t- STAFF REPORT CITY CLERK
CITY COUNCIL File #950-20
DATE: July 21, 2015
TO: Honorable Mayor and City Councilmembers
FROM: Christopher L. Foss, City Manager i //
SUBJECT: Rescinding Resolutions 50-93 and 75-06 Relating to the Approval of Fees for
Parks and Community Services Programs
Prepared by Linda Smith, Assistant City Manager
EXECUTIVE SUMMARY:
The City Council will consider approval of a resolution rescinding two previous City Council
actions that shifted authority for fee adoption to the Parks and Community Services Commission
and the Heritage and Cultural Arts Commission for programs and services offered by the Parks
and Community Services Department. Staff is recommending that the City Council receive
recommendations from these two commissions on the adoption of fees which is consistent with
the bylaws established for each commission.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution Rescinding Resolutions 50-93
and 75-06 Relating to the Approval of Fees for Parks and Community Services Programs.
DESCRIPTION:
The City Council has adopted long-term fiscal sustainability as its top strategic priority as part of
its most recent strategic planning process. One of the items that the City Council asked Staff to
evaluate is the City's fee structure. Currently, the City Council approves the Master Fee
Schedule, which includes all of the City's fees in exchange for services. The current exception
is the adoption of fees/charges for programs and services offered by the Parks and Community
Services Department. These fees are adopted by the Parks and Community Services
Commission and the Heritage and Cultural Arts Commission.
The authority for approving these fees was established via Resolution 50-93 for the Parks and
Community Services Commission and Resolution 75-06 for the Heritage and Cultural Arts
Commission. The intent of transferring the City Council's authority to the commissions was to
ensure that fees could be updated on a more frequent basis and as needed.
Page 1 of 2 ITEM NO. 4.17
Staff has reviewed the frequency with which these fees are updated and has determined that,
currently, they do not exceed any frequency greater than that of the City Council's actions.
Therefore, Staff recommends that the City Council rescind Resolutions 50-93 and 75-06 and re-
establish the City Council's authority in the approval of fees/charges for programs and services.
Consistent with the roles and bylaws established for these two commissions, they will continue
to serve as an advisory body to the City Council and will make recommendations on the fees
charged for programs and services.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
If the City Council approves Staff's recommendation, Parks and Community Services staff will
notify their respective commissions on the action taken by the City Council to continue their
work as being a recommendation/advisory body on the establishment and updates to fees
charges for Parks and Community Services programs.
