SUBJECT: Authorization to Execute an Agreement for Cogent Communications for High
Speed Internet Service.

EXECUTIVE SUMMARY:
The City Council will consider the approval of a three-year agreement with Cogent
Communications to significantly increase the speed of the Internet service at the Civic Center.
The City has increased the number of web-based services for the public and the current Internet
speed is not capable of meeting the City's future needs. A three-year agreement with Cogent
Communications for Internet service will significantly increase the speed of the Civic Center
Internet service.
FINANCIAL IMPACT:
The cost of Internet service from Cogent Communications is $1,455 per month, or, $17,460
annually. The total cost is $53,380 for the three-year term. The City currently pays $ 900.50
monthly, or $10,806 annually, for significantly slower Internet service. A budget adjustment will
be made for the remainder of Fiscal Year 2013-14. The proposed FY 2014-15 and FY 2015-16
budgets will reflect the higher cost.
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution authorizing the City Manager to
execute an agreement with Cogent Communications for 100 megabit per second Internet
service at the Civic Center.

DESCRIPTION:
Internet service at the Civic Center is used for citizen access to various websites hosted by the
City, as well as e-mail communication and Staff access to websites. The websites hosted by
the City include recreation program registration, business license renewal, Geographic
Information System, and public records such as City Council meeting agendas. As the City

offers more Internet-based citizen services, current Internet service speeds at the Civic Center
will no longer be sufficient to meet public and staff demands.
Currently the Civic Center connection to the Internet, provided by the combined services of
Comcast and TelePacific, is rated at 5 megabits per second. Industry standards for municipal
agencies indicate a much faster Internet service to meet the needs of the public and City staff.
Several high speed Internet Service Providers were contacted regarding service availability and
costs.
The following information shows current and proposed Internet service speeds and costs:

Cogent Communications offers the best pricing for 100 megabit per second asynchronous
Internet service. All providers offer a 36-month agreement for the lowest monthly pricing.
Cogent will construct the high speed connectivity to the Civic Center. The service installation will
require approximately three months to complete once an agreement is reached with Cogent.
Cogent Communications is headquartered in Washington DC and is publicly traded on
NASDAQ. Cogent Communications Group, Inc. is a multinational, Tier 1 facilities-based Internet
Service Provider, consistently ranked as one of the top five networks in the world. Cogent
specializes in providing businesses with high speed Internet access. Cogent has built one of the
largest and highest capacity networks in existence which enables Cogent to offer large
bandwidth connections at highly competitive prices. Cogent has a service level agreement of
99.9% uptime and statistically exceeds this level.
Cogent is the Internet provider currently used by Dublin San Ramon Services District and the
City of Pleasanton. Both agencies indicate that the proposed pricing from Cogent is very
favorable and have had positive experiences with the service.
Staff recommends that the City Council authorize the City Manager to execute an agreement
with Cogent Communications for high speed Internet services. A budget adjustment will be
needed to cover the last three months of FY 2013-14, and funding for the service will also be
included in the FY 2014-15 and FY 2015-16 proposed budget.

AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH COGENT
COMMUNICATIONS FOR HIGH SPEED INTERNET SERVICE
WHEREAS
, the City offers Internet based citizen services from the Civic Center; and
WHEREAS,
current and future needs require a fast Internet connection at the Civic Center to
satisfy the demands for City Staff and the Public; and
WHEREAS,
the current Internet service at the Civic center is rated at 5 megabits per second;
and
WHEREAS,
standards used by municipal agencies offering Internet based services indicate an
Internet speed of 100 megabits per second is recommended; and
WHEREAS,
the City contacted high speed Internet service providers and received three
quotes for high speed Internet service; and
WHEREAS,
the 100 megabit per second Internet service offered by Cogent Communications
has the lowest cost over the 3 year term; and
WHEREAS,
the City has reviewed the service agreement of Cogent Communications and
verified the reliability of service with current local agency customers; and
WHEREAS,
Cogent Communications will provide 100 megabit per second Internet service to
the Civic Center for a total cost of $53,380.00 for the three year term.
NOW, THEREFORE, BE IT RESOLVED
that the City Council of the City of Dublin hereby
authorize the City Manager to execute an agreement with Cogent Communications for high speed
Internet service at the Civic Center.
