DUBLIN CITY COUNCIL MINUTES 2 VOLUME 29 `,~oe~ ADJOURNED REGULAR MEETING n; ~.~~~~ November 2, 2010 '~~~,~'~~%~ ~~~ ~ ~ L(~ Building Official Gregory Shreeve presented the Staff Report and advised that the 2010 Edition of the California Building Codes Standards (CBCS) was approved by the California Building Standards Commission earlier this year and will go into effect on January 1, 2011. In order to ensure the continuity of the City's building standards, the City must adopt an Ordinance incorporating the new codes which take effect on January 1, 2011. The City Council was being asked to review and adopt an Ordinance repealing 2007 California Building Codes Standards and adopting the 2010 California Building Codes Standards. In connection with this action, the City Council was also being asked to adopt a Resolution approving findings relating to the City's amendments to the California Building Code Standards, and a Resolution amending the City Wildfire Management Plan. Cm. Hart asked if these codes were more restrictive than previous codes. Mr. Shreeve stated they were less restrictive in terms of the residential code. There was less legalese language and more pictures. Cm. Hart asked if the current State Building Regulation Code required sprinklers for all new residential buildings. Mr. Shreeve stated that the current State Code did not require sprinklers, but the City had requirements for residences over 5,000 square feet. The 2010 State Requirements would require sprinklers in all residential buildings. Cm. Hart asked, in terms of buildings with additions up to 3,600 sq. ft., if the City would require sprinklers just for the addition or for the entire house. Mr. Shreeve stated once you hit the 3,600 sq. ft. size, there was a different water demand. You could install another water hydrant outside or install sprinklers throughout the house. It was less expensive to install the sprinklers. Cm. Hart asked, in terms of solar panels, if the City was requiring the electrical conduit for all new residential buildings Mr. Shreeve stated it would be for all buildings, residential and commercial. The requirement would be to go from the service or the panel, depending on if it was residential or commercial, with a conduit to either the attic or roof, to make it easier if panels were installed on the roof. Cm. Hart asked if that would be all a resident would need to do once they purchased the house, to have solar installed on the house. Mr. Shreeve stated that the City currently required homes to be built to have solar installed on the roof. Currently they had to run conduit through the house or on the exterior of the building. Hart asked if the City was going to require developers to do everything they could do to prep buildings for solar. In terms of the grey water, it was a great idea. Mr. Shreeve stated, yes, the City would require everything they could legally require to prep buildings for solar. Cm. Biddle asked if there had been any interest in the grey water. Were there buildings in the City without sprinklers? Mr. Shreeve stated there had not been any current interest in grey water. Yes, there were buildings without sprinklers. Cm. Biddle asked what would be the general cost range to put sprinklers in a residence Fire Marshall Bonnie Terra stated the cost varied. It could run from $2 to $5 a square foot. The cost was less when the walls were still open. Cm. Hart asked about the requirement to have the sprinkler system engineered. Ms. Terra stated in the State of Cafifornia there was a requirement to have the sprinkler system designed by a licensed engineer or a person holding a specific license to design these systems. The City of Dublin was in the forefront of requiring homes over 5,000 square feet to have sprinkler systems. Cm. Biddle asked if there was a cost benefit to insurance premiums in terms of having sprinklers in homes. Ms. Terra stated that was correct. It could cut the fire portion of the home insurance by 25% Mayor Sbranti asked about the square footage threshold for remodels in requiring sprinkler systems. Ms. Terra stated commercial requirements had not changed. Residential was changing the requirement from 5,000 to 3,600 square feet for the installation of sprinkler systems. Mayor Sbranti asked under what code would modifications hit the new threshold. Mr. Shreeve stated if you removed 50% of the exterior walls, then the new codes were in effect. Cm. Hart asked for a rough estimate for the cost of a sprinkler system for a 5,000 square foot house. Ms. Terra stated it was hard to estimate based on different conditions. On motion of Vm. Hildenbrand, seconded by Cm. Scholz and by unanimous vote, the City Council and adopted RESOLUTION NO. 158 -10 APPROVING FINDINGS REGARDING THE NEED FOR AMENDMENTS TO PROVISIONS IN THE CALIFORNIA BUILDING STANDARDS CODE AS ADOPTED BY THE STATE OF CALIFORNIA, IN THE CALIFORNIA CODE OF REGULATIONS, TITLE 24, TO BE ADOPTED BY REFERENCE IN THE DUBLIN MUNICIPAL CODE; waived the reading and introduced an Ordinance Repealing Chapters 5.08 (Fire Code), 7.28 (Building Regulation Administration), 7.32 (Building Code), 7.36 (Electrical Code), 7.40 (Plumbing Code), Chapter 7.44 (Mechanical Code), 7.52 (Abatement of Nuisances), and 7.94 (Green Building Code) of the Dublin Municipal Code; and Adding Chapters 5.08 (Fire Code), 7.28 (Building Regulation Administration), 7.32 (Building Code), 7.34 (Residential Code), 7.36 (Electrical Code), 7.40 (Plumbing Code), Chapter 7.44 (Mechanical Code), 7.52 (Abatement of Nuisances), and 7.94 (Green Building Code) of the Dublin Municipal Code in Order to Adopt by Reference and Amend Provisions of the 2010 Edition of the California Building Standards Code, Title 24, California Code of Regulations; and adopted RESOLUTION NO. 159 -10 AMENDING THE WILDFIRE MANAGEMENT PLAN • UNFINISHED BUSINESS - None. • NEW BUSINESS Appointments to Citizens/Orqanization of the Year Ad-Hoc Committee 5:53:57 PM . 8.1 (610-50) City Clerk Caroline Soto presented the Staff Report and advised that each year, the City of Dublin recognized a citizen, young citizen and organization of the year at its Volunteer Recognition Event. As part of this process, an Ad Hoc Committee comprised of two Dublin City Councilmembers was needed to perform duties including arranging for impartial judging and selection of winners. The City Council would consider appointment of two City Councilmembers to the Ad Hoc Committee. Biddle and by unanimous vote, the City Council confirmed the appointment of Vice Mayor Hildenbrand and Councilmember Hart to the Citizens/Organization of the Year Ad Hoc Committee. • OTHER BUSINESS Brief /NFORMATION ONLY reports from Council and/or Staff, including Committee Reports and Reports by Council related to meetings attended at City expense (AB 1234) ~~~~~tiF pnn City Manager Pattillo stated there would be a Hometown Heroes event at the Senior Center on Sunday, November 7, 2010. Cm. Hart stated he had nothing to report. Cm. Scholz stated she attended the Dublin Elementary ribbon cutting for new classrooms at the school. She stated she also attended the tour of the new West Dublin BART station. Cm. Biddle stated he attended the Association of Bay Area Governments meeting. He also attended the Senior Center Health Fair. Vm. Hildenbrand stated she attended the League of California Cities dinner meeting, Mayor Sbranti stated he attended the previously mentioned ribbon cuttings. He also attended the BART tour and the Senior Health Fair. • ADJOURNMENT 10.1 There being no further busine~s to come before the City Council, the meeting was adjourned at 6:02:18 PM in memory of Staff Sgt.
