PUBLIC EMPLOYEE PERFORMANCE EVALUATION Title: City Manager II. Community Spotlight: Certificate of Recognition for Spectrum Community Services The City Council presented Spectrum Community Services with a Certificate of Recognition. 3.2. Public Comment Shawn Costello, Dublin resident, provided public comment. Elizabeth Cobb, Vice President of Development for Shea Properties, provided public comment. 4. Consent Calendar Item 4.2 was pulled by Cm. Goel for further discussion. Item 4.4 was pulled by Mayor Haubert for further discussion. The City Council took the following actions: 4.1. Approved the minutes of the July 18, 2017 Regular City Council meeting. 4.3. Adopted RESOLUTION NO. 105 – 17 APPROVING AN AMENDMENT TO THE CONSULTING SERVICES AGREEMENT WITH GOODWIN CONSULTING GROUP, INC. 4.5. Adopted RESOLUTION NO. 106 – 17 APPROVING A PUBLIC ART INSTALLATION AND MAINTENANCE AGREEMENT WITH DUBLIN APARTMENT PROPERTIES, LLC, FOR PUBLIC ART AT THE ASTER DEVELOPMENT 4.6. Adopted RESOLUTION NO. 107 – 17 APPROVING THE ADDITION OF A CONCESSION BUILDING TO THE PROJECT SCOPE AND APPROVING AN AMENDMENT TO THE AGREEMENT BETWEEN THE DUBLIN CITY COUNCIL MINUTES 3 REGULAR MEETING AUGUST 15, 2017 CITY OF DUBLIN AND DAHLIN GROUP, INC. Authorized the City Manager to approve office supplies purc hases in excess of $45,000 annually through Blaisdell's Business Products. 4.9. Adopted RESOLUTION NO. 108 – 17 APPROVING A TASK ORDER TO THE AGREEMENT WITH SWINERTON MANAGEMENT AND CONSULTING FOR DUBLIN BOULEVARD IMPROVEMENTS – SIERRA COURT TO DUBLIN COURT (CIP NO. Gupta recused himself as he owns income property within 500 ft. of the location. By consensus, the City Council received the City Engineer’s notification for Final Map of Tract 8293, Grafton Plaza. 4.4 Waived the reading and adopted ORDINANCE NO. 07 – 17 AN ORDINANCE OF THE CITY OF DUBLIN AMENDING CHAPTER 2.12 (PLANNING COMMISSION) OF THE DUBLIN MUNICIPAL CODE RESULT: ADOPTED [3 TO 2] MOVED BY: Don Biddle, Vice Mayor SECOND: Abe Gupta, Councilmember AYES: Biddle, Gupta, Hernandez NOES: Goel, Haubert 5. PUBLIC HEARING: Amendment of Public Facilities Fee, Fire Facilities Fee, and the Consolidated Impact Fee Administrative Guidelines; and Introduction of an Ordinance Amending Chapter 9.28 (Dedication of Lands for Park and Recreation Purposes) of the Dublin Municipal Code Mayor Haubert opened the Public Hearing No public comments were made at that time. Mayor Haubert closed the public hearing. Adopted RESOLUTION NO. 109 – 17 REVISING THE CONSOLIDATED IMPACT FEE GUIDELINES RESOLUTION NO. 110 – 17 REVISING THE PUBLIC FACILITIES FEE FOR FUTURE DEVELOPMENT WITHIN THE CITY OF DUBLIN RESOLUTION NO. 111 – 17 REVISING THE FIRE FACILITIES FEE FOR FUTURE DEVELOPMENT WITHIN THE CITY OF DUBLIN Waived the reading and introduced an Ordinance Amending Chapter 9.28 of the Dublin Municipal Code Relating to the Dedication of Land for Park and Recreation Purposes. Harry Sachs, Boardmember for Valley Children’s Museum, provided public comment on this item. Patrick Costanzo Jr., Vice President of Development for Valley Children’s Museum, responded to questions posed by the City Council. Adopted RESOLUTION NO. 112 – 17 APPROVING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF DUBLIN AND THE VALLEY CHILDREN’S MUSEUM RESULT: ADOPTED [UNANIMOUS] MOVED BY: Don Biddle, Vice Mayor SECOND: Melissa Hernandez, Councilmember AYES: Haubert, Biddle, Goel, Gupta, Hernandez 7.2. Review of Capital Improvement Program for the Dublin Historic Park Master Plan Steve Minniear, Dublin Historical Preservation Association member, provided public comment on this item. Rich Guarienti, Dublin Historical Preservation Association Boardmember, provided public comment on this item. The City Council directed Staff to engage with the Heritage & Cultural Arts Commission to review the Master Plan. By consensus, the City Council directed Staff to look at costs for landscaping on San Ramon Valley Boulevard, from south of Silvergate Drive to Dublin Boulevard. 10:02 p.m. The City Council reconvened to Closed Session. 10:22 p.m. Report on Closed Session: The Mayor stated that there was no reportable action out of Closed Session. 10.
