Foss, City Manager SUBJECT: Contract Change Order with O’Grady Paving Inc. For Emergency Repairs at the William J. McCammon Alameda County Fire Department Vehicle Maintenance Facility Prepared by: Dan Stevenson, Public Works Manager EXECUTIVE SUMMARY: The City Council will consider the authorization of funds associated with emergency repair work necessary at the Alameda County Fire Maintenance Facility and authorize the City Manager to execute a Contract Change Order with O’Grady Paving Inc. STAFF RECOMMENDATION: Staff recommends that the City Council adopt the Resolution authorizing the use of remaining funds from the construction of the Alameda County Fire Maintenance Facility Project and authorize the City Manager to execute a Contract Change Order with O’Grady Paving Inc. for emergency repair work. FINANCIAL IMPACT: The estimated cost to repair the facility pavement is approximately $130,000 and would be funded by the Maintenance Yard Facility Improvements Project (GI0509), which has a remaining budget of $215,102. DESCRIPTION: The City of Dublin owns the property at 5777 Scarlett Court. The property is leased by the Alameda County Fire Department as the William J. McCammon Alameda County Fire Department Vehicle Maintenance Facility. The facility serves as the primary maintenance and repair facility for fire apparatus, fire fleet services, and other fire equipment owned by the City and the County. The County Fire Department also provides these services to other municipalities and fire departments. Several areas of pavement around the facility have failed or are failing, which is substantially impacting the ability of the County to conduct operations. One area in particular has failed to the point that it is impassable to any vehicular traffic. This area Page 2 of 2 provides access to the pump testing area for fire trucks which is critical for properly testing and repairing fire equipment. This area needs to be repaired immediately in order for the County to continue apparatus maintenance operations at the facility. The proposed work at the site will include excavating and removing all failed and compromised asphalt concrete around the facility. The areas will be over-excavated in order to install a more substantial base for final paving. The improved base will provide the necessary support for fire equipment that can weigh upwards of 80,000 pounds. Other associated minor work will include surface patching some smaller areas and reinstalling a loop detector for the automatic gate. The loop detector is located in an area that requires pavement repair. O’Grady Paving Inc. is currently under contract for the Tassajara Road Overlay (Project ST5016) and has the necessary equipment and expertise to complete the emergency repair. Staff estimates the cost of the repair work to be approximately $130,000 and recommends execution of a contract change order with O’Grady Paving, Inc. to authorize the emergency repair. Payments will be made based on actual time and materials used to make the repairs. NOTICING REQUIREMENTS/PUBLIC OUTREACH: A copy of this staff report has been sent to O’Grady Paving Inc. FOR EMERGENCY REPAIR WORK WHEREAS, the City of Dublin did, on June 21, 2016, award the Contract for Project No. ST5016, Tassajara Road Improvements, to the lowest responsible bidder therefore, to wit, O’Grady Paving, Inc., at a bid of One Million, Eight Hundred and Twenty Two Thousand, Eight Hundred and Ninety Dollars and sixty-five Cents ($1,822,890.65); and WHEREAS, the Public Works Director, has determined that the condition of the existing pavement at the Alameda County Fire Maintenance Facility is creating a hazard to both equipment and staff working at the facility and is in need of immediate repair; and WHEREAS, a portion of the remaining balance from the construction of the Alameda County Fire Maintenance Facility Project will be utilized to complete contract change order emergency repair work ; and WHEREAS, the additional work does not increase the total contract amount with O’Grady Paving, Inc. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby authorizes the emergency repairs to Alameda County Fire Maintenance Facility. BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize the City Manager to execute a Contract Change Order with O’Grady Paving Inc. to make these emergency repairs.
