Revisions to the Personnel Rules

EXECUTIVE SUMMARY:
The City Council will consider approving adjustments to the City’s Benefit and Classification
Plans, which are being proposed in order to bring certain job classifications in line with current
and future departmental operations.
FINANCIAL IMPACT:
The proposed changes to the Personnel System, if approved by the City Council, will be
effective March 1, 2016. Sufficient funding is available in the Fiscal Year 2015-16 budget for
these revisions.

DESCRIPTION:
BENEFIT PLAN AMENDMENT
:
The City established the Public Works Manager classification in 2007 based on an employment
market survey. At that time, the City Manager elected to provide a car allowance to the new
classification (Resolution 212-07). In 2008, as part of a comprehensive salary survey process, it
was determined that the addition of the car allowance affected the total compensation survey
among other similar and like classifications. On June 17, 2008, the classification of Public
Works Manager was deleted from the management positions eligible for a car allowance
(Resolution 107-08). Since then, the Public Works Department has been restructured, and the
scope of the Public Works Manager duties has been expanded. Based on a recent

organizational review, a recruitment process, and the current and future needs of the
Department, the City Manager determined that the position of Public Works Manager should be
added to the management positions eligible for a car allowance. The City’s car allowance is
$190 per month.
CLASSIFICATION PLAN AMENDMENT
:
The City currently employs approximately 30 Lifeguards/Swim Instructors to support a variety of
aquatic programs and activities at the Dublin Swim Center. During peak summer periods, there
is increasing competition within the Tri-Valley to fill these positions. Under the California Code
of Regulations Title 22, current certification in American Red Cross CPR for the Professional
Rescuer with AED; Lifeguard Training with Administering Emergency Oxygen; and Emergency
Response (Title 22), begins at age 15.
In anticipation of staffing needs for the summer swim season and future staffing needs at the
new Emerald Glen Recreation and Aquatics Complex, the City Manager is recommending the
minimum age requirement of the Lifeguard/Swim Instructor I classification be adjusted from 16
years to 15 years old. Lowering the age requirement will allow the City to increase the applicant
pool and reach out to qualified local youths that were otherwise ineligible to apply for lifeguard
positions. The new age requirement of 15 complies with the lifeguard certification requirements
of the American Red Cross, and ensures that the City will have a sufficient number of well-
trained Lifeguard/Swim Instructors at its existing and new aquatics centers.

AMENDING THE BENEFIT PLAN
WHEREAS
, the City Council has adopted a Personnel Ordinance in which Section 2.20.040 E of
the Ordinance exempts Department Heads and other Management Positions from Competitive Service;
and
WHEREAS
, in accordance with the City’s Personnel Ordinance, the City Council adopted
Resolution No. 109-15 and subsequent Resolutions which establish Management Positions and define
benefits for those positions; and
WHEREAS
, it is necessary to periodically update the Benefit Plan to reflect new benefit updates.
NOW, THEREFORE, BE IT RESOLVED
that the City Council of the City of Dublin hereby adds
the position of Public Works Manager to the list of Management Positions eligible for a monthly car
allowance as provided in Resolution 109-15:
Section 15. Car Allowance and Mileage Reimbursement: The following positions shall be eligible
to receive the designated monthly allowance. The receipt of the car allowance pursuant to this
section shall be full compensation for all operating costs excluding tolls, parking fees and out of
area travel.

WHEREAS
, in accordance with the City’s Personnel System Rules, the City Council adopted
Resolution No. 30-84 and subsequent Resolutions which comprise the Classification Plan; and
WHEREAS
, it is necessary to periodically revise job descriptions in the Classification Plan.
NOW, THEREFORE, BE IT RESOLVED
that the City Council of the City of Dublin hereby
amends Resolution No. 30-84 and subsequent Resolutions to include revisions in the following
position(s):

BE IT FURTHER RESOLVED
that this document shall become a part of the official Classification
Plan for the City of Dublin; and that the changes contained herein shall be effective March 1, 2016.

Title: Lifeguard/Swim Instructor I
FLSA: Non-Exempt, Part-Time
General Purpose:
To perform lifeguard duties in enforcing City public swimming pool rules and monitoring pool
patron conduct; perform emergency rescue and lifesaving techniques.
Supervision Received and Exercised:
Receive general supervision from the Recreation Coordinator, Pool Manager or Assistant Pool
Manager.
Essential Duties and Responsibilities:
The following duties are normal for this classification. The omission of specific statements of
duties does not exclude them from the position if the work is similar, related or a logical
assignment to this class.
Enforce swimming pool rules and regulations, including ensuring orderly conduct by pool
patrons.
Assist in providing instruction for a variety of swimming classes for all ages and ability levels.
Assist swimmers who are in distress and administer a variety of first aid and/or life saving
techniques, as appropriate.
Assist in maintaining pool areas in a safe and clean condition.
Build and maintain positive working relationships with co-workers, other City employees and the
public using principles of good customer service.
Perform other duties as assigned.
Minimum Qualifications:

Use and care of lifesaving techniques and equipment used at public swimming pools.
Ability to:
Learn and enforce City swimming pool rules, regulations, and policies.
Perform lifesaving strokes according to American Red Cross standards, perform lifesaving and
emergency first aid techniques and practices; engage in physical activity.
Follow written and oral instructions.
Communicate in an effective manner.
Exercise courtesy and tact in dealing with pool patrons.
Deal with difficult or stressful situations in a calm and professional manner.
Establish and maintain cooperative working relationships with those contacted in the course of

Physical Standards:
The physical standards described are representative of those that must be met by employees to
successfully perform the essential functions of this class. Reasonable accommodations may be
made to enable individuals with disabilities to perform the essential functions.
On a continuous basis, know and understand all aspects of the job; intermittently analyze work
papers, reports and instructions, observe, identify, and report operational problems.
On an intermittent basis, sit in lifeguard station for long periods of time; stand, walk, and bend while
monitoring various swimming activities; squat, climb, kneel and twist intermittently when setting up
various programs; perform various swimming techniques; perform simple grasping and fine
manipulation; and lift or carry weight of 100 pounds or less.
Training and Experience:
Any combination equivalent to education and experience likely to provide the required
knowledge and abilities are qualifying. A typical way to obtain the knowledge and abilities
would be:
Education: There is no educational requirement for this class; equivalent to completion of
two years of high school is desirable.
Experience: Demonstrated experience in skilled aquatic activities is desirable.

At time of hire, must be 15 years of age or older.
Any offer of employment to an adult who will have direct contact with minors is conditional upon
submission of a completed fingerprint screening and a satisfactory background check.
