Modification of Parking Regulation along Golden Gate Drive

EXECUTIVE SUMMARY:
The City Council will consider establishing a two-hour time limit parking zone along the
east side of Golden Gate Drive from Dublin Boulevard to Saint Patrick Way between the
hours of 8:00 A.M to 8:00 P.M., Monday through Friday. This action will improve parking
turnover and in turn aid commercial land uses in the area.
STAFF RECOMMENDATION:
Adopt the Resolution Amending the Dublin Traffic Code Approving a Two-Hour Time
Limit Parking Zone along the east side of Golden Gate Drive from Dublin Boulevard to
Saint Patrick Way between the hours of 8:00 A.M. to 8:00 P.M. from Monday through
Friday.
FINANCIAL IMPACT:
The cost to implement the two-hour time limit parking zone by installing appropriate
signs can be accommodated in the Fiscal Year 2018-2019 Street Maintenance
Operating Budget.
DESCRIPTION:
Staff considered implementing two-hour time limits on the existing on-street parking
spaces along the east side of Golden Gate Drive from Dublin Boulevard to Saint Patrick
Way; and on the north and south sides of Saint Patrick Way from Golden Gate Drive to
Amador Plaza Road in the vicinity of West Dublin BART Station. The intent of
establishing restrictions were to discourage long term parking users, increase parking
turn over; and balance parking needs of retail, residential and commercial
developments in the vicinity of the subject location.
Per the City’s notification practices, Public Works staff sent written notices to residents
and tenants fronting subject streets requesting comments and concerns regarding the
proposed restrictions.

Public Works staff received concerns from three residents regarding the proposed
restrictions. The general concerns raised by all three responses included; parking spill
over into retail lots and discomfort to elderly residents. After receiving the above
concerns, Staff is recommending the proposed restrictions be limited to only the east
side of Golden Gate Drive from Dublin Boulevard to Saint Patrick Way to minimize the
impact on residents.
There are residential condominiums fronting Golden Gate Drive in the proposed two-
hour time limit parking zone. The proposed restrictions would impact thirteen parking
spaces. To minimize the impact to residential uses, it is recommended that the
proposed restrictions be limited to the hours of 8:00 A.M to 8:00 P.M. from Monday
through Friday. The Traffic Safety Committee reviewed the concern and agreed with the
Staff recommendation.

NOTICING REQUIREMENTS/PUBLIC OUTREACH:
Staff sent written notices to residents and businesses in the vicinity regarding the
proposed parking restrictions.

AMENDING THE DUBLIN TRAFFIC CODE APPROVING A TWO-HOUR TIME LIMIT
PARKING ZONE ALONG THE EAST SIDE OF GOLDEN GATE DRIVE BETWEEN DUBLIN
BOULEVARD AND SAINT PATRICK WAY BETWEEN THE HOURS OF 8:00 A.M. TO 8:00
P.M. FROM MONDAY THROUGH FRIDAY
WHEREAS, on-street parking is currently unrestricted along portions of the east side of
Golden Gate Drive between Dublin Boulevard and St Patrick Way; and
WHEREAS, there is a need to discourage long term parking users, increase parking turn
over and balance parking needs of retail, residential and commercial developments in the
vicinity of the subject location; and
WHEREAS, to minimize the impact on the residents, limit the proposed restrictions to the
hours of 8:00 A.M. to 8:00 P.M. from Monday through Friday.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Dublin
hereby adopts the following parking regulation:
Section 1: The following language shall be added to Section 6.32.050 (“Two-Hour
Parking Zones”) of the City of Dublin Traffic Code:
Golden Gate Drive
On the easterly curbline from a point 180 feet south of the southerly curbline of Dublin
Boulevard to 40 feet north of the northerly curbline of St . Patrick Way from 8:00 A.M. to 8:00
P.M. from Monday through Friday
