SUBJECT: Mayor's Appointments to Human Services Commission

EXECUTIVE SUMMARY:
On August 20, 2013, the City Council approved formation of a Human Services Commission.
An application period for Commissioners was open from August 21, 2013 through September
20, 2013. In response to the 5 openings, 11 applications were received. The Mayor has
recommended 5 residents for these openings.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Staff recommends that the City Council confirm the Mayor's appointments to the Human
Services Commission or provide other appropriate direction.

On August 20, 2013, the City Council approved the formation of a Human Services
Commission. This new Commission will make recommendations to the City Council in matters
pertaining to human service needs in the Tri- Valley. The recommendations would include, but
are not limited to the Community Grants Program, the 2011 Tri - Valley Needs Assessment, and
the federal Community Development Block Grant Program.
Typically, Commissioner appointments are completed following the City of Dublin's general
municipal elections in November of even - numbered years. Commissioner appointments are for
a four year term. However, as this Commission is starting in the middle of the appointment

cycle and there is a need to stagger terms, two Commissioners will be appointed to one -year
terms and three commissioners will be appointed to three -year terms. This timeline will allow for
all City Commission appointments to occur on the same cycle.
A total of 11 applications were received by the advertising deadline in response to the 5
openings. Applications were received from: (1) John Clough, (2) Angela Muetterties, (3) Gene
Nokes, (4) Claudia McCormick, (5) Sue Wakamoto -Lee, (6) Bruce Fiedler, (7) Janet Lockhart,
(8) Janet Songey, (9) Alan Brown, (10) Shehu Hassn, and (11) Melissa Strah.
Mayor Sbranti recommends the appointment of three applicants: Alan Brown, Janet Lockhart
and Claudia McCormick to just over three -year terms, expiring in December 2016; and two
applicants: Angela Muetterties and Sue Wakamoto to just over 1 -year terms, expiring in
December 2014.
The application period was open from August 21, 2013 through September 20, 2013. The first
Human Services Commission meeting will be scheduled for the week of November 4, 2013.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
Openings were advertised within the community consistent with other City Commission
application periods as follows:
• Placement of the City's website with a

• Posting of and application pick up at the Civic Center, Dublin Library and the Senior
Center.

Why are you. interested in serving on the Hurrian Services Corruiiission?: I am looking to get involved in the
City of Dublin, and. am trying to find a way 'to contribute to improving our city.
What, knowledge do you have ofthe human services differed in Dublin and the Tri-Valley? Have you. or a family
member participated in a program?: I saw the article advising of this commission in the bldg, Around Dublin,
and of reading the description decided that I wanted to apply. None of my family members have participated
an any programs.
Briefly surnmarize your participation in civic or community activities.: 1. am a board member, and past
Chairman, of the National Science and Technology Partnership (www.nstep-online.org,
www,studybuddyhelp.org), non-profit organization dedicated towards advancement of science and technology
education in America's classrooms. I am also enrolled in the Inside Dublin class beginning at the end of
September.
What is the most important contribution you can make as a member of the Huniat'i Services Commission?: I will
be an active and participating member of the team. I will do any best to educate myself on. all relevant issues,
will do any homework, and will work- with the team to determine the best human services proposals to present to
the Dublin City Council.

1. Why are you interested in serving on the Human Services Commission?
2. What knowledge do you have of the human services offered in Dublin and the
Tri-Valley? Have you or a family member participated in a program?
Dublin has the YMCA, Easter Seal's Kaleidoscope, the School of
Imagination, Tri-Valley Service Center (A.A.), Hope Hospice, the Library, and the
Senior Center. However, many of the human service programs Dublin residents
might need are located in other communities or outside the Tri-Valley.
For twenty-six years, I served as Executive Director of a local not-for-profit
organization meeting housing and other needs of very low income elders. I
coordinated my efforts with other agencies, service clubs, and i
organizations.
3. What do you think are the major concerns of Dublin residents regarding
hun7an services programs? Please Describe.
We know that persons with adequate resources have more choices. Those
with lower incomes may not. It seems to me that needed services vary depending
on age and circumstance. Some of those -- not an exhaustive list -- might be:
* For pre-school children (and their parents): safe and affordable day care with
enough spaces to meet the needs of Dublin's growing population.

For elementary school age children -- especially latch key kids: a ter sc oo
activities and study assistance. At this time, such programs sponsored by the
YMCA are only at Pleasanton schools.

Dial-a-Ride that operates with extended schedules and goes to places not served
by Wheels or County Connection.

time we are experiencing increased ethnic diversity.

Briefly summarize your participation. in civic or coirimunity activities.: Work. with home owners association in
my community in dealing with variety of issues, and as a trained mediator, mediated conflicts,. Volunteered for
senior organizations, work with my church organization in helping and referring citizens in need to local human
services organization. amongst other things.
How do you feel about making a decision for the overall good of the community that may be unpopular with
neighbors or organizations?: I feel very strongly that ones decision should not predicate on how popular the
decision is, rather, it should be based on what is better for the community at large.
What is the most important contribution. you can make as a member of the Human Services Commission?:1 will
work to increasing awareness of the programs we are offering.
Foster strong participation of private companies especially when it comes to issues such as workforce
development, extended day care, summer program's for youth, and Interns programs for youth.
Work, in making the programs more accessible.

Why are you interested in serving on the Human Services Commission?: I have a long history of volunteering
and serving on the Council, I have always wanted Dublin to grow to the point where a Human. Services
Commission made sense. We have reached that point and. I would like to represent the needs of our residents.

member participated in a program?: I served on the ad hoc corninittee for Roman Services for Dublin and know
many residents who have been served by County and State programs.
What do you think are the major concerns of Dublin. residents regarding human services programs? Please
describe,-. Health care and housing are important needs to serve in. our City. Public transportation. and food for
hungry are also important issues.

committees for the DUSD, I have lived in Dublin since 1973,

.neighbors or organizations?: I have been faced with such decisions many times. Even if not popular with
neighbors or special interests a good explanation of why will get you through most situations.A community
.must look out for the most vulnerable.

bring a perspective of personal knowledge of community needs and a sincere desire to listen and learn..

member participated in a program,?: I served on. the'Fri-Valley Human Services Committee in 2012 and am
fully aware of the servics offered and the services needed.
What do you think are the major concerns of Dublin. residents regarding human services programs? Please
describe.: Residents look to human services programs, non-profits and church related programs to fill
emergency as well as long term tieeds. These can be immediatetbod and clothing needs and progress to
educational and medical help.

frorn 1998 to 2006. 1 was an advocate for the establishment of a Human Services Commission.1 find it very
rewarding that a. commission has been. created and it would be my pleasure to serve. I have served. on a number
ofton.-profit boards and committees in the Tri-Valley area.
How do you feel about making a decision for the overall good of the community that may be unpopular with
neighbors or organizations?: Tough decisions are my torte

bring my expertise as a human services advocate and my ability to build consenses and encourage open
dialogue in a group setting,

Why are you interested in serving on the human Services Commission?: I was on one of the original focus
groups with Resource Development Assoc. reporting the start, of their findings. It was difficult for people to
realize that there were urgent community needs and a comiriission to help bridge the gap was needed.. Want to
be part of this process.
What knowledge do you. have of the human services of -'tired in Dublin. and theTri-Valley? Have you or a family
member participated in a program?: I am currently on the benevolent committee at Cornerstone Church in
Livermore, We review intakes on a weekly bases of people in need. We go beyond a quick fix by also trying to
plug them. into resources that will help the for the all haul, Also, collect food for the Food Bank twice a year
and know how much the demand has increased.
What do you think are the major concerns of Dublin residents regarding human services programs? Please
describe.: Service accessibility would have to be a concern not just to Dublin but Pleasanton andLivermore too,
People I have talked to about this don't, know what is offered in the area and if they do there is a transportation
issue. Also, recently at my National Night Out block party my neighbors were talking about wanted to help but
have no idea how to start that process.
Briefly sunimarize your participation in civic or community activities.: I have taken a break for the last couple
of years because I termed out, but I spent years on the Heritage and Fine Arts Advisory Committee. That turned.
into a commission, Then I served on the Parks and Community Services Commission for 2 terms, Currently
President of the Contra Costa Chapter of Points of Life which is a education based organization to help people
through the complexities of aging.
How do you feel about making a decision for the overall good of the community that, may be unpopular with
neighbors or organizations?: Never going to make everybody happy. I will do my best to evaluate and get as
much information possible to make the best decision. Experienced that on. the Heritage and Parks Commissions.
What is the most important contribution. you can make as a member of the Human. Services Commission ?: A
heart and passion to help people improve there lives. There is a growing need for services. Being able to plug
people into what is available in. getting food, clothing, shelter, medical care etc.

work or under employed. Many times I have been confronted with trying to help people find jobs when they
have no place to live except their car, There seems to be an acceptance of homelessness by our community, as if
it is acceptable to have a certain level of hornelessness, I don't agree,

member participated in a program'?-, I have worked with the VA to help a homeless veteran, 1. have tried to get
services for an unemployed married father of two who was living in a storage facility, I have been unable to
place qualified. people in low income or senior housing.
What, do you think are the major concerns of Dublin residents regarding human services programs? Please
describe.: Our community is compassionate. We are so busy that we don't see these people who live on the
edges in our com. unity, We all think someone should do sorriething about the issues, I think that we are smart
enough and compassionate enough to actually provide effective help.
Briefly summarize your participation in civic or conirnunity activities.: I have run a pro Bono group for the
unemployed and under employed at St. Raymond Church since 1995.

neighbors or organizations?: I think all decisions require informing and explaining to the community, No one
will always agree with all decisions.

help people, one on one, and I learn their story and their needs. I don't take responsibility forr their condition,
that is their job, I coach them.

Human Services Commission because I care abOUt Illy community and the well-being of our people. Helping to

vast array of services offered in our area and the Needs Assessment,

describe.: I believe the major concerns of Dublin residents are the availability and access to essential services,
ranging from transportation. and assistance for those with physical limitations, to serving those in our
community who struggle with mental health challenges and Providing help to those with temporary finan(;ial
di-fficulties, and much more.

neighbors or organizations?: As a commissioner, we made decisions at times that were not popular with the
local residents affected by our decision, and. while we listened to and addressed their concerns, I voted. for those
items that, I believed were for the good of all the citizens of Dublin,

have shown in my previous service that I any able to make decisions that are beneficial to the citizens of Dublin,
My background as a parks commissioner gave me opportunity to interact with. several segments of our
population, from youth to seniors, In addition, my career deals with healthcare and access to that care. I believe
1 will bring a broad scope of experience and expertise, combined. with compassion and common sense.
