Recognition of the Fallon Middle School Chess Team and International Master Christopher Yoo The City Council presented the certificates of recognition. 3.3. Valley Link Update The City Council received a presentation from Michael Tree, Executive Director Tri-Valley - San Joaquin Valley Regional Rail Authority. 3.4. City Council Role in Emergency The City Council received the presentation from the Alameda County Fire Department. 3.5. Employee Introduction: Winston Rhodes The City Council welcomed the new Dublin Staff member. 3.6. Public Comment John Cameron, Dublin resident, provided public comment. 4. Received the notification of the City Engineer’s pending approval of the Improvement Agreement Amendment for Tract 7716, Wallis Ranch Neighborhood 6, and Tract 8171, Dublin Ranch Subarea 3 Phase One, and received a notification of the City Engineer’s receipt of the Final Map for review for Tract 8373, Boulevard Neighborhood 24. 4.3. Weed and Combustible Refuse Abatement Order Mayor Haubert opened the public hearing. No public comments were made. Mayor Haubert closed the public hearing. The City Council directed Staff to continue the weed abatement process. DUBLIN CITY COUNCIL MINUTES 5 REGULAR MEETING APRIL 2, 2019 8. New Business 8.1. Preliminary Fiscal Year 2019-20 Budget Inge Houston, President/CEO of Dublin Chamber of Commerce, provided public comment. The City Council received the report and directed Staff to work with the Chamber of Commerce in order to see if any changes will be made to the budget adoption scheduled for May 21, 2019. 8.2. 2018-2023 Five-Year Capital Improvement Program Update The City Council received the Capital Improvement Program Update. 8.3. Potential Citywide Ban of Expanded Polystyrene for Use as Disposable Food Serviceware Inge Houston, President/CEO of Dublin Chamber of Commerce, provided public comment. By consensus, the City Council received the report and directed staff to develop an ordinance banning expanded polystyrene; and to work with Amador Valley Industries and the Dublin Chamber of Commerce in developing an implementation period and community outreach. 8.4. Tri-Valley Youth Expo Funding Request Arjav Rawal and Manas Taneja, Dublin residents, provided public comment. The City Council granted the funding request of up to $5,000 to Tri-Valley Youth Expo organizers for incurred expenses. DUBLIN CITY COUNCIL MINUTES 6 REGULAR MEETING APRIL 2, 2019 By consensus, the City Council asked Staff to look into scheduling another team building/strategic planning meeting before this summer. 10.
