Pattillo, Assistant City Manager ATTACHMENT: None RECOMMENDATION: 1) Designate a Voting Delegate and Alternate for 2004 League of California Cities Conference.' 2) Provide direction to Staff if the City Council would like to participate in the development of a resolution for the 2004 League of California Cities. FINANCIAL STATEMENT: None DESCRIPTION: The 106th League of California Cities Annual Conference is scheduled to occur on September 17-19, 2004 at the Long Beach Convention Center. The League of California Cities is the cities' own organization through which city officials work together to further the common interest of their cities and citizens. City officials determine League polices and programs to assure that its diverse array of services are those which best meet the needs of cities. The City of Dublin has been an active member of the League of California Cities. Policy development is a key component of the annual conference. The conference provides cities an opportunity to focus attention and prepare a positive program to strengthen cities. There are several ways in which the City of Dublin may be involved during this conference, they are: - Designate a Voting Delegate and Alternate for the General Assembly: Each year prior to the Annual Conference each City is asked to designate a Voting Delegate and Alternate for the General Assembly. - Appointment to the General Resolution Committee: Interested Councilmembers that would like to be considered for appointment to the General Resolution Committee shOuld contact the Division President or the Policy Committee Chair prior to the deadline of Sunday, July 4, 2004. COPIES TO: ITEM NO. ~ H/cc'f°rms/agdastmt'd°c .l~ Development ora Resolution: Resolution for consideration at the conference may originate from city officials, city councils, regional divisions, department policy committees, and the Board of Directors. Resolutions to be considered at the Annual Conference must be submitted to the League's Sacramento office 'at least 60 days prior to the opening of the League's general assembly. For the 2004 Conference, resolutions must be submitted no later than Monday, July 19, 2004, so city officials will have full opportunity to consider resolutions prior to the annual conference. If a late-breaking issue develops after the normal 60-day deadline, a resolution may be introduced with a petition signed by designated voting delegates of 10 percent of all member cities. A resolution signed by 48 voting delegates shall be presented to the League president no later than 24 hours prior to the time set for convening the League's general assembly. The deadline is 10:15 a.m., Saturday, September 18, 2004. Recommendation: Designate a Voting Delegate and Alternate for 2004 League of California Cities Conference and provide direction to Staff if the City Council would like to participate in the development of a resolution for the 2004 League of California Cities.
