Prepared by: Stephen C. Brown- Lieutenant, Police Services EXECUTIVE SUMMARY: The City of Dublin, Dublin Police Services has been awarded a "Click it or Ticket Mini-Grant" from the State of California Office of Traffic Safety. The purpose of the grant is to instill the importance of traffic safety laws and seat belt usage through education and enforcement efforts in the community. FINANCIAL IMPACT A maximum of $16,061 has been awarded to the City of Dublin and source of the funding is Federal Funds. The eligible expenses are limited to reimbursement of Police Services overtime costs associated grant program activities. The grant period crosses two Fiscal Years and the following is a .breakdown of the use of the funds: FISCAL YEAR Expenditure Period Grant Revenue 2009 - 2010 4/1 /2010 - 6/30/2010 $11,120 New Revenue -Budget Change Attached 2010 - 2011 7/1/2010 - 9/8/2010 $ 4,941 Revenue will be included in 2010-11 Budget TOTAL $16,061 The City will be responsible for absorbing the 9% indirect costs (approximately $1,444) incurred by the City for contracted overtime personnel. RECOMMENDATION: Staff recommends that the City Council: (1) Accept the grant from the California Office of Traffic Safety "Click it or Ticket Mini-Grant Program" up to $16,061 and authorize Dublin Police Services personnel to sign claims on behalf of the City, and (2) approve the budget change. ~ ~s/'~...~' ~~ q^, D~b h t By Reviewed By Re 'e d B I' y Chief of Police Administrative Services Director Assistant City Manager Page 1 of 2 ITEM NO. ~`f " ~g n, ~ DESCRIPTION: The Click-it or Ticket campaign is a statewide series of education and enforcement activities conducted by police personnel with the goal of increasing seat belt usage in California. Increased seat belt usage improves the safety of everyone traveling on Dublin streets and reduces the likelihood of serious or fatal injuries when collisions occur. Dublin Police Services (DPS) received a grant for $16,061 from the Office of Traffic Safety (OTS) to participate in the 2009-2010 Click-it or Ticket campaign and DPS will use this funding to offset overtime costs associated with grant activities. Grant activities will include a saturation of Dublin patrol officers conducting seatbelt enforcement upon surface roads in Dublin and roadways adjacent to the 1- 580/1-680 corridor. Activities are broken down into 3-day events, with a concentrated "mobilization period" scheduled to take place during May 24 -June 6, 2010 in accordance with the grant agreement. The Click-it or Ticket campaign period operates on a different fiscal period than the City and runs through September 8, 2010; therefore, grant funds will be used in both Fiscal Year 2009- 2010 and Fiscal Year 2010-2011. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Pursuant to the grant, Dublin Police Services will prepare and distribute a press release for every month of enforcement activities as well as for the "mobilization period" of May 24 -June 6, 2010. The UC Berkeley, Safe Transportation Research and Education Center (SafeTREC), which administers the program for OTS, approved and issued a purchase order in the amount, $16,061. It is my understanding that the City has not yet commenced enforcement activities pending further approvals by the City to accept funding. For your information, the City will receive funds on a reimbursement basis only, i.e., for work already performed. The mini-grant objectives include high visibility (publicized) enforcement campaigns during the November 2009 and May-June 2010 mobilization periods, as well as enforcement in each of the "outside" mobilization months. The frequency of seat belt enforcement activities is an operational objective (one of several), not a requirement. If a grantee is not able to meet an operational objective(s), we typically request an emailed explanation for our files. Failure to meet a grant objective(s) could affect future OTS award decisions but would not constitute a violation(s) of the mini-grant. There would be no need to file a formal amendment if the City is/was not able to conduct seatbelt enforcements in certain months. Please do not hesitate to contact me if you have any questions. ~.-.
