Staff recommends that the City Council confirm the Mayor's
appointment of the Mayor and Councilmember Hildenbrand
to the Ad Hoc Waste Diversion Sub-Committee for the
limited term of August 2008 through December 2008.

DESCRIPTION: As part of the Fiscal Year 2008-2009 Goals & Objectives Program,
Council has included a high priority goal to create an Ad Hoc Committee, consisting of two
Councilmembers, to work with Amador Valley Industries and with Staff on assessing and improving the
City's waste diversion programs. To meet Council's goal, a list of objectives is being proposed to focus
the activities and efforts of the Ad Hoc Committee. The items included within this list are those that Staff
views as providing the greatest opportunity for diversionary improvements.
In addition, Council has adopted a goal to obtain an AB939 diversion rate of 75% by the end of Calendar
Year 2010. The diversion rate, as determined by the California Integrated Waste Management Board
(CIWMB), is calculated by applying adjustment factors to a city's base year data for tons of waste
disposed at the landfills. Population, employment, and taxable sales are the factors used to adjust a
jurisdiction's base year generation tonnage in estimating each calendar year's tonnage generated. The City
of Dublin's base year is 2000. In order for the City to get to a diversion rate of 75%, the City would have
to cut its disposal tonnage by approximately 17,000 tons. This amounts to about 2.0 pounds of waste
being removed from the disposal stream per person per day within the City of Dublin.
Proposed Ad Hoc Committee Objectives
. Study possible land lease options for a Materials Recovery Facility (MRF) within the City limits.
o The siting of a MRF within the City would allow for the recovery of materials that are
currently being placed within the regular garbage cans by residents and businesses and, as a
result, go straight to the landfill. Currently, only materials that are placed in recycling or
organics containers are diverted from the landfill. The placement of a MRF within the City
would allow for the capture of previously disposed of material.
. Explore outreach options for multifamily dwellings (MFD) and commercial businesses.

o The MFD and commercial sector present a significant opportunity for programmatic
improvements and, thus, increased diversion. This sector comprises approximately 40% of
the total waste stream with more than 80% of this waste stream being sent to the landfill.
. Investigate retrofitting options for commercial enclosures.
o Many of the older commercial businesses within the City do not have proper space within
their garbage enclosures to fit recycling and organics collection containers, thereby,
preventing diversion activities at these locations.
. Study jurisdictional and institutional outreach and partnership possibilities.
o There are multiple State and federal agencies operating within the City, with whom the
City may coordinate the improvement of waste diversion programs.
. Create a Waste Diversion Action Plan for the City.
o It is proposed that the overall outcome of the Ad Hoc Committee be to produce a Waste
Diversion Action Plan, which will serve as a guide or policy document for improving the
City's diversion activities and programs and meeting the City's 75% diversion goal.
Staff recommends meeting monthly, or biweekly as necessary, and will coordinate with the
Councilmembers appointed to schedule an appropriate time and date for committee meetings.
RECOMMENDATION: Staff recommends that the City Council confirm the Mayor's
appointment of the Mayor and Councilmember Hildenbrand to the Ad Hoc Waste Diversion Sub-
Committee for the limited term of August 2008 through December 2008.
