Revisions to the Personnel System

EXECUTIVE SUMMARY:
The City Council will consider proposed changes to the City’s current Personnel
System. The proposed adjustments are based on the need to revise the City’s
Classification Plan, Salary Plan and Management Leave and Benefit Plans.
STAFF RECOMMENDATION:
Adopt the Resolution Amending the Classification Plan; adopt the Resolution
Amending the Salary Plan for Full-Time Personnel and Management Positions Exempt
from Competitive Service; and, adopt the Resolution Amending the Management
Positions Exempt from Competitive Service Resolution and Prescribing Leave Benefits
for the Designated Positions.
FINANCIAL IMPACT:
The proposed changes to the Personnel System, if approved by the City Council, will
not require a budget adjustment. Sufficient fundi ng is available in the Fiscal Year 2017-
2018 position allocation plan and budget for the proposed revisions.
DESCRIPTION:
CLASSIFICATION PLAN AMENDMENT:
Pursuant to the City’s Personnel System Rules, a job description must be adopted for
each classification in the organization. The job description typically includes key
elements, knowledge, skills, abilities and requirements of the position. The job
descriptions make up the City’s Classification Plan.
Recreation Manager
The City Manager has authorized changes in the Parks & Community Services
Department. These changes necessitate the creation of a new Recreation Manager
classification (Exhibit A). The new Recreation Manager classification shall be
responsible for the overall management of the Senior Center and Shannon Community

Center, including all city-wide recreation program functions. Additionally, the Recreation
Manager will be located at the Civic Plaza working closely with the Parks & Community
Services Director on cost recovery and performance accountability in these programs
areas. The creation of a new Recreation Manager classification promotes the City
Manager’s plan for improved services to the community and is in line with the long -term
goal of enhanced department workflow and coordination within the organization.
Senior Public Works Inspector
The new Senior Public Works Inspector job classification (Exhibit B) is intended to
improve efficiency within the Public Works field inspection function. The City has used
contract inspectors instead of full-time City Public Works Inspectors for several years.
The new Senior Public Works Inspector position will serve as the lead inspector in the
field and will have autonomy and authority to make decisions regarding development
projects, permits, and capital improvement projects. If approved, this position will allow
for more streamlined Public Works inspections and improve services in the field.
Part-Time, Temporary Job Classifications
The revisions to the Lifeguard/Swim Instructor II (Exhibit C), Assistant Pool Manager
(Exhibit D) and Pool Manager (Exhibit E) classifications eliminate the Water Safety
Instructor (WSI) certification as a mandatory requirement in all job descriptions. It is no
longer necessary for The Wave staff to maintain the WSI certification since the City has
ended instructions for Red Cross swim lessons. These changes will bring the job
classifications in line with Lifeguard II and Swim Instructor II which were updated in
June 2016.
The City Manager is proposing that the above Job Classifications be created and/or
amended as described in the attached Resolution (Attachment 1) to align with current
and future staffing needs of the City.
SALARY PLAN AMENDMENT:
Included in the City’s Personnel System are Resolutions that address salary ranges for
full- and part-time personnel and management positions exempt from competitive
service. The attached Resolution (Attachment 2) is a proposed amendment to the City’s
Salary Plan for the inclusion of the following positions: Recreation Manager and Senior
Public Works Inspector. The salary ranges for the Recreation Manager and Senior
Public Works Inspector were determined based on assessments of comparable
positions in similar agencies and then benched internally with existing City
classifications of related job scope and requirements to establish pay equity within the
City’s Salary Plan.

MANAGEMENT POSITIONS EXEMPT FROM COMPETITIVE SERVICE
AMENDMENT:
The position of Recreation Manager will be designated as management and exempt
from the City’s competitive service system. In order to identify this position as
management and exempt, a separate Resolution must be adopted that establishes the
benefits for such management positions. The Resolution amending the management
positions exempt from competitive service (Attachment 3) designates the position as
exempt and defines specific benefits.

WHEREAS, in accordance with the City’s Personnel System Rules, the City Council adopted
Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and
WHEREAS, it is necessary to periodically add and revise job descriptions in the Classification
Plan to reflect current responsibilities and laws.
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent Resolutions
shall be amended to add the following positions:

BE IT FURTHER RESOLVED that Resolution No. 30-84 and subsequent Resolutions shall

General Purpose:
Under direction of the Park and Community Services Director, plans, directs, coordinates and
supervises activities and Recreation Division programs that may include: revenue generation,
special interest classes, youth programs; senior citizens; league sports, and special programs as
assigned. Duties include extensive work with other department, age ncies and the community
requiring problem solving, creativity, commitment, tact and discretion. This position functions
as a member of the Parks and Community Services Department management team in
Departmental policy development, administrative planning and addressing of Departmental
problems, budget development, personnel recruitment; and does related work as required.
Distinguishing Characteristics:
The Recreation Manager is a management position responsible for directing, supervising, and
participating in the activities of the Recreation Division; provides direct and indirect supervision
and management of professional, technical, contract and clerical staff; provides highly
responsible and complex staff assistance to the Parks and Community Services Director.
Incumbents in this classification have a broad range of independence within policy and
procedural limitations and work under minimal supervision. The incumbent is accountable to the
Department Director for the effective supervision of personnel an d the quality and efficiency of
services directed. While the general parameters of the job are defined, the employee is expected
to select and put into effect work procedures and practices which will lead to the effective and
efficient accomplishment of Department goals. Recommendations on the improvement of
Division activities are expected.
Essential Duties and Responsibilities:

Plans, organizes, directs and coordinates Parks and Community Services/Recreation Division
activities; plans, formulates and implements program plans for recreational activities, including
the effective use of a wide variety of recreational areas, facilities and equipment.

Establishes general approaches to be used in carrying out projects and determines priorities;
reviews activity reports and periodically checks work i n progress and upon completion to ensure
compliance with policy, standards and directions; resolves operational and personnel problems,
which cannot be handled by lower level supervisors.

Prepares recommendations on budgetary needs as related to personnel, equipment and material,

Title: Senior Public Works Inspector

General Purpose:
Under direct supervision, coordinates the day-to-day scheduling of inspections, recording of
inspection results and processing of inspections and related issues; performs complex roadway,
storm drainage, parks and facilities inspections, which may include minor building, mechanical
and electrical inspections to assure compliance with approved plans, specif ications, regulations
and ordinances of public and private construction projects (excluding building inspection);
directs Public Works Inspectors and/or construction/inspections team in the field; provides
general oversight of the permit issuance process; performs research and prepares department staff
reports; provides plan check assistance on “over the counter” permits; is responsible for special
projects assigned by the Senior Civil Engineer (Development)
Distinguishing Characteristics:
Under immediate supervision, this classification is distinguished from the class of Public Works
Inspector by the performance of functional supervision and coordination of inspection personnel.
Supervision Received and Exercised:
Receives direction from the Senior Civil Engineer (Development).
Provide lead supervision over assigned Public Works Inspectors and/or construction/inspections
team. May exercise indirect supervision of technical inspection and clerical staff, as assigned.
Essential Duties and Responsibilities:
Directs the work of Public Works Inspectors and/or construction/inspections team in the field to
include assigning tasks, providing advice and assistance as appropriate.
Reviews improvement and development plans for conformance with City standards an d
compatibility with public works specifications.

Essential Duties and Responsibilities:
The following duties are normal for this classification. The omission of specific statements of

Develop and implement lesson plans for swimming classes.
Provide instruction for a variety of swimming classes for all ages and ability levels.
Enforce swimming pool rules and regulations, including ensuring orderly conduct by pool
patrons, as needed.
Assist swimmers who are in distress and administer a variety of first aid and/or life saving
techniques, as appropriate.
Assist in maintaining pool areas in a safe and clean condition.
Maintain accurate records related to swimming classes.
Build and maintain positive working relationships with co-workers, other City employees and the
public using principles of good customer service.
Perform other duties as assigned.

Any offer of employment to an adult who will have direct contact with minors is conditional upon
submission of a completed fingerprint screening and a satisfactory background check.
This classification is designated as a Mandatory Reporter; Completion of Mandatory Reporter
training is required within one month of employment.
Current certification in American Red Cross CPR for the Professional Rescuer with AED;
Lifeguard Training with Administering Emergency Oxygen; and Emergency Response (Title 22);

To assist in planning, organizing, and supervising aquatics programs related to the manageme nt
and operation of a public swimming pool; act as the Pool Manager in his/her absence.

Receive general supervision from the Recreation Coordinator or Pool Manager.
May exercise technical and functional supervision over part-time staff, as appropriate.
Essential Duties and Responsibilities:
The following duties are normal for this classification. The omission of specific statements of

assignment to this class.
Assist in supervising and training swimming pool part -time staff, including input to schedules
and staff evaluation; act as the Pool Manager in his/her absence.
Assist in overseeing swim lesson program; serve as swim instructor as needed.
Enforce pool safety rules and regulations; maintain orderly patron conduct.
Oversee weekend lifeguard team; serve as lifeguard as needed.

Training and Experience:
Any combination equivalent to education and experience likely to provide the required
knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would
be:
Education: Equivalent to the completion of the twelfth grade. Some college coursework in
recreation administration, sports management or related field is desirable.
Experience: Two years experience in management of pool operations.
Licenses; Certificates; Special Requirements:
At time of hire, must be 18 years of age or older.
Any offer of employment to an adult who will have direct contact with minors is conditional upon
submission of a completed fingerprint screening and a satisfactory background check.
This classification is designated as a Mandatory Reporter; Completion of Mandatory Reporter
training is required within one month of employment.
Current certification in American Red Cross CPR for the Professional Rescuer with AED;
Lifeguard Training with Administering Emergency Oxygen; and Emergency Response (Title 22).
Lifeguard Management and Water Safety Instructor (WSI) are desirable, but not required.
Possession of a valid California Class C drivers’ license and Certificate of Automotive Insurance
for Personal Liability.

WHEREAS, in accordance with the City’s Personnel System Rules, the City Council adopted
Resolution No. 60-17 and subsequent Resolutions which establish a Salary Plan for full-time personnel;
and
WHEREAS, the City Council adopted Resolution No. 59-17 and subsequent Resolutions which
establish a Salary Plan for management positions exempt from competitive service in accordance with
the City’s Personnel System Rules.
NOW, THEREFORE, BE IT RESOLVED that the position of Senior Public Works Inspector shall
be added and covered under Article I, Section B of the Salary Plan for Full-Time Personnel; and
BE IT FURTHER RESOLVED that the following position shall be paid an hourly rate within the
following salary range with the exclusion of any Performance Pay Adjustment granted in accordance with
the adopted Personnel Rules:
Senior Public Works Inspector $ 45.6501 - $57.0575 per hour
BE IT FURTHER RESOLVED that the position of Recreation Manager shall be amended and

WHEREAS, the City Council has adopted a Personnel Ordinance in which Section 2.20.040 E of
the Ordinance exempts Department Heads and other Management Positions from Competitive Service;
and
WHEREAS, in accordance with the City’s Personnel Ordinance, the City Council adopted
Resolution No. 202-08 which establishes Management Positions and defines benefits for those positions;
and
WHEREAS, it is necessary to periodically update the resolution to reflect new classifications.
NOW, THEREFORE, BE IT RESOLVED that the positions of Recreation Manager shall be added
to the list of Management Positions under the City’s Personnel Ordinance and shall be granted benefits
