This year's Annual Sidewalk Safety Repair Program (CIP No. 949101) will remove and replace approximately 3,100 SF (Square Feet) of sidewalk with offsets of 3/4-inch or more that may pose a tripping hazard. FINANCIAL IMPACT: The adopted Fiscal Year 2009-2010 total appropriations for this project were $80,894, including design and inspection. Of this amount, $15,894 has been allocated for design and inspection and $65,000 for improvements to be installed under this agreement. The total amount of the base bid to be awarded is $39,771.50. The quantities used for the Engineers estimate were based on initial surveys. Reviewed By Administrative Services Director Rev d By Assistant City Manager Page 1 of 2 ITEM NO. ~' ~ DESCRIPTION: The Annual Sidewalk Safety Repair Program (Remove and Replace) repairs sidewalk offsets of 3/4-inch or more that may pose a tripping hazard. The Remove and Replace process is used in locations where the offset is more significant or where tree roots are causing the offset. This procedure requires the removal of the existing sidewalk and, in the case of root problems, removal of the tree roots, and then replacement of the concrete sidewalk. While maintenance of sidewalks and other frontage improvements is legally the responsibility of the private property owner, the City Council has adopted aCity-funded sidewalk repair program on a year-by-year basis since 1983. The City Council extended funding for the City-paid repair program for an additional year in the Fiscal Year 2009-10 budget. A total of 8 bids were received for this project (Attachment 1). The low bid of $39,777.50 was submitted by RP Engineering Contractors Inc. The appropriated budget for this project will accommodate a 30% construction contingency. This will provide flexibility to add additional locations or adjust the areas replaced based on additional review in the field. Staff has reviewed the bid results, checked references, necessary licenses, and recommends that the City Council adopt the Resolution awarding Contract No. 10-01, Fiscal Year 2009-2010 Annual Sidewalk Safety Repair Program to RP Engineering Contractors Inc., as the lowest responsive bidder. (Attachment 2). Staff expects the project will begin in April 5, 2010 and should be completed by June 1, 2010. WHEREAS, the City of Dublin did on March 1, 2010, publicly open, examine, and declare all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for Contract No. 10-01, 2009-2010 Annual Sidewalk Safety Repair Program, authorized by the City Council on February 16, 2010, which Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work and for all particulars relative to the proceedings under the request for bids; and WHEREAS, said bids were submitted to the Public Works Director, who has reviewed the bids to determine the lowest bid which was responsive to the requirements of the bid documents; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby award Contract No. 10-01, 2009-2010 Annual Sidewalk Safety Repair Program, to the lowest responsible bidder therefor, to wit, RP Engineering Contractors inc., at a bid of Thirty-Nine Thousand, Seven Hundred, Seventy One Dollars, and Fifty Cents ($39,771.50), the particulars of which bid are on file in the office of the Public Works Director. BE IT FURTHER RESOLVED that the City Manager is authorized to execute the Agreement.
