Foss, City Manager " SUBJECT: Amendment to Temporary Part-Time Personnel Salary an Classification Plans Prepared by Paul McCreary, Parks and Community Services Director and Amy Cunningham, Assistant to the City Manager EXECUTIVE SUMMARY: The City's Personnel System is governed by several documents. Each document addresses a specific set of issues. The Staff Report identifies proposed changes to the City's current Part- Time personnel systems. The proposed adjustments are based on the need to remove unnecessary part-time job classifications and address planned increases in the California minimum wage. FINANCIAL IMPACT: Adequate funding is allocated in the Fiscal Year 2014-2015 Adopted Budget to accommodate the proposed modifications. RECOMMENDATION: Staff recommends the City Council adopt the Resolution Amending the Classification Plan; and adopt the Resolution Amending the Salary Plan for Temporary Part-Time Personnel � r Submi ted By l Reviewed By Parks and Community Ser ices Director Assistant City Manager DESCRIPTION: On an annual basis, the City hires a large number of temporary part-time personnel that provide necessary seasonal services to the City. The City's Parks and Community Services Department hires the majority of the personnel in this category. During the peak months, this is approximately 180 employees. Personnel are assigned to various program areas including youth and adult sports, after school programs, camps, preschool, special events, seniors, heritage and cultural arts, and aquatics. Page 1 of 2 ITEM NO. 4.6 Pursuant to the City's Personnel Rules, a job description and salary must be adopted for each classification in the City, inclusive of temporary part-time personnel. Staff is recommending removing several unnecessary job descriptions from the Classification Plan. Attachment 1 is a Resolution deleting the following job descriptions: • Clerk Typist • Cook/Food Services Specialist • Crime Prevention Specialist • Graphics Technician • Public Services Employee Included in the City's Personnel System are Resolutions that address salary ranges for temporary part-time personnel. To ensure the City remains competitive in hiring quality part- time temporary staff, the City Manager requested a salary survey be conducted. The last salary survey review and modification of part-time salaries was completed in July 2011. Since that time, neighboring agencies have modified their salary plans for similar seasonal part- time positions and the minimum wage has increased by 12.5% (from $8.00 per hour in 2008 to $9.00 per hour in 2014). The salary ranges proposed in the Resolution (Attachment 2) also take into consideration the pending January 1, 2016 minimum wage increase to $10.00 per hour. Salary survey data indicated that the City's part-time salary ranges have fallen below the survey average; particularly when comparing with agencies in the Tri-Valley market area. As proposed, the new salary ranges would be effective May 30, 2015, and would establish new pay rates that will aide Staff in attracting high-quality candidates and reduce turnover by providing opportunities for part-time staff to advance as their skills and experiences increase. Actual cost increases will be offset by unanticipated program revenues due to increased participation in the City's Parks and Community Services programs. XX-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE CLASSIFICATION PLAN FOR TEMPORARY PART-TIME PERSONNEL WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and WHEREAS, it is necessary to periodically delete job descriptions within the Classification Plan. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent Resolutions shall be further amended to delete the following temporary part-time classifications: Clerk Typist Cook/Food Services Specialist Crime Prevention Specialist Graphics Technician Public Services Employee BE IT FURTHER RESOLVED that this document shall become a part of the official Classification Plan for the City of Dublin and that the changes contained herein shall be effective April 21, 2015. XX-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE SALARY PLAN FOR TEMPORARY PART-TIME PERSONNEL WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 94-11 and subsequent Resolutions which establish a Salary Plan for Temporary Part- Time Personnel; and WHEREAS, competitive salary provisions which will attract and retain quality employees are important to the organization; and WHEREAS, the City Council has determined that it is currently desirable to update salary provisions for part-time employees in the City's personnel system. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Dublin hereby establishes the following salary provisions in accordance with the City's Personnel System Rules effective May 30, 2015.
