EXECUTIVE SUMMARY:
A new Capital Improvement Project is being proposed for Fiscal Year (FY) 2013-2014 to fully
renovate the tennis courts at Kolb Park, and resurface the courts at Emerald Glen Park. Staff is
seeking City Council authorization to fund the majority of the project costs with the City of
Dublin’s remaining allocation of the East Bay Regional Park District (EBRPD) Measure WW
Bond Program. The Measure WW Bond Program funds the renovation or expansion of local
public parks. Applications for the FY 2013-2014 funding cycle are due by March 31, 2013.
FINANCIAL IMPACT:
The total project cost is estimated at $208,350 of which $156,549 would come from the WW
Bond if the funding application is approved by EBRPD. The balance of $51,801 would need to
be funded by the General Fund or another funding source if available.
RECOMMENDATION:
Staff recommends that the City Council authorize Staff to submit a Measure WW grant
application to East Bay Regional Park District for the tennis court renovations at Emerald Glen
and Kolb Parks.

DESCRIPTION:
In November 2008, the voters of Alameda and Contra Costa Counties approved Measure WW,
a $500 million bond initiative of the East Bay Regional Park District (EBRPD). Of this amount,
$125 million (25%) of the bond proceeds fund local park and recreation projects on a per-capita

grant program to cities and other local agencies. The City of Dublin has already used most of
the per capita allocation to complete the following projects:
1) Fallon Sports Park Synthetic Turf - $1,123,610
Measure WW funds were used to complete the installation of the synthetic turf soccer
fields at Fallon Sports Park as part of the Phase I project completed in 2010.
2) Dublin Sports Grounds Area 2 - $1,021,508
Measure WW funds were used to complete the turf grass renovation of approximately
180,000 square feet, west of Soccer Field #3 and included the installation of a sand
channel drainage system, irrigation upgrades and new turf. The project was completed in
2011.
As a result of a competitive bid environment, the Dublin Sports Grounds project was completed
with a balance of $156,549 unspent from the per capita grant. In order to utilize the remaining
balance of Measure WW funds, the City will need to submit an application to East Bay Regional
Park District by March 31, 2013.
Staff is seeking City Council authorization to submit an application to use the funds to complete
the tennis court renovations at Kolb and Emerald Glen Parks. The project will entail a nearly
complete reconstruction of the tennis courts at Kolb, while Emerald Glen will only require the
filling of cracks, resurfacing and restriping. The proposed tennis court renovation project is
estimated to cost $208,350 and will be included in the Fiscal Year 2013/2014 update to the
Five-Year Capital Improvement Program.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
No noticing or public outreach is required for this stage of the project. If the project is approved
the users at each facility will be notified at the appropriate time prior to construction.
