Modification of Parking Regulations along Village Parkway, Amador Valley
Boulevard, Dublin Green Drive and Central Parkway

EXECUTIVE SUMMARY:
The City Council will consider adding No Parking zones along Amador Valley
Boulevard, two locations on Village Parkway, Dublin Green Drive, and Central Parkway.
This action will improve transit access and address visibility concerns at the above
referenced locations.
STAFF RECOMMENDATION:
Adopt the Resolution Amending the Dublin Traffic Code Approving No Parking Zones
along Amador Valley Boulevard, west of Wildwood Road; Village Parkway, west of
Clark Avenue; Dublin Green Drive, north of Silvergate Drive; and Central Parkway, east
of Sunset View Drive; and Adopt the Resolution Amending the Dublin Traffic Code
Approving No Parking Zone along Village Parkway, north of Brighton Drive by Modifying
a Portion of the Passenger Loading Zone.
FINANCIAL IMPACT:
The cost to implement the no parking zones by installing red curbs can be
accommodated in the Fiscal Year 2018 - 2019 Street Maintenance Operating Budget.
DESCRIPTION:
Red Curb addition on Amador Valley Boulevard, west of Wildwood Road
Staff received a request from Livermore Amador Valley Transit Authority (LAVTA) to
establish 20 feet no parking zone along the northerly curb of Amador Valley Boulevard
to the west of Wildwood Road. Field investigations by Staff confirmed that the existing
on-street parking on the northwest corner of the intersection and the presence of the
median narrows down the available street width and constrains the southbound right
turn movement of the LAVTA bus. Staff has determined that there is sufficient on -street

parking in the area to accommodate demand and there are no residences fronting the
proposed location for No Parking zone. The proposed 20 feet no parking zone
restriction will allow buses to safely and easily maneuver the southbound right turn from
Wildwood Road on to westbound Amador Valley Boulevard. See attachment 3 for

Red Curb addition on Village Parkway, west of Clark Avenue
Staff received a concern from a business at 6362 Clark Avenue regarding limited
visibility for motorists exiting the driveway located on Village Parkway. Field
investigation by
Staff confirmed that vehicle parking adjacent to the driveway and the curvature of
Village Parkway west of Clark Avenue impact the visibility of oncoming vehicles.
To improve safety and visibility of cross traffic on Village Parkway, Staff recommends
installing 100 feet of red curb at the southeast side of the driveway. Furthermore, the
Traffic Safety Committee reviewed the concern and agreed with the Staff
recommendation. Staff has determined that there is sufficient on -street parking in the
area to accommodate demand. The business owners association for this property has
been notified and has not objected to this recommendation. See attachment 3 for

Red Curb addition on Dublin Green Drive, north of Silvergate Drive
Staff received a request to review sight visibility for motorists exiting a business
driveway on Dublin Green Drive at 11920 Dublin Green Drive. Field investigations by
Staff confirmed that vehicle parking adjacent to the driveway impact the visibility and
sight distance of exiting vehicles. To improve safety and to allow for better visibility of
cross traffic on Dublin Green Drive, Staff recommends installing 25 feet of red curb on
both north and south sides of the driveway. Staff has determined that there is sufficient
on-street parking in the area to accommodate demand. Adjacent property owners were
notified and have not objected to this recommendation. See attachment 3 for location
map.
Red Curb addition on Central Parkway east of Sunset View Drive
Staff received a request to review sight visibility concerns for motorists exiting Sunset
View Drive on to Central Parkway. Field investigations by Staff confirmed that vehicle
parking on the northeast corner impact visibility and sight distance of vehicles exiting
Sunset View Drive. To improve safety and to allow for better visibility of cross traffic,
Staff recommends installation of 40 feet of red curb along the north curb of Central
Parkway east of Sunset View Drive. Staff has determined that there is sufficient on -
street parking in the area to accommodate demand. See attachment 3 for location map.
Red Curb addition on Village Parkway, north of Brighton Drive
Staff received a request from LAVTA to convert a portion of an existing passenger

loading zone to No Parking zone on Village Parkway north of Brighton Drive in front of
Dublin High School. LAVTA requested the proposed conversion to stage additional
buses and accommodate increased ridership. Field investigations by Staff confirmed
lack of space to safely stage the busses for students to conveniently board in front of
the school. Additionally, the proposed red curb would also eliminate potential conflicts
between busses and students that use the subject location as passenger loading zone.
Dublin High school authorities support and recommend the red curb addition; City Staff
will work with DHS staff to notify parents of the change and encourage use of spaces
and loading in the school parking lot. See attachment 3 for location map.

AMENDING THE DUBLIN TRAFFIC CODE
APPROVING NO PARKING ZONES ALONG AMADOR VALLEY BOULEVARD, WEST OF
WILDWOOD ROAD; VILLAGE PARKWAY, WEST OF CLARK AVENUE; DUBLIN GREEN
DRIVE, NORTH OF SILVERGATE DRIVE; AND CENTRAL PARKWAY, EAST OF SUNSET
VIEW DRIVE
WHEREAS, on-street parking is allowed on the north side of Amador Valley Boulevard to
the west of Wildwood Road; and
WHEREAS, LAVTA’s buses experience difficulty maneuvering the southbound right turn
from Wildwood Road onto westbound Amador Valley Boulevard due to the cars parked on the
northwest corner; and
WHEREAS, on-street parking is allowed on the north side of Village Parkway/Clark
Avenue fronting 6362 Clark Avenue between the two driveways of the property; and
WHEREAS, cars parked immediately adjacent to the driveway on Village Parkway
impact visibility of vehicles exiting from 6362 Clark Avenue; and
WHEREAS, on-street parking is allowed on the east side of Dublin Green Drive fronting
11920 and 11960 Dublin Green Drive; and
WHEREAS, cars parked immediately adjacent to the driveway of 11920 and 11960
Dublin Green Drive impact visibility for vehicles exiting from the property; and
WHEREAS, parking is allowed along the north curb of Central Parkway to the east of
Sunset View Drive; and
WHEREAS, cars parked along the northeasterly curb line of Central Parkway impact
visibility of southbound vehicles at the intersection of Central Parkway and Sunset View Drive;
and
WHEREAS, it is important to maintain safe transit access and sufficient sight distance
and visibility for vehicles exiting driveways or side streets; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin
hereby adopts the following parking regulations:
Section 1: The following language shall be added to Section 6.28.010 (“No Parking
Zones”) of the City of Dublin Traffic Code:
Amador Valley Boulevard
On the northerly curb line of Amador Valley Boulevard from the point 25 feet from the
prolongation of westerly curb line of Wildwood Road, westerly a distance of 20 feet.
Village Parkway/Clark Ave
On the northeasterly curb line of Village Parkway/Clark Ave from a point 700 feet southeast of
the southeasterly curb line of Dublin Blvd, southeasterly a distance of 100 feet.
Dublin Green Drive
On the easterly curb line of Dublin Green Drive from a point 71 feet north of northerly curb line
of Silvergate Drive, northerly a distance of 25 feet and from a point 123 feet north of northerly
curb line of Silvergate Drive, northerly a distance of 25 feet.
Central Parkway
On the northerly curb line of Central Parkway from the point 25 feet from the prolongation of
easterly curb line of Sunset View Drive, easterly a distance of 40 feet.

AMENDING THE DUBLIN TRAFFIC CODE
APPROVING A NO PARKING ZONE ALONG VILLAGE PARKWAY NORTH OF BRIGHTON
DRIVE BY MODIFYING A PORTION OF THE PASSENGER LOADING ZONE
WHEREAS, LAVTA bus stop is located on the east side of Village Parkway to the north
of Brighton Drive; and
WHEREAS, Resolution 213-11 approved passenger loading zone on-street on the
easterly curbline of Village Parkway to the north of the bus stop in front of Dublin High School;
and
WHEREAS, LAVTA needs on-street space to stage additional buses to accommodate
increased ridership; and
WHEREAS, it is important to maintain a convenient and safe staging area for additional
busses; and
WHEREAS, Dublin High School will provide additional loading and unloading inside the
school parking lot; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin
hereby adopts the following parking regulation:
Section 1: An existing “Passenger Loading” zone shall be modified to “No Parking”
zone.
Section 2: The following language shall be deleted from Section 6.40 (“Passenger
Loading Zone”) of the City of Dublin Traffic Code:
Village Parkway
On the easterly curbline from a point 209 feet north of the northerly curbline of Brighton Drive,
north a distance of 78 feet; from a point 317 feet north of the northerly curbline of Brighton
Drive, north a distance of 123 feet.
Section 3: The following language shall be added to Section 6.28.010 (“No Parking
Zones”) of the City of Dublin Traffic Code:
Village Parkway
On the easterly curb line of Village Parkway from the point 176 feet north of prolongation of
northerly curb line of Brighton Drive to the point 438 feet north of Brighton Drive.
