EXECUTIVE SUMMARY:
The City Council will consider awarding contracts for two projects under the Annual Street
Overlay Program, which provides for the resurfacing of various City streets by placing an
asphalt concrete (AC) overlay on top of existing pavement. One project includes new striping
and minor parking changes on Village Parkway at the southeast corner of Amador Valley Blvd.
In addition to awarding the construction contracts, the City Council will consider amending the
City of Dublin Traffic Code to approve the additional parking restrictions on Village Parkway.
FINANCIAL IMPACT:
A budget change will be necessary to award Contract No. 15-03. The City Council will consider
a budget change to add $58,044 of Measure B sales tax funds to Annual Street Overlay
Program - ST5014.
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution Awarding Contract No. 15-01 and
Contract No. 15-03, Annual Street Overlay Program, to G. Bortolotto & Co., Inc.; adopt the
Resolution Amending the Dublin Traffic Code Approving Additional Parking Restrictions on
Village Parkway; and approve the budget change.

DESCRIPTION:
The Annual Street Overlay Program is comprised of annual projects for removing and replacing
failed asphalt concrete (AC) pavement, resurfacing the street with an AC overlay, and re-striping

pavement markings. Major cracks will be sealed prior to resurfacing in order to prevent the
cracks from reflecting through the new AC overlay.
The following is a description of the work to be performed and the specific funding sources
proposed for the two contracts:
Contract No. 15-01 —Annual Street Overlay Program (ST5015)
The work will consist of resurfacing all of Dublin Blvd. from San Ramon Road to Village Parkway
(as shown on Attachment 1).
The current budget allocates $321,507 of Measure B sales tax funds, $470,000 of Federal One
Bay Area Grant (OBAG) funds, and $33,311 of Transportation Development Act (TDA) grant
funds from MTC for improvements, design, and inspection.
The total amount of the construction bid, including a 10% contingency, is $513,985. Including
design, inspection, and project management the estimated project cost is $627,985, which is
within the total project budget. Remaining funds will be carried over to the Annual Street Overlay
Program in FY 2015-16.

Contract No. 15-03 -Annual Street Overlay Program (ST 5014)
The work will consist of resurfacing portions of Village Parkway, Dublin Blvd., Amador Plaza Rd,
Maple Drive, Portage Drive, and Champagne Place (as shown on Attachment 1).
Per the City of Dublin Bicycle and Pedestrian Master Plan, the Village Parkway striping will
include new bike lanes and pavement markings for on-street parking. The project will also
revise the Village Parkway intersection at Amador Valley Boulevard by removing the diagonally
striped "No Parking" area and incorporating a dedicated right turn lane next to Starbucks. To
accommodate the right turn lane, the project will remove on-street parking spaces by Starbucks.
The new striping layout will provide more overall parking along Village Parkway for tenants and
business owners than the current condition and will make the intersection safer by eliminating
undesignated right turn movements. These proposed actions will require a resolution amending
the City of Dublin Traffic Code (Attachment 4).

The current budget allocates $610,312 from Measure B sales tax funds, and $14,500 of
Transportation Fund for Clean Air (TFCA) grant funds from the Alameda County Transportation
Commission (ACTC) for improvements, design, and inspection.
The total amount of the construction bid, including a 10% contingency, is $593,544. Including
design, inspection, and project management the estimated project cost is $682,856. The
current budget provides $624,812, therefore staff recommends that $58,044 of Measure B sales
tax funds be authorized and added to the project budget to cover estimated project costs:

The projects were bid as separate contracts due to the Federal funding and associated reporting
requirements for Contract No. 15-01. A total of eight (8) bids were received on April 2, 2015 for
each contract (Attachment 2), and for each contract the low bid ($467,259 for Contract No. 15-
01 and $539,585 for Contract No. 15-03) was submitted by G. Bortolotto & Co., Inc. Staff has
reviewed the bid results, checked references, necessary licenses, and recommends that the
City Council adopt the Resolution (Attachment 3) awarding Contract No. 15-01 and Contract
No.15-03, 2015-Annual Street Overlay Program, to G. Bortolotto & Co., Inc., as the lowest
responsive bidder on both projects.
Construction Schedule:
The specifications for each project require the contractor to complete the work within 45 working
days from the date specified in the City's notice to proceed. After City Council awards the
contract, staff will issue the notice to proceed. Staff expects the construction to begin at the end
of May and to be completed by end of July.
Night Construction
In order to minimize disruption to businesses and traffic on certain streets, construction is
planned to take place at night when feasible. The majority of construction on the following
streets is expected to be completed during weekday nights between 9 pm and 6 am:
Amador Plaza Road (south of Dublin Boulevard)
Dublin Boulevard (San Ramon Road to Clark Drive)
Village Parkway (Dublin Boulevard to Amador Valley Boulevard)
Construction on the other streets, Champagne Place, Maple Drive, and Portage Drive, will be
performed on weekdays between 8 am and 5 pm.

NOTICING REQUIREMENTS/PUBLIC OUTREACH:
As required by the project specifications, the contractor will distribute notices at least seven
days in advance of construction activities. Contractor notices will be sent to all affected
businesses, schools and residents. The contractor will also post "No Parking" signs a minimum
of 72 hours in advance of construction on those streets with on-street parking.
In addition to the contractor notices, staff will distribute notices of the upcoming construction to
all businesses and residences within the construction area and to the Dublin Unified School
District. Staff has already begun meeting with the businesses on Village Parkway to let them
know about the project and the potential temporary impacts. Project information and
notifications will be made available on the City's website. The website will include information
regarding potential traffic delays on Dublin Boulevard and other streets that could occur during
construction.

RESOLUTION NO. - 15
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT NO. 15-01 AND CONTRACT NO 15-03, 2015-ANNUAL STREET
OVERLAY PROGRAM TO G. BORTOLOTTO & CO., INC.
WHEREAS, the City of Dublin did on April 2, 2015, publicly open, examine, and declare
all sealed bids for doing the work described in the approved Plans, Specifications, and
Modifications for Contract No. 15-01 and Contract No. 15-03, 2015-Annual Street Overlay
Program, which Plans, Specifications, and Modifications are hereby expressly referred to for a
description of said work and for all particulars relative to the proceedings under the request for
bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has reviewed
the bids to determine the lowest bid which was responsive to the requirements of the bid
documents;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby award Contract No. 15-01 to the lowest responsible bidder therefore, to wit, G.
Bortolotto & Co., Inc., at a bid of Four Hundred Sixty-Seven Thousand, Two Hundred Fifty-Nine
Dollars, and Thirty-Nine Cents ($467,259.39), and the particulars of which bid are on file in the
office of the Public Works Director.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby
authorize the City Manager or his designee to approve the project Contract Change Orders
based on the appropriated funds designated for Contract No. 15-01 up to the contingency
amount of$46,725.93.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby
award Contract No. 15-03 to the lowest responsible bidder therefore, to wit, G. Bortolotto & Co.,
Inc., at a bid of Five Hundred Thirty- Nine Thousand, Five Hundred Eighty-Five Dollars, and
Eighty-Nine Cents ($539,585.89), and the particulars of which bid are on file in the office of the
Public Works Director.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby
authorize the City Manager or his designee to approve the project Contract Change Orders
based on the appropriated funds designated for Contract No. 15-03 up to the contingency
amount of$53,958.58.
BE IT FURTHER RESOLVED that the City Manager is authorized to execute the
Agreements.

RESOLUTION NO. — 15
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE CITY OF DUBLIN TRAFFIC CODE APPROVING ADDITIONAL PARKING
RESTRICTIONS ON VILLAGE PARKWAY
WHEREAS, on-street parking is currently allowed along the east side of Village Parkway
immediately south of Amador Valley Boulevard; and
WHEREAS, there is insufficient roadway width to add dedicated turn lanes while
allowing on-street parking; and
WHEREAS, it is important to provide, in the interest of improved traffic safety and
circulation, dedicated turn lanes on Village Parkway.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin
hereby amends the City of Dublin Traffic Code approving the following parking regulation:
Section 1: The following language shall be added to Section 6.28.010 ("No Parking
Zones: Designated") of the City of Dublin Traffic Code:
Village Parkway
On the easterly curbline from the elongation of the southerly curbline of Amador Valley
Boulevard, to a point 125 feet south of the elongation of the southerly curbline of Amador
Valley Boulevard.
