Foss, City Manager SUBJECT: Authorization to Bid for the Public Safety Complex - Police Services Building, CIP Project GI0116 Prepared by: Meghan Tiernan, Facilities Development Manager EXECUTIVE SUMMARY: The Capital Improvement Program (CIP) includes funding to design and construct a Police Services Building at the Public Safety Complex. The project scope includes the demolition of two existing buildings, renovation of two buildings, and associated site improvements to accommodate current and future Dublin Police Services office space needs. Staff is requesting City Council authorization to bid the Public Safety Complex – Police Services Building, CIP No. GI0116. STAFF RECOMMENDATION: Authorize Staff to advertise the Public Safety Complex - Police Services Building, CIP Project No. GI0116 for bids, including a bid alternate for Zero Net Energy, Photovoltaic Power Generation. FINANCIAL IMPACT: The Capital Improvement Program (CIP) budget for the project is $15 million and includes approximately $12.2 million for construction, including furniture, fixtures, and equipment. Based on the current cost estimate a budget change may be required at award of contract if the base bid exceeds the available budget. The following summarizes the available budget, estimated construction costs, and potential additive alternate to the construction project. Approved Construction Budget $12,192,300 Construction Estimate for Base Bid $11,412,700 10% Construction Contingency $1,141,300 Subtotal, Potential Construction Cost for Base Bid $12,554,000 Potential Budget Shortfall for Base Bid ($361,700) Page 2 of 3 Proposed Bid Alternate (including 10% contingency) Add Alt 1: Add Zero Net Energy PV power generation $1,718,200 Subtotal, Add Alts $1,718,200 Total Potential Construction Costs, including Alternate 1 $14,272,200 Total Potential Budget Shortfall, Base Bid and Alt 1 ($2,079,900) DESCRIPTION: On March 1, 2016, the City Council approved a CIP project for the Public Safety Complex - Police Services Building to provide for needed expansion space for Dublin Police Services through the community’s buildout. On May 3, 2016, the City Council approved the expansion of the project to include site modifications and approved an amendment to the Agreement with the project architect, Indigo/Hammond + Playle, to develop construction drawings for the expanded project. The construction documents are now 90% complete and the project will be ready to bid this winter. The proposed base bid scope of work for the project includes the following elements: Demolition of Buildings 3 and 4 Renovation of Buildings 1B and 2 Site improvements, including secured parking with carports, guest parking, an entry plaza, and landscaping In addition to the base bid scope of work, the following improvements are proposed as additive alternates to the base bid: Additive Alternate #1 – Photovoltaic (PV) Power Generation This alternate provides for the installation of photovoltaic panels to generate electricity on the project site. It is estimated to cost $1,718,200 , to include install photovoltaic panels. As designed, the project is anticipated to achieve a minimum of LEED Silver rating. Staff and the project architect worked with Bay Area Regional Energy Network to define Zero Net Energy goals for the project. A feasibility study was conducted and determined that a combination of energy efficient design features and photovolt aic power generation could offset annual energy used at the site. Many of the energy efficient design features have been incorporated into the base bid project to provide a sustainable building that is resilient to the loss of power, fuel, and water, for extended periods of time. With the addition of on-site photovoltaic power generation, it may be possible to achieve a Zero Net Energy Building and LEED Platinum Certification. At this time, Staff is recommending that the project be advertised with a base bid that does not include Zero Net Energy, PV Power Generation. The base bid estimate, with contingency, exceeds the available construction budget by approximately $360,000. Depending upon the bids received, Staff will evaluate the costs and may request that a budget amendment be approved when City Council considers awarding the construction contract. Page 3 of 3 Although the estimated construction cost of $1.7M is not within the project budget, Staff is recommending that the Zero Net Energy, PV Power Generation be included as bid alternate. Once bids are received for the PV Power Generation, Staff will evaluate the bids and present the analysis to City Council for consideration.
