The meeting was called to order at 5:34 p.m., by Mayor Sbranti. ROLL CALL & PLEDGE OF ALLEGIANCE 5:34 p.m. PRESENT: Councilmembers Biddle, Gupta, Hart, Haubert, and Mayor Sbranti ABSENT: None The pledge of allegiance to the flag was recited by the City Council, Staff and those present. 3. WORKSHOP 5:36:29 p.m. The City Council will participate in an informational meeting to discuss retail market and development trends with consultant Mike Berne from MJB Consulting. ATTEST: City Clerk Mayor DUBLIN CITY COUNCIL MINUTES �����. 2 VOLUME 33 ( ', SPECIAL MEETING J U LY 8, 2014 MINUTES OF THE CITY COUNCIL OF THE CITY OF DUBLIN SPECIAL MEETING — JULY 15, 2014 A special meeting of the Dublin City Council was held on Tuesday, July 15, 2014, in the City Council Chambers of the Dublin Civic Center. The meeting was called to order at 5:03 p.m., by Mayor Sbranti. ROLL CALL PRESENT: Councilmembers Biddle, Gupta, Hart, Haubert, and Mayor Sbranti ABSENT: None PLEDGE OF ALLEGIANCE The pledge of allegiance to the flag was recited by the City Council, Staff and those present. I. The Green Mixed Use Project The City Council heard a presentation on The Green Mixed Use Project, a combination of commercial and residential uses on a 27.45 acre site. There are six neighborhoods with 372 residential units, a commercial district with 37,000 square feet of retail and restaurant uses, and associated outdoor spaces for both portions of the project. The Applicant is seeking eventual approval of a General Plan Amendment, Eastern Dublin Specific Plan Amendment, Planned Development Rezoning and related Stage 1 and 2 Development Plan, Vesting Tentative Map, Site Development Review, Development Agreement, and certification of a Final Supplemental Environmental Impact Report. This study session was intended to provide the City Council with an overview of the project and an opportunity for Staff and the Applicant to receive feedback and direction. No project approvals were considered at this meeting. Public hearings before the Planning Commission and City Council to take formal action on the project will be scheduled at a later date. The City Council provided direction on the overall project design concepts, acceptability of the design approaches to mitigate for noise and air quality impacts to the site, and direction on the deal points for the future Development Agreement. DUBLIN CITY COUNCIL MINUTES 1 VOLUME 33 SPECIAL MEETING J U LY 15, 2014 Mayor Sbranti stated the Closed Session would convene after the regular business items. 7:23 p.m. With all Councilmembers present, the City Council continued the Special Meeting. ORAL COMMUNICATIONS Introduction of New Employee -Shari Jackman 7:23 p.m. 3.1 The City Council welcomed Shari Jackman to the City Staff. Acceptance of Gifts to City from the Sponsors of the Live Healthy Dublin "Step 2 It Challenge" 7:26 p.m. 3.2 On motion of Cm. Hart, seconded by Vm. Biddle and by unanimous vote, the City Council formally accepted the contributions, and recognized the sponsors. National Night Out Proclamation 7:29 p.m. 3.3 By consensus, the City Council proclaimed Tuesday, August 5, 2014 as National Night Out and presented the proclamation. Public Comments 7:33 p.m. 3.4 No comments were made by any member of the public at this time. DUBLIN CITY COUNCIL MINUTES 2 VOLUME 33 SPECIAL MEETING J U LY 15, 2014 CONSENT CALENDAR 7:33 p.m. Item 4.1 through 4.14 Mayor Sbranti pulled Item 4.8 for further discussion. On motion of Cm. Gupta, seconded by Vm. Biddle and by unanimous vote, the City Council took the following actions: Approved 4.1 minutes of the Regular City Council meeting of June 17, 2014. Reviewed 4.2 the local emergency, continue the State of Emergency that was declared on March 18, 2014, based on the fact that extreme drought conditions continue to exist within both the State of California and City of Dublin, and the threat to the safety and welfare of Dublin residents remains. On motion of Mayor Sbranti, seconded by Cm. DUBLIN CITY COUNCIL MINUTES ��, 2 VOLUME 33" s SPECIAL MEETING J U LY 29, 2014 �" Mayor Sbranti suggested that information regarding the efforts in the Downtown Plan be added to the City's website and to develop collateral materials to assist in revitalization efforts. By consensus, the City Council directed Staff to follow a formal process to reserve units from the City's Development Pool. Additionally, the City Council, by consensus, provided direction to explore the extension of the existing parking pilot program with property owners along Village Parkway and explore the ability to expand the parking pilot program to other areas in the Downtown. NEW BUSINESS M : Facility Use Policy Update Priorities By consensus, the City Council directed Staff to consider negotiated rates for regular renters; reconsider Group 1, 2 and 3 classifications; in terms of prioritization, work on tennis courts, picnic areas, and community banquet and meeting space first, and Stager Gym, the Dublin Swim Center, and sports fields, later; investigate possibility of renting Civic Center courtyard, and discuss amendments to the City- Dublin Unified School District (DUSD) Joint Use Agreement at a City -DUSD liaison meeting. By consensus, the City Council asked that the Campaign Contribution ordinance be brought back to the City Council for discussion.
