Award of Contract to Redgwick Construction Company for the Alamo
Creek Trail Repair, Project No. ST0219.

EXECUTIVE SUMMARY:
The City Council will consider approving plans and specifications and awarding a
construction contract to Redgwick Construction Company for the Alamo Creek Trail
Repair project (CIP No. ST0219). The project will replace a segment of Alamo Creek
Trail from the intersection with Amador Valley Boulevard proceeding south
approximately 1,050 feet.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Plans and Specifications and Awarding a Contract
to Redgwick Construction Company for the Alamo Creek Trail Repair Project (CIP No.
ST0219).
FINANCIAL IMPACT:
As approved in the 2018-2023 Capital Improvement Program, the total budget for the
Alamo Creek Trail Repair project is $664,180, funded by Gas Tax, Measure B Sales
Tax, and Measure BB Sales Tax. The lowest responsive and responsible bid for
construction is $288,358. A construction contingency of $40,000 is requested for
unforeseen construction issues, bringing the total potential construction cost to
$328,358. Sufficient funding is available in the project budget to cover the construction
contract costs.
DESCRIPTION:
The Five-Year Capital Improvement Program (CIP), adopted by the City Council,
includes the Alamo Creek Trail Repair project, CIP No. ST0219 (Attachment 2). The
project will remove and replace a segment of Alamo Creek Trail (approximately 15’
wide) from the intersection with Amador Valley Boulevard and proceeding south
approximately 1,050 feet. This segment of trail will be reconstructed with asphalt rather
than concrete to allow for a more flexible surfacing, which will move as the soil around
the creek expands and contracts through the wet and dry seasons.

The project plans and specifications were completed and advertised for bids in October
2019. A total of 13 sealed bids were received on November 5, 2019. The low bidder and
second low bidder submitted incomplete bid packages, which did not include the
required Bidder’s Questionnaire. The missing documentation is not considered a minor
bid irregularity and cannot be waived per the Public Contract Code. The two lowest bids
are determined to be non-responsive and the project can be awarded to third lowest
bidder. A summary of the bids is provided as Attachment 3. The low responsive bid of
$288,358 was submitted by Redgwick Construction Company.
Staff has reviewed the bid results and bidder qualification statements, checked
references and necessary licenses, and recommends that the City Cou ncil adopt the
Resolution (Attachment 1) awarding the project contract to Redgwick Constriction
Company, as the lowest responsive bidder. To facilitate the approval of contract change
orders and to avoid construction delay, it is requested that the City Ma nager be
authorized to approve change orders up to the contingency amount of $40,000. The
Resolution will authorize this change as it relates to this project.
Contingent upon weather, Staff expects the project to begin in December 2019 and
anticipates completion in March 2020.
This project is exempt under Section 15301 (Existing Facilities) of the CEQA
Guidelines.

A copy of this Staff Report was sent to Redgwick Construction Company and to the
Alameda County Transportation Commission, Independent Watchdog Committee.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPROVING THE PLANS AND SPECIFICATIONS AND AWARDING A CONTRACT TO
REDGWICK CONSTRUCTION COMPANY FOR THE ALAMO CREEK TRAIL REPAIR
PROJECT
WHEREAS, the design team completed plans and specifications for the Alamo Creek
Trail Repair project (CIP No. ST0219, “Project”) and the work includes the removal and
replacement of a segment of Alamo Creek Trail (approximately 15 feet wide) from the
intersection with Amador Valley Boulevard proceeding south approximately 1,050 feet; and
WHEREAS, the City of Dublin did, on November 5, 2019, publicly open, examine, and
declare all sealed bids for doing the work described in the approved plans and specification s for
the Project, which plans and specifications are hereby expressly referred to for a description of
said work and for all particulars relative to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has
recommended that the bid hereinafter is the lowest responsive bid for doing said work.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve the plans and specifications for the Project.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby
determine that the lowest and second lowest bids received for the Project be considered
incomplete and non-responsive and award the Project to the lowest responsive bidder.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby
award the Contract for Project, to the lowest responsive bidder, Redgwick Construction
Company at a bid of two hundred eighty -eight thousand, three hundred fifty-eight dollars and no
cents ($288,358.00), the particulars of which bid are on file in the Office of the Public Works
Director.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby
authorize the City Manager or designee to approve the Project Contract Change Orders based
on the appropriated funds designated for the Project up to the contingency amount of forty
thousand dollars and zero cents ($40,000.00).
BE IT FURTHER RESOLVED that the City Manager or designee is authorized to execute
the Project Construction Agreement with Redgwick Construction Company.

PROJECT DESCRIPTION
This project provides for the design and construction to repair approximately 1,200 linear feet of Alamo Creek Trail, south of Amador Valley Boulevard. The existing trail is a
combination of asphalt and Portland cement concrete surfaces that have experienced distress due to soil expansion and slope creep along the adjacent Alamo Creek bank. The project
will remove the existing damaged trail surface and install a new asphalt surface. Trail construction is anticipated to be completed by the end of 2019.
The project improvements are consistent with the City of Dublin Bicycle and Pedestrian Master Plan and the Class 1 Facilities Maintenance Plan.
