HomeMy WebLinkAboutItem 4.07 Golden Gate Dr Streetscape STAFF REPORT CITY CLERK File #600-35 CITY COUNCIL DATE:July 16, 2013 TO: Honorable Mayor and City Councilmembers FROM: Joni Pattillo, City Manager SUBJECT: Acceptance of Work – Contract No. 12-11, Golden Gate Drive Streetscape Enhancement Project Prepared by Ananthan Kanagasundaram, Associate Civil Engineer EXECUTIVE SUMMARY: On September 18, 2012, the City Council approved an award of contract to Suarez & Munoz Construction, Inc. for Contract No. 12-11, Golden Gate Drive Streetscape Enhancement Project. The Contract was proposed to enhance Golden Gate Drive from Dublin Boulevard to the Dublin BART Station in order to better facilitate pedestrian and bicycle traffic, improve traffic flow, and implement features required in conjunction with the Essex development on Golden Gate Drive. FINANCIAL IMPACT: For this project, the total approved budget allotment was $1,852,714 and the projected total cost is estimated to be $1,992,242. The total project cost is estimated to be over the approved budget by $139,528 due to an expanded project scope. The expanded scope includes $98,120 of added improvements for the Downtown TIF program and frontage improvements along Golden Gate Drive on behalf of Essex. Staff anticipates a reimbursement from Essex that will largely offset these additional costs. To pay the additional costs, Staff recommends that $98,120 of Downtown TIF funds and $41,408 of State Gas Tax funds be authorized. When received, the reimbursement from Essex will be deposited in the State Gas Tax fund. Submitted By Submitted By Reviewed By Public Works Director Administrative Services Assistant City Manager Director DESCRIPTION: In 2010 the City, in a joint effort with the Bay Area Rapid Transit District (BART), was awarded a grant from the federal Transportation for Livable Communities (TLC) program administered by the Metropolitan Transportation Commission (MTC). The cooperative project was identified by MTC as an important link between the West Dublin BART Station and the adjacent Downtown Specific Plan area. The goal of the grant and the project is to enhance pedestrian, bicycle, and public transit connections within the West Dublin BART Station and along the Golden Gate Drive corridor. The BART portion of the project constructed an enhanced pedestrian plaza area, landscaping, and numerous transit and bicycle facility improvements at the station. The City portion, known as the Golden Gate Drive Streetscape Enhancement Project, improved Golden Gate Drive from Dublin Boulevard to the traffic circle at the end of Golden Gate Drive. Key features of the project include:  Removing existing 4’ wide sidewalk and installing new 10’ wide sidewalk and street furniture in order to better facilitate pedestrian traffic from Dublin Blvd. to the Dublin BART Station.  Installing textured and colored asphalt crosswalks to better facilitate pedestrian traffic.  Constructing a new median with landscaping and irrigation to improve aesthetics for the public.  Installing new street lights and new pedestrian lights to provide improved lighting for vehicles, pedestrians, and bicyclist.  Building bulb outs at intersections and a roundabout at the Bart Station in order to better facilitate and control vehicle traffic.  Installing highly visible, green bike lanes from Dublin Blvd to the BART Station to improve bicycle transit.  Paving a 2” asphalt concrete overlay from Dublin Blvd. to the BART Station to provide a smooth driving surface for the general public. Staff has reviewed the work performed under this contract and has determined that the work is satisfactory and complete.
