Acceptance of Improvements for Tract 8024, Jordan Ranch and Approval of
Regulatory Traffic Control Devices (BJP -ROF Jordan Ranch LLC)

EXECUTIVE SUMMARY:
BJP -ROF Jordan Ranch has constructed the improvements for Tract 8024, Jordan Ranch, in
accordance with their Tract Improvement Agreement. It is now appropriate for the City to accept
the improvements and approve the regulatory traffic control devices.
FINANCIAL IMPACT:
BJP -ROF Jordan Ranch, LLC, has provided a Maintenance Bond (Bond No. 0571493) in the
amount of $625,183.00, issued by International Fidelity Insurance Company, to guarantee the
improvements associated with the Tract 8024 for one year. Upon acceptance of the Tract 8024
improvements, the City will incur annualized maintenance costs estimated to be $23,600 for
street sweeping and street lighting (monthly), slurry seal (every five years) and asphalt concrete
pavement overlay (every 20 years).
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution Accepting the Tract
Improvements and Approving the Regulatory Traffic Control Devices for Tract 8024, Jordan
Ranch.

BJP -ROF Jordan Ranch, LLC, entered into a Tract Improvement Agreement with the City of
Dublin on December 6, 2011, for the construction of street and other tract improvements
associated with Tract 8024. The subdivision map for Tract 8024 created 59 single - family lots
with frontage on Jordan Ranch Drive, Alta Terra Road, Valley Vista Drive, and Bassetts Way.

BJP -ROF Jordan Ranch, LLC, provided a Faithful Performance Bond and a Labor & Materials
Bond to guarantee construction of the tract improvements for Tract 8024. At the time the Tract
Improvement Agreement was approved, BJP -ROF Jordan Ranch, LLC, had completed
approximately 80% of required improvements. Therefore, City Council approved bond amounts
for the Faithful Performance and Labor & Materials Bonds equal to twenty five percent (25 %) of
the total estimated cost to construct the complete improvements.
BJP -ROF Jordan Ranch, LLC has recently completed the construction of the required tract
improvements associated with Tract 8024, and is requesting that the bonds for this work be
released.

BJP -ROF Jordan Ranch, LLC, has provided a Maintenance Bond in the amount of $625,183.00
(Bond No. 0571493) issued by International Fidelity Insurance Company. The bond amount is
equal to twenty five percent (25 %) of the full estimated cost to construct the improvements.
The following regulatory traffic control devices will be accepted and approved as part of this
project and added to the City of Dublin Traffic Code:
A. "STOP" signs, markings and crosswalks installed at the following intersections:
• Valley Vista Drive at intersection of Vinton Avenue
• Avery Way at intersection of Alta Terra Road
• Whitehorse Way at intersection of Alta Terra Road
• Bassetts Way at intersection of Alta Terra Road
• Valley Vista Drive at intersection of Jordan Ranch Drive
• Jordan Ranch Drive at intersection of Fallon Road
• Bassetts Way at intersection of Jordan Ranch Drive
B. Curve Warning with 10 MPH advisory speed signs on the following street:
• West side of Jordan Ranch Drive near Station 7 +16
• South side of Jordan Ranch Drive near Station 5 +65
• North side of Valley Vista Drive near Station 1 +20
• East side of Valley Vista Drive near Station 14 +80
C. Curve Warning with 15 MPH advisory speed signs on the following street:
• West side of Jordan Ranch Drive near Station 1 +00
• South Side of Jordan Ranch Drive near Station 9 +40
D. "NO PARKING" signs at the following streets:

RESOLUTION NO. - 15
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
ACCEPTING THE TRACT IMPROVEMENTS AND
APPROVING THE REGULATORY TRAFFIC CONTROL DEVICES
FOR TRACT 8024, JORDAN RANCH
WHEREAS, BJP -ROF Jordan Ranch, LLC, the developer of Tract 8024, previously
entered into a Tract Improvement Agreement, dated December 6, 2011, City Council
Resolution No. 203 -11, with the City of Dublin, to complete improvements associated with Tract
8024, in accordance with plans on file with the City Engineer; and
WHEREAS, the developer provided Faithful Performance and Labor and Materials
Bonds, each in the amount of $625,183.00 (Bond No. 0571493), issued by International Fidelity
Insurance Company to guarantee the said Tract 8024 improvements; and
WHEREAS, the Tract 8024 improvements are now complete in accordance with said
plans, and any approved modifications thereto, to the satisfaction of the City Engineer; and
WHEREAS, certain traffic regulatory devices have been installed as part of the Tract
8024 improvements; and
WHEREAS, the Faithful Performance Bond and Labor and Materials Bonds can be
released, in accordance with the authority contained in Section 66499.7 of the Government
Code of the State of California, and replaced with a Maintenance Bond to guarantee the
completed work for a one -year period; and
WHEREAS, BJP -ROF Jordan Ranch, LLC, has provided a Maintenance Bond in the
amount of $625,183.00 issued by International Fidelity Insurance Company (Bond No.
0571493) to guarantee the improvements for a one -year period;
NOW, THEREFORE, BE IT RESOLVED that:
1. The tract improvements for Tract 8024 are hereby approved and accepted,
subject to a one -year guarantee period.
2. The submitted Maintenance Bond issued by International Fidelity Insurance
Company (Bond No. 0571493) in the amount of $625,183.00 for the Tract 8024
Improvements, be accepted as security for the aforesaid one -year warranty
period, said period to commence on this date and terminate on the 17th day of
November, 2016.

3. The original Faithful Performance Bond issued by International Fidelity Insurance
Company (Bond No. 0571493) in the amount of $625,183.00 for the Tract 8024
Improvements be released.
4. The original Labor and Materials Bond issued by International Fidelity Insurance
Company (Bond No. 0571493) in the amount of $625,183.00 for the Tract 8024
Improvements be released in accordance with the requirements of §66499.7 of
the Government Code of the State of California.
5. The traffic regulatory devices installed by the developer within the development
are hereby included in the City of Dublin Traffic Code, said regulatory devices to
include the following:
A. "STOP" signs, markings and crosswalks installed at the following intersections:
• Valley Vista Drive at intersection of Vinton Avenue
• Avery Way at intersection of Alta Terra Road
• Whitehorse Way at intersection of Alta Terra Road
• Bassetts Way at intersection of Alta Terra Road
• Valley Vista Drive at intersection of Jordan Ranch Drive
• Jordan Ranch Drive at intersection of Fallon Road
• Bassetts Way at intersection of Jordan Ranch Drive
