SUBJECT: Acceptance of Work — Contract No. 13 -09, 2013 Annual Slurry Seal Program

EXECUTIVE SUMMARY:
The 2013 Annual Slurry Seal Program (CIP No. 969204) resurfaced several City streets with a
slurry seal that will prolong the life of the existing pavement surface. As streets begin showing
wear and stress cracking, it is important to seal the cracks to keep water from getting under the
roadway pavement. The City Council will consider the acceptance of the 2013 slurry seal work.
FINANCIAL IMPACT:
The adopted Fiscal Year 2013 -2014 Budget includes $657,104 in funding for the 2013 -2014
Slurry Seal Maintenance Project (CIP No. 969204). The total project funding includes $ 72,104
for project design, inspection and administration; and $555,000 for improvements. In addition,
there is $30,000 of improvements for bike lane striping. The total actual cost of improvements
under this contract is $370,394.00.
RECOMMENDATION:
Staff recommends that the City Council accept improvements under Contract No. 13 -09, 2013
Annual Slurry Seal Program, and release retention after 35 days if there are no subcontractor
claims.

DESCRIPTION:
On August 20, 2013, a contract was awarded to VSS International, Inc. to perform the 2013
Annual Slurry Seal Program for the low bid amount of $341,000.00.
Slurry seal is a preventative maintenance technique used to prolong the life of asphalt concrete
surfacing. As streets begin showing wear and stress cracking, it is important to seal the cracks
to keep water from getting under the roadway pavement. Slurry consists of a sand /oil mixture
which seals cracks and provides a new uniform wearing surface. Forty -three streets (as shown
on the Location Map - Attachment 1) were slurry sealed as part of the 2013 Annual Slurry Seal
Program. The total slurry seal area was approximately 1.5 million square feet.
Staff has reviewed the work as part of Contract No. 13 -09, 2013 Annual Slurry Seal Program,
and determined the work is complete.
