The total project funding includes $6,600 for project design, inspection and administration, and $51,000 for improvements including the procurement and installation of six speed feedback signs. Based on the lowest qualifying bid including a 10% contingency, the cost of improvements is less than the amount budgeted. RECOMMENDATION: Staff recommends that the City Council adopt the Resolution awarding Contract No. 11-01, Speed F edback Demon~tration Project, to Western Pacific Signal, LLC. ` ~~ ~1 r, , ~~ I, ~ '~~ ~ Submitted By Reviewed By Re ' ed By Public Works Director Administrative Services Director Assistant City Manager Page 1 of 2 I~~~ ~O. ~~~ `~' ~~~ ~ D~SCRIPTIOiV: On December 15, 2009, the Dublin City Council reviewed the current process which staff undergoes to respond to residents' requests regarding traffic safety and compared it to the processes employed-at various neigk~boring agencies. It was decided that staff would continue with the current process. A specific enhancement to the existing program identified by staff was the im"plementation of a speed feedback sign pilot program that would test the effectiveness of speed feedback signs as a means of reducing vehicle speeds. The City Council supported staff's recommendation and directed staff to create a new CIP project. On June 22, 2010, the City Council approved the Five-Year Capital Improvement Program (CIP) for Fiscal Years 2010- 2015, which included the Speed Feedback Demonstration Project (CIP No. 960024). On December 21, 2010, the City Council approved the locations for installation of six signs (Attachment 1). The locations include: o Westbound Amador Valley Boulevard, east of Brighton Drive o Westbound South Dublin Ranch Drive, east of Woodshire Lane o Westbound Antone Way, east of Grafton Drive • Westbound Central Parkway, east of Aspen Street o Eastbound Dublin Boulevard, west of Brigadoon Way • Southbound Vomac Road, north of Millbrook Avenue A total of four (4) bids were received by the bid opening on January 27, 2011. Three of the bids were non-responsive to the specifications in the bid solicitation materials. The remaining, lowest responsive bid of $42,070.41, was submitted by Western Pacific Signal, LLC, for the SpeedCheck product. Staff has reviewed the bid results, compared the four submitted product specifications against the published specifications required by the City, checked references, and recommends that the City Council adopt the Resolution (Attachment 3) awarding Contract No. 11-01, Speed Feedback Demonstration Project, to Western Pacific Signal, LLC, as the lowest responsive bidder. Staff expects the project to be completed by July, including the collection of "before and after" speed data. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Following detailed field review and prior to installation, staff will mail notices to adjacent residents for each location. Furthermore, information about the project will be disseminated to the general public by way of the City website and/or other communication resources. BE IT FURTHER RESOLVED that the City Manager is authorized to execute the Agreement.
