Implementation of Parking Regulations on Lockhart Street

EXECUTIVE SUMMARY:
Staff met with representatives from the Dublin Unified School District (DUSD) to address the
traffic and pedestrian circulation near Kolb Elementary School. One of the action items
discussed was the implementation of a time restricted passenger loading zone which would be
instituted in conjunction with DUSD's plan for active supervision of pick -up and drop -off
operations along a 300 foot section on the west side of Lockhart Street. In addition, a 100 foot
section on the east side of Lockhart Street would also be modified to a time restricted passenger
loading zone to aid the pick -up and drop -off operations of Fallon Sports Park users.
Both passenger loading zones would be a no parking zone outside of the designated pick -up
and drop -off times. The remainder of Lockhart Street from Gleason Drive to Central Parkway
would be modified to a no parking zone to minimize un -safe pedestrian crossings and to provide
adequate roadway width for emergency vehicles.
FINANCIAL IMPACT:
The cost to install new signs delineating the parking zones can be accommodated in the Fiscal
Year 2013 -2014 Street Maintenance Operating Budget.
RECOMMENDATION:
Staff recommends that the City Council adopt the resolution amending the Dublin Traffic Code
implementing parking restrictions on Lockhart Street

DESCRIPTION:
A meeting was held on April 17, 2013 between the City of Dublin and the Dublin Unified School
District (DUSD) to discuss the increase of student population at Kolb and Green Elementary
schools, and associated potential impacts to traffic and pedestrian circulation in and around
these schools. The meeting was attended by staff from the City Manager's Office, Dublin Police
Services (DPS), Public Works (PW), and the DUSD.
One of the action items agreed to by all parties was the implementation of a time restricted
passenger loading zone on a 300 foot section on the west side of Lockhart Street in order to
minimize un -safe pedestrian crossings associated with the pick -up and drop -off operations at
Lockhart Elementary School. The loading zone would revert to a no parking zone outside of
school pick -up and drop -off times. The passenger loading zone will only be implemented in
conjunction with DUSD and Kolb School establishing an active supervision circulation plan
(Attachment 1) which will include assigned staff /volunteers as ambassadors to receive children
at the school drop -off and pick -up times inside the school and along Lockhart Street.
Staff has noticed that Fallon Sports Park users access the park from Lockhart Street during
games or sporting events. In order to accommodate users of Fallon Sports Park, a 100 foot
section on the east side of Lockhart Street, located from 50 feet north to 50 feet south of the
existing pedestrian access path, is proposed to be modified to a passenger loading zone during
the hours of 8:00 AM to 8:00 PM, seven days a week.
The remainder of Lockhart Street from Gleason Drive to Central Parkway is proposed to be
modified to a no parking zone. This will help minimize un -safe pedestrian crossings which occur
when drivers park on the east side of the street and cross Lockhart at undesignated places to
drop off or pick up children. This action is also recommended to eliminate long term parking that
impacts emergency response vehicles access due to the limited lane width. PW staff has
discussed this proposal with the Fire Marshal and has received support.
Pursuant to Chapter 6.04 of the Dublin Municipal Code, the City Council may, by resolution,
designate areas in which parking is prohibited at certain times. A draft resolution is attached
(Attachment 2) that would designate the west side of Lockhart Street from a point approximately
91 feet south of Palermo Way's southerly curbline prolongation to a distance of 300 feet south, a
time restricted passenger loading zone during the hours of: 7:30 AM to 9:00 AM and 1:30 PM to
3:30 PM on school days only. In addition, the resolution would also designate the east side of
Lockhart Street from a point 825 feet north of Central Parkway, a distance of 100 feet north, a
time restricted passenger loading zone during the hours of: 8:00 AM to 8:00 PM, seven days a
week. Both proposed passenger loading zones would revert to no parking outside of the
specified hours. Finally, both sides of Lockhart Street from Gleason Drive to Central Parkway
would be designated as a no parking zone. A map of the proposed action (Attachment 3) is
attached for reference.
Should City Council approve the resolution, staff expects the circulation plan, including active
supervision plan mentioned above and required signing changes, to be in place prior to the start
of the 2013 -2014 school year.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
Staff has worked closely with DUSD to create the parking and circulation plan. No additional
outreach is required because there are no residences within 500 feet. Additionally, DUSD staff

has shared this circulation plan with Kolb Elementary School parents prior to the end of this last
school year.

RESOLUTION NO. — 13
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING PARKING REGULATIONS ON LOCKHART STREET
WHEREAS, on- street parking is currently allowed along both sides of Lockhart Street
from Gleason Drive to Central Parkway; and
WHEREAS, there is currently insufficient roadway width for emergency vehicle access;
and
WHEREAS, it is important to provide, in the interest of public safety, adequate clearance
for emergency vehicles;
WHEREAS, it is important to provide, in the interest of improved traffic safety and
circulation, a dedicated passenger loading zone for a distance of 300 feet on the west side of
Lockhart Street during school pick -up and drop -off hours; and
WHEREAS, it is important to provide, in the interest of improved operations and access
at Fallon Sports Park, a dedicated passenger loading zone for a distance of 100 feet on the
east side of Lockhart Street during peak park usage hours;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin
hereby adopts the following parking regulation:
Section 1: The following language shall be added to Section 6.28.010 ( "No Parking
Zones: Designated ") of the City of Dublin Traffic Code:
Lockhart Street
On the easterly and westerly curblines from the prolongation of the southerly curbline of
Gleason Drive, to the prolongation of the northerly curbline of Central Parkway except on the
westerly curbline from a point 91 feet south of the prolongation of the southerly curbline of
Palermo Way, southerly a distance of 300 feet during the hours of 7:30 AM to 9:00 AM and
1:30 PM to 3:30 PM on school days and the easterly curbline from a point 825 feet north of the
prolongation of the northerly curbline of Central Parkway, northerly a distance of 100 feet
during the hours of 8:00 AM to 8:00 PM seven days a week.
Section 2: The following language shall be added to Section 6.40.080 ( "Passenger
Loading Zones 7:30 AM to 9:00 AM and 1:30 PM to 3:30 PM School Days Only ") of the City of
Dublin Traffic Code:
Lockhart Street
On the westerly curbline from a point 91 feet south of the prolongation of the southerly
curbline of Palermo Way, southerly a distance of 300 feet.
