important part of a multi-prong approach to addressing needed transportation improvements in the Tri - Valley Area. While this project will not address all of the transportation needs for the area, it will provide corridor-wide benefits that make this project merit consideration of funding through the Corridor Mobility Improvement Account. This has been requested as a component of the 1-580 HOV Lane Improvements by both the Alameda County Congestion Management Agency and the Metropolitan Transportation Commission. The City of Dublin urges you to support this request.
