Soto, City Clerk/Records Manager EXECUTIVE SUMMARY: CITY CLERK File # 110 -30 Following the City of Dublin's general municipal elections in November of even - numbered years, terms expire on each of the City's commissions /committee. In response to 3 openings on the Planning Commission, 11 applications were received. 7 applications were received in response to 2 openings on the Parks & Community Services Commission; 7 applications were received in response to 4 openings on the Heritage & Cultural Arts Commission; and 3 applications were received in response to 2 openings on the Senior Center Advisory Committee. New members will be sworn into office in January 2013. FINANCIAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council confirm the Mayor's appointments to the various Commissions and Committee, or provide other appropriate direction. Openings were advertised extensively within the community by: ■ Placement on the City's website with a link to either download or submit applications online; ■ Newspaper advertisements in the Valley Times on October 28th and November 15th; ■ Posting of and application pick up at the Civic Center, Dublin Library and the Senior Center; ■ Distribution to the City's Inside Dublin participants. Page 1 of 2 ITEM NO. 3.2 PLANNING COMMISSION A total of 11 applications were received by the advertised deadline in response to the 3 openings. Applications were received from: Arun Goel, George Nolan, Lynna Do, Mabel Yeung, Rameet Kohli, Sofia Brander, Sue Wakamoto, Philip Tucker, Helen Yun, Abe Gupta, and Patricia Creighton. Mayor Sbranti recommends the appointment of Rameet Kohli, Arun Goel and Lynna Do, each to four -year terms which expire in December 2016. PARKS & COMMUNITY SERVICES COMMISSION A total of 7 applications were received by the advertised deadline in response to the 2 openings. Applications were received from: Anthony Totaro, Antonio Ticsay, Joseph Giannini, Rameet Kohli, Debbie Wagner, Michael Miller and Mona Lisa Ballesteros. Mayor Sbranti recommends the re- appointment of Anthony Totaro, and the appointment of Mona Lisa Ballesteros, each to four -year terms which expire in December 2016. HERITAGE & CULTURAL ARTS COMMISSION A total of 7 applications were received by the advertised deadline in response to 4 openings. Applications were received from: Eric Haggin, Steven Minniear, Brian Olkowski, Dayna Tutino, Richard Deets, Timea Iharosi, and Georgean Vonheeder - Leopold. Mayor Sbranti recommends the re- appointment of Steven Minniear and Dayna Tutino, and the appointment of Richard Deets, each to four year terms which expire in December 2016; and appointing Brian Olkowski to the unanticipated vacancy expiring in December 2014. SENIOR CENTER ADVISORY COMMITTEE Three applications were received by the advertised deadline, in response to 2 openings. Applications were received from: Ramona Krausnick, Holly Ito, and Roland Smith. Mayor Sbranti recommends the appointment of Holly Ito and Ramona Krausnick, each to four year terms which expire in December 2016. As the City has grown several elements of the City still need attention to insure completeness and fulfillment for its residents. Like .focusing on innovative methods to enhance the City, create a downtown environment along with insuring critical elements like bike parking, transit oriented developments, and most of all inviting destinations within the City which invite residents from each end of Dublin to be attracted. What is your knowledge of and experience in Planning and Zoning ?: Worked with the planning department for Alameda County for approximately a year, review plans and making recommendations for County approval. In addition, I work closely with the City's in Alameda County regarding the transportation infrastructure, which leads to the overall viability of planning and Zoning. How do you feel about the growth that has occurred in recent years in Dublin ?: The growth in Dublin has been great, but like everything there is still room for improvement. Understanding a developments benefits are key along with all the positive and negative impacts that are associated. Focus on smart growth within the City. What should the City's position be regarding growth ?: The City should maintain a positive outlook to growth within the City, while evaluating impacts of the growth and planning for the future. What type(s) of housing do we need ?: We need low /middle income housing in and around transit centers, single family home, and metro style living (townhome and condos). What do you think are the major concerns of Dublin residents regarding future planning ?: Transportation in and around Dublin city. streets will be crucial to the success of the city capable of handling the growth. Creating attractive destinations within the city that remain inviting and competitive with the neighboring Cities. What, if anything, should be done to enhance the Downtown Business districts ?: Exterior improvements creating an inviting atmosphere where people would desire to shop. Solicit popular magnet stores to increase traffic and shopping appeal. What considerations should the City be concerned with in future developments in Dublin ?: Traffic, congestion relief, and speed of traffic. Insure all street improvements amenities are installed as part of the development (i.e. curbs, gutters, sidewalks, bike lanes) for complete streets. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors ?: Making a decision for the overall good of the community is something that I do on a regular basis In working for the 112 cent sales tax and being the president of the Dublin Ranch HOA. What is the most important contribution you can make as a member of the Planning Commission ?: As a member of the Planning Commission I will be able to utilize all my backgrounds of being a Civil Engineer having working in the Planning Department, a Real Estate Agent understanding impacts of a development, and working for the Transportation Commission understanding the future needs of Transportation within the City. Why are you interested in serving on the Planning Commission? I have been interested in serving on the Dublin City Planning Commission since moving to Dublin in 2000 and especially after taking the Dublin Leadership Class given by the City. And, I have-4.1w ays wanted to be more active in public service and be able to give back to my communily but previously I was too busy with Lny career. Since I have taken time off from rny career to raise my son I now have time to pursue community activities. I have an extensive background in Planning and.Zoning havin_g_maiored in Planning in college and graduate school and earning an AICP certification and working in the planning field for 10 years prior to moving to California to go to law school. I think it would be very interesting and ftilfilling for me to serve on the City of Dublin Plannin Commission to help make Dublin an even better place to live work sue, and play. 2. What is your knowledge of and experience in Planning and Zoning? As noted above, I worked as a Planner for 10 years after graduating from college. As a Senior Planner for Fairfax County Virginia I represented the County at Board of Supervisor Meetings met with the public, and-gave many public presentations. After moving to California to attend law school and pursue a legal career, my legal areas of expertise were planning, land development, environmental review (inc_l_udin� CE QA and NEPA construction defects contracts and business law. My legal. experience includes being a litigation associate at a law firm specializing in land development and construction; serving as general counsel for both an environmental consulting and civil engineering firms serving as Deputy City At(gpe for the City of Sari Jose assigned to the San Jose Redevelopment Agency before taking some time off to raise my son. I am also currently Vice President of the Hansen Ranch Homeowners Association in Dublin. I hold a Bachelor of Arts in Geography/Urban Planning from the State University of New York at Oswego, Master of Planning degree from the Universijy of Virginia, and a Doctor of Jurisprudence from Golden Gate University. I am also a licensed Attorney in the State of California. 3. How do you feel about the growth that has occurred in recent years in Dublin? I think Dublin has handled growth in recent years very well with nicely thougLl?t out and designed projects Compared to neighboring cities' housing and commercial developments, Dublin's projects are much more aesthetically pleasing and will better stand the test of time. I think Dublin has been wise to recognize that we are in a growing area, and will continue to be, and to embrace that growth but control it to grow the. City thoughtfully, functionally, and beautifully. And, so far_I think the City has done a pretty good job. 4. What should the City's position be regarding growth? I think the City's position should be one of controlled growth while preserving open space, Western and Eastern Hills, and providing additional multiuse parks. Development projects should be required to be aesthetically pleasing and serve the needs of the growing community. I think the future presents many opportunities for Dublin to become even better with thoughtful, managed growth. 5. What type(s) of housing do we need? I think Dublin has done a fairly good job, again compared to neighboring cities, of providing many different types of housing ranging from high end to low income. Dublin should continue to build a mix of housing so higher and lower income families can live, and hopef illy even work, comfortably within our Citv. 6. What do you think are the major concerns of Dublin residents regarding future planning? I think Dublin residents will be concerned with preserving the Dublin Western and Eastern Hills and views: _ preserving open space between Dublin and Livermore, and upgrading the existing commercial developments along Dublin Boulevard near- the Civic Center, Village Parkway, and near the West Dublin Bart Station. 7. What, if anything, should be done to enhance the Downtown business districts? The City should continue to create incentives for buildina owners to upgrade their existing properties. This could include tax incentives. low interest loans, grants, or a combination of these to encourage buildin owners to modernize their ro erties. The CiM should also seek to obtain additional grants to upgade_public sidewalks lighting, si rg 1age, and medians in the vicinity._ S. What considerations should the City be concerned with in future developments in Dublin? One issue I see is the continued lack of non- freeway roadways linkin the of Livermore with Dublin and between the City of Livermore and Pleasanton as well. The recent opening of the Livermore Paragon Outlets and resulting; very congested adjacent roadways hi�h.�lighted the importance of such connections in the future to alleviate extreme traffic congestion in the area. I,think Dublin should keep working with Pleasanton to pressure them to start construction of Stoneridge Road to Livermore. This will take some pressure off of I -580 and generally improve local traffic circulation. And, we should continue to preserve the Western and Eastern Hills open s ace and not allow development to extend up theses hills ensurin- o ens ace views for future enerations, 9. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? I would be fine with making such decisions since you rarely make everyone happy. For instance, as a member of my Homeowners' Association Board—we-have had to make difficult decisions including denying, requests by homeowners and enforcing our CC &Rs and architectural yuidelines even in the face of occasional opposition. Plus, some people just don't like change and others like change but not in their backyards. I think the role of the Planning Commission and City Council is to strive to make the best decisions for the Cijy and its citizens as a whole. 10. What is the most important contribution you can make as a member of the Planning Commission? The most important contribution I can make as a member of the Planning Commission is to bring m enthusiasm, education. and years of hands on experience working as a planner and land use/ environmental/ business attorney to the Commission. In addition, as a person who is experienced in working with the public, planningstaff, City and County Planning Commissions. and City Councils, I believe I can be a valuable resource to the Commission. I think it is important to have a clear goal and vision of the City in terms of planning and development. What is-your knowledge of and experience in Planning and Zoning ?: I have worked in politics for over 10 years, although I am no longer in that field I am still interested in planning and zoning issues within the City I call home. Plow do you feel about the growth that has occurred in recent years in Dublin ?: Dublin is growing and I think that is great. I don't see it being overdeveloped like many cities in the Bay Area are doing. The growth in Dublin is a moderate pace, but it is growing and changing and that is important. What should the City's position be regarding growth ?: The City's position on growth should be one that is positive for the City and its residence. The growth should be either necessary or beneficial to the City in the future. Growth should not be done for the sake of growth. What type(s) of housing do we need ?: I think Dublin is doing well on terms of balancing housing needs of the City and people. There has been a lot of new housing being built and that helps in bringing more people to the City. The new retirement community is also great. What do you think are the major concerns of Dublin residents regarding future planning?: I think the major concerns of Dublin residents in regards to future planning is -that we are growing too fast and developing for the sake of development. The residents want to make sure that open spaces are still available and that the City does not just look like every other-City in the Bay Area. Also, traffic issues on the freeways and streets are a concern, What, if anything, should be done to enhance the Downtown business districts ?: I think the main thing is to make people aware of where the Downtown business district is located. The area is large in size and there are pockets of areas in the district. It would be nice to have each little pockets have a distinct feel to it, instead of being blending from one to another. What considerations should the City be concerned with in future developments in Dublin ?: The major concern is possible over development and overcrowding that may happen with too many people moving in too quickly. Another thing that is a concern is traffic on on-ramps/off-ramps to new shopping areas and developments (le the Paragon outlets; that off -ramp is one lane and the potential for traffic backup, especially during the shopping season is potentially going to prove to be a "nightmare "). How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors ?: As someone who has worked in politics, as well as served on commission in other cities, I am used to making decision that are unpopular with people. But in the end as long as the decision is good for the community, that is the right decision. I have seen where something was unpopular with community members at the beginning and during the planning and development, but now after everything is said and done, those same community members who were oppose to it now like /love it and can't imagine not having it there. What is the most important contribution you can make as a member of the Planning Commission ?: The most important contribution I can make as a member of the Planning Commission is my passion for my community. I am young, energetic, and want to help make my community the best one for myself, my neighbors, my community, and the future residents of Dublin. What is your knowledge of and experience in Planning and Zoning ?: Having about 10 years of experience as an architect, I have submitted several projects for planning an zoning in other cities such as San Francisco and Oakland. I have not done any projects in Dublin, but am well versed in general planning and zoning ordinances. How do you feel about the growth that has occurred in recent years in Dublin ?: excellent. Dublin has attracted many new business and residents in recent years. I am disappointed that the Ikea project did not happen. 1 hope the new paragon in Livermore won't adversely impact Dublin in terms of traffic and diverted businesses from Stoneridge. I am worried about all those empty business properties in east dublin. What should the City's position be regarding growth ?: encourage. local residents and residents from the tri- valley. What type(s) of housing do we need ?: generally mid to high range, owner occupied and rental. what we are doing right now is good. What do you think are the major concerns of Dublin residents regarding future planning ?: traffic! and empty business lots. if projection for business occupancies is too low, they shouldn't get build so quickly. out of that entire plaza of new business in east dublin, there're only 3 -4 restaurants for about 5 years. there is no sign of future businesses. and cellar 9 just closed. What, if anything, should be done to enhance the Downtown business districts ?: they are quite good as -is. What considerations should the City be concerned with in future developments in Dublin ?: projection of where possible businesses will come from. incentives for new businesses if new development is planned. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors ?: very tricky. need to try to educate neighbors about the larger good as much as possible. need to compromise. sometimes majority vote may have to govern. What'is the most important contribution you can make as a member of the Planning Commission ?: help ensure established guidelines and goals are followed for the overall good of dublin through planning and zoning. help encourage this fast - growing dublin to continue on its path as it has been over the past 10 years. As a member of the City's Human Services Task Force and participant in the Inside Dublin program, I have been active in helping to make Dublin a beautiful, friendly and safe community to live in. Proper planning and development of our City is essential to the well -being of our residential and commercial constituents. My goals are to help the City of Dublin continue to grow while prioritizing great schools, decreasing traffic congestion and maintaining public safety. I believe that my experience and commitment to the community will be a value -add to the Commission and City. 2. What is your knowledge of and experience in Planning and Zoning? The Inside Dublin program gave me great insight into how our City operates and how it needs to grow. Also, as a member of the Positano community, I have been active on planning and zoning issues in my own neighborhood such as offering input to City officials on how best to utilize the semi - public land located on West Cantara Drive. 3. How do you feel about the growth that has occurred in recent years in Dublin? I am excited about the fact that Dublin is growing while still maintaining a sense of community. With growth come additional opportunities for commerce, which result in funds to reinvest back into our City. One of the ways to reinvest that money is to focus on education of our youngest constituents by creating more academic institutions. 4. What should the City's position be regarding growth? Dublin should be proactive about both commercial and residential growth. Commercial growth is needed in both the retail and corporate sectors, which will draw in talented professionals as well as people looking to spend their discretionary income within the City of Dublin. To add balance, we also need to increase the number of residential properties in Dublin to entice these professionals to V f settle in our City which will result in greater demand for top notch schools and more variety of shoppingtentertainment options. 5. What type(s) of housing do we need? I believe we need to increase the number of single family homes in Dublin. This type of housing attracts working professionals seeking good communities to settle in and businesses will go where there is a talented workforce. This in turn attracts commercial development such as white linen restaurants and retail shops. The result is increased revenues for the City which it can reinvest in academics, transportation, public safety and our park facilities. 6. What do you thinly are the major concerns of Dublin residents regarding future planning? There is a concern amongst residents that that we are building too fast residentially without making sure we have enough schools to handle the influx of new residents. No one wants to have to commute 30 minutes away to another school because the one in their neighborhood was too full. I am also hearing concern about an increase in commercial development (i.e. shops) attracting a criminal element to Dublin. 7. What, if anything, should be done to enhance the Downtown business districts? The City should consider bringing in a lifestyle center such as Santana Row and place it near Hacienda Crossings or Grafton Station. Also, connecting Fallon Gateway to Grafton Station with walkwaysfbicycle paths and developing around those would create a "main street" feeling. In the older parts of the City, investing in new street lamps, walkways and signage could be a low cost way of enhancing the overall look and feel. 8. What considerations should the City be concerned with in future developments in Dublin? Public transportation and parking are a going to be key issues as the City grows. We are experiencing an increase in congestion on our streets and freeways (i.e. Paragon Outlets) and this will only become exacerbated as development continues. Parking is also becoming scarce (i.e. Hacienda Crossings, BART) and we will need more if the City is to attract new businesses and consumers. 9. How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors? Though it is never easy, I have made and can make such decisions. When I worked for the U.S. Congress, I was put in situations where I had to advise Members of Congress on decisions that were never popular with all segments of constituents. The key is making clear to all invested stakeholders that their input was carefully considered, why the decision was made and how the benefits outweigh the negatives. 10. What is the most important contribution you can make as a member of the Planning Commission? Leveraging my experience in both the public and private sectors, and as a member of one of the newest communities in Dublin, I believe that I will be able to represent a broad number of our constituents to help the Commission guide the City Council on how best to move forward on issues impacting our city. I served on the Human Services Task Force this year and am eager to once again serve my city. How do you feel about the growth that has occurred in recent years in Dublin ?: I believe the growth in Dublin in recent years has been well thought out and executed. I realize that the economy slowed down some of the progress, but I am happy to see more housing for commuters and young families. What should the City's position be regarding growth ?: Growth can be good for a community if done properly. While we need to expand services and housing to accommodate those that are desiring to settle in Dublin, we must do so prudently, ensuring that the current residents do not suffer from accelerated growth beyond the ability of the City to handle said growth. What type(s) of housing do we need ?: All types. White I have seen much high density housing going up, I still do believe that we can also use more single - family affordable homes throughout the City. I am pleased to see the new development of the former Arroyo Vista property. What do you think are the major concerns of Dublin residents regarding future planning ?: I boast that Dublin is a big city with a small town feel. While we have an abundance of amenities, we also still have neighborhoods where neighbors know each other. We must be certain that as we grow, we do not outgrow our resources, including our streets. With more residents settling in Dublin, traffic patterns may increase and change. We must be prepared to meet that challenge. 'r What, if anything, should be done to enhance the Downtown business districts ?: I believe that is a good topic for debate. While upgrading the downtown area would seem ideal, doing so may "price out" the current occupants, most of whom as small, local businesses that we should support and encourage. What considerations should the City be concerned with in future developments in Dublin ?: As stated above, making sure that resources are available and ready. Dublin's streets that cut through the older part bf town cannot be widened much and traffic in that area could become cumbersome. In addition, we want residents to be able to reside in Dublin for a long time, as young people, newly marrieds, young families, and mature residents. That means having a diversity of housing options. How do you feel about malting a decision for the overall good of the community, but unpopular with some neighbors ?: It's been said that you cannot please everybody. When it comes to community, there is very rarely a consensus view. Therefore, leaders must lead with discretion and wisdom. What is the most important contribution you can make as a member of the Planning Commission ?: Having lived in Dublin for almost 20 years, I have seen the City grow and change. During my time as a Parks commissioner, as Chairman, I saw the Dog Park come to fruition, the shutdown and reconstruction of Shannon Center, the construction of the award - winning Senior Center, the continued development of Emerald Glen Park as well as the planning and beginning of the Heritage Center. The City must continue to intelligently engage in smart growth that not only keeps the City strong but insures future generations will be able to enjoy the fruits of positive growth. 5. We need a combination of development that speaks to our population and that allows for walkable neighborhoods, a range of housing choices and the ability to readily use public transportation from that housing. The City has handled such a challenge well in the past and I hope to merely continue that intelligent growth. (. M Residents want to see ways to enhance Dublin's sense of place: how we get residents to live, work and shop in Dublin, thereby supporting their community. As a commissioner, I want to continue this wonderful approach to planning. 7. What, if anything, should be done to enhance the Downtown business districts? The preservation of the downtown is a problem that must be of concern to city government and to the connnunity as a whole. It is important that we all realize that the central business district provides a significant amount of the entire assessed valuation for tax purposes. If the districts are allowed to deteriorate, property value will decrease and the subsequent effects, including tax increases, will be felt throughout the coma- nunity. To help, we have to insure that the districts efficiently respond to the changing needs of the cotr.rounity; districts are easily accessible; districts are compact allowing walking between central areas; and that such districts have colorfitl, artistic appearances reflecting the character and diversity of the community. 8. As we move into the twenty first century, it is critical that the commission have sound - minded members who can continue to diversify our business portfolio, which will add to the sustainability of our revenue streams, and who will reach out to corporations to create innovative public /private partnerships. The partnerships have been remarkably beneficial in the past and I hope to continue forging such relationships. 9. How do you feel about snaking a decision for the overall good of the community, but unpopular with some neighbors? As an engineer who graduated from Stanford at the age of twenty to now as a real estate attorney and professor, I have always been keen on analytical skills —the ability to see things critically and broadly. While nearly all decisions will be unpopular with some, it is important to select a commissioner with the conviction to see past "popularity" and who has the will to execute the wishes of the community and the vision of the City Council. However, achieving the vision is a long term effort. Dublin has been very successful in attracting businesses to the area. However, with the success has come increased traffic. For example, Amador Plaza Road between Dublin Boulevard and Amador Valley Boulevard is often congested because of the success of the businesses located in the area. Have the uses along this corridor outgrown the two lane roadway? Better traffic flow and controls would enhance the Downtown business districts, and enhance the experience and safety of the people who visit Downtown. What considerations should the City be concerned with in future developments in Dublin ?: The City should strive for balance. Please describe.: Yes! Our swim center is in dire need of repair /replacement. Having spent 3 years at the swim center, it's embarrassing to host other teams at this facility! I am hopeful that the new facility is going to get under way. The soccer fields at DSG, which were rebuild less than 2 years ago, are being destroyed by geese. The fecal matter on the field is unsanitary, and pits caused the the pecking geese are a hazard to the players running on the fields. The restrooms at FSP are relatively inaccessible from the soccer fields, especially for younger players, while the restrooms at DSG remain inadequate. ' i How do you feel about user fees for recreation programs and park/facility reservations ?: I feel the fees are reasonable, and offer no criticism at this point. As a new resident to Dublin living in the newly developed Positano neighborhood, my goal is to leverage these facilities to help bring together those new to Dublin with long time residents. With more than 320 acres of City parks and more than 360 acres of combined City /Sebool parks, I believe the City of Dublin has done an excellent job in providing its constituents with a number of park facilities and recreation programs. My knowledge of our parks and recreation facilities stems from my experience with them as a constituent of Dublin and as a participant in the Inside Dublin program. 3. Through City officials and our neighbors, my family and I have been made aware of the programs offered by the Parks & Community Services Department. Festivals /events, cooking classes and outdoor activities are all programs of interest that should be considered. Also, facilities such as a gymnasiums /fitness centers and outdoor water parks would appeal to core constituent segments. Furthermore, additional community centers are needed, throughout the city, where residents can gather to celebrate holidays, cultural events and other community related activities. It is important to open facilities and hold events on dates /times that maximize constituent participation. 5. How do you feel about user fees for recreation programs and park/facility reservations? I believe user fees are appropriate for participating in certain programs and to reserve parks /facilities. The funds raised from these fees help keep the facilities in clean and working condition. 6. When I worked for the U.S. Congress, I was put in situations where I had to advise Members of Congress on decisions that were never popular with all segments of constituents. As a Heritage and Cultural Arts Commissioner since 2008, I've thoroughly enjoyed working with others to expand the heritage and arts opportunities in Dublin. Since 2008, I particularly appreciated helping bring to life an oral history program which captured the stories of four special Dublin and Tri- Valley residents. Their words, experiences and stories are now available to future generations as videotape and text. I would like to continue that effort to include more of our city founding fathers and mothers to capture the story of Dublin's establishment. Through many people's efforts, especially the Mayor, city staff and the Dublin Historical Preservation Association (DHPA), the Commission helped save the Camp Parks History Center's unique collection of historical artifacts relating to Dublin's military history. That effort continued with the first ever city sponsored Camp Parks' history exhibit, "We Build, We bight: The U.S. Navy Seabees in World War 11 Dublin." Curated by Ms. Maggie Stockel, the special exhibit ran from April 29 through July 31, 2012, with a special extension through the end of September. The Dublin. Senior Center hosted a smaller version of the exhibit during its Hometown Heroes event November 3 through 7, 2012. On the arts front, as a commissioner I helped bring to Dublin a cutting edge light sculpture, "Dubliner," which greets thousands of people each day as they enter and leave the East Dublin BART station. These are just some of the accomplishments I helped foster while a commissioner, lam very excited about what we did together and I would love to continue the progress for another four years. 2. I also participated as a Federal Officer as part of the FBI (San Francisco) Joint Terrorism Task Force. I have read history incessantly since I was a child - In high school I did very well in my history classes. In college I would have mirrored in history, if that had been an option. I completed a Bachelor of Arts, in Political Science (International Relations) from the University of California, Berkeley, which included many history courses and writing papers on cultural anthropology, economics, and political, military and diplomatic history- I completed a Master of Arts, Government (National Security Policy) from Georgetown University which included a large component of history and included writing papers on political, military and diplomatic history. For the last twenty years, I wrote over 15 book reviews for the "Journal of Military History" and acted as a peer reviewer for a submitted article. Currently, I am writing a book for Arcadia Publishing tentatively titled "Dublin and the Tri- Valley: The World War II Years.' This book will highlight the impact of Camp Parks, Camp Shoemaker, Shoemaker Naval Hospital and Livermore Naval Air Station on the Tri -Valley using period photographs and interpretive text. I am also editing the 1863 diary of Mrs. Abby Fulkerth who traveled overland from Iowa to California, which is the same period That saw the development of early Dublin. Each week I volunteer between two to four hours a week at the Kolb House and at the Camp Parks collection housed• at the Dublin Library. In the last four years, I volunteered over 400 hours. In-the course of my volunteer work, I regularly meet with the Heritage Park and Museums Director, Elizabeth Isles, to discuss the archive and collections work in the museums. I feel very honored to be able to work with someone so committed to Dublin's history. As a member of the Dublin Heritage and Cultural Arts Commission. including being its Chairman for one year, I participated closely in reviewing art projects including the Dublin Transit Center's light sculpture "Dubliner" unveiled in 2012. I participated in many reviews of other public art proposals that came before the commission. I personally enjoy the many spaces in Dublin that have art — parks, plazas, schools and even the underpasses on Amador Valley and Dublin Boulevards. Dublin is a unique city in its support to public sculpture and I think that support should continue in the future. 1 8. I feel comfortable with making decisions that try to benefit the overall community, even at the I of some disapproval. Every pu on blic decisi involves making some people unhappy, just as i`t makes some people happy. I recognize that, especially in small cities, disapproval can take some forms of loud and personal comments. That is just the way these things work and that is. what commissions are for — to include the community's opinion wluzle trying new and different approaches. I prefer to look at these situations as an opportunity to involve as many parties as possible to make the best decision possible and to increase the participation of the public. 9. What is the roost important contribution you feel you can make as a member of the Heritage and Cultural Arts Corrupission? I think I bring a new and broader perspective to the ideas of heritage and history than what exists in the commission. My contribution is to bring a wider sense of history for Dublin, one that incorporates what we have accomplished in the 20th and 21st century and includes a broader part of our community. The Heritage and Cultural Arts Commission, the Parks and Community Services Department, the City Council and many others have made extraordinary progress in highlighting the life and times of Dublin's early residents. I think it is time to build upon the.progress made and incorporate into our heritage an additional perspective. Now is the time to do that, before the memory and physical remnants of that period fade away. In addition, the City and the Commission need to continue to reach out to our very diverse community, to include them and their experiences into the fabric of Dublin civic life. Having been raised in the same home with an elderly Italian immigrant grandmother, I've seen the challenges that the elderly face. I feel that Senior Citizens need an advocate, i.e., someone on their side who understands their needs and who has a strong desire to do what whatever is necessary and possible to help them with those needs. What knowledge do you have of the programs and services offered through the Dublin Senior Center ?: Since August 2011 I have been the "Everyday Life Skills in English" teacher at the Dublin Senior Center. I teach senior citizens in their 70's and 80's the necessary everyday living skills they need in order to live safely, securely and more comfortably in the United States. As of this date, I have 16 registered students from seven countries. In addition, I have also volunteered at the front desk, assisted at two Senior Info Fair days, assisted at one Hometown Heroes function and have assisted in the kitchen. Have you or a family member taken advantage of the programs and services offered at the Dublin Senior Center ?: I have attended special luncheons and this year's Holiday Boutique. In addition, I have taken the Tai Chi Chih class. My husband and I belong to Dublin Sister City and have always attended the St. Patrick's Day Galas held at the Senior Center. Are there additional programs and services that should be offered through the Dublin Senior Center? Please describe.: If I'm selected to be on the committee, I think I'll be able to answer this question more thoroughly after observing the purpose of the committee in action and knowing what it has already accomplished. What do you feel are some of the most pressing issues facing elder adults in our society ?: I feel that one of the most pressing issues facing older adults in our society is loneliness, whether it's from .family issues or the death of a loved one or an illness or being a recent immigrant to the United States. The older adults facing these issues are often forgotten or inadvertently not included in activities because of the different "priorities" of others. How do you feel about malting a decision for the overall good of the community but unpopular with neighbors or organzations?: I have no difficulty at all about making a decision for the overall good of the community but unpopular with neighbors or organizations. For example, I voted for the Presidential candidate of my choice for the good of the people and was not concerned about opinions that neighbors or friends may have had. What is the most important contribution you can make as a member of the Senior Center Advisory Committee ?: I think the most important contribution that I can make as„ a member of this committee is to continue to show my love, compassion and desire to assist senior citizens as I have done with the students in my class.
