Amendment to Agreement with Carducci and Associates for Additional
Consultant Services

EXECUTIVE SUMMARY:
The City Council will consider approving an amendment to an Agreement with Carducci and
Associates to provide additional design services for Fallon Sports Park and will consider
approve a budget change in the amount of $146,000.
FINANCIAL IMPACT:
Adopted in Fiscal Year 2014 -2015, the Five -Year Capital Improvement Program included Fallon
Sports Park Phase II. The budget for this project includes an appropriation of $1,578,418 for
Contract Services which comprises Landscape Architectural, Geotechnical, Construction
Management and Inspection Services for the project. The amount of the proposed amendment
will exceed the budgeted amount shown in Contract Services. A budget change which
appropriates $146,000 from the Public Facilities Fee Fund is proposed to fund the amendment.

RECOMMENDATION:
Staff recommends the City Council authorize the City Manager to execute an Amendment to the
Consulting Services Agreement with Carducci and Associates for an amount not to exceed
$146,000; and approve a budget change in the amount of $146,000.

DESCRIPTION:
On April 21, 2015 the City Council rejected all bids received for Fallon Sports Park Phase 11
(Contract #14 -15) because the base bids exceeded the available construction budget. At the
City Council's direction Staff is working with the design services consultant to evaluate the bid
results and develop project options to reduce overall project costs while keeping intact the
primary elements related to the major programmatic components of the park. Some examples
of revisions include the reduction of shrubs; modifications to irrigation and drainage systems-
. concrete forms and colors; reduction in the number of shade structures; scaling back
of landscaping along Central Parkway; and the elimination of concrete seating at the soccer
field.
The proposed amendment to the design services agreement will include revisions to the plans
and specifications to reduce the project construction cost estimate. The amendment will provide
additional consultant services to prepare new bid and construction documents, an updated
construction estimate, and assistance with the bidding process.
