Foss, City Manager " SUBJECT: Acceptance of Work— Contract No. 14-01, Crosswalk Improvements at Amador Valley Boulevard (Between Regional Street and Starward Drive) Prepared by William Lai, Public Works Technician 11 EXECUTIVE SUMMARY: Contract No. 14-01 (CIP ST1413) installed pedestrian activated flashing beacons, constructed center median and driveway improvements, and improved signing and striping to increase pedestrian and vehicle safety at the mid-block crosswalk on Amador Valley Boulevard. FINANCIAL IMPACT: On May 6, 2014, the City Council awarded Contract No. 14-01 to Tennyson Electric Inc. with a base bid of $155,530 and authorized the City Manager to approve Change Orders for the project up to a contingency amount of $15,000 bringing the total approved budget for improvements to $170,530. The actual cost to complete the work was $161,480. Page 1 of 2 ITEM NO. 4.7 "ubmitted By '�� Reviewed By Public Works Director Assistant City Manager DESCRIPTION: On May 6, 2014, the City Council awarded Contract 14-01, Crosswalk Improvements at Amador Valley Boulevard (Between Regional Street and Starward Drive) to Tennyson Electric Inc. with a low bid of $155,530. Construction of the project started in August 2014 and was completed in September 2014. Improvements included: • Installation of four sets of Rectangular Rapid Flashing Beacons (RRFBs) designed to raise the awareness level of drivers to the presence of pedestrians in the crosswalk. • Construction of a center median, providing a refuge area for pedestrians as well as improving traffic circulation near the crosswalk. • Modification of adjacent driveways to increase pedestrian accessibility. • Installation of new traffic markings and signs to warn drivers and pedestrians of potential hazards. Staff has received a few inquiries regarding the change of traffic access due to the construction of the center median. Most of these inquiries were related to the inconvenience of learning a new route to access businesses. Staff has been working with merchants and residents to address these concerns by providing information on alternative routes to change these long- term driving habits. The traffic analysis produced by traffic engineering firm Fehr & Peers concluded that this project would not cause significant traffic congestion in the area due to the presence of alternate routes. A location map of the project is included as Attachment 1 and pictures of the project are included as part of Attachment 2. Staff has reviewed the work performed under this contract and has determined that the work is satisfactory and complete. The required retention amount (five percent) is currently being held and will be released after 35 days should the City Council approve staff's recommendation.
