Staff and the landscape architect have developed a proposed update to the Master Plan based on the City Council direction and input from local sports organizations. In addition to the proposed update, the City Council will consider phasing options for the lower terrace and additional amenities not included in the original Park Master Plan that local sports organizations are requesting that the City include in the lower terrace. FINANCIAL IMPACT: Currently no funds have been allocated in the 2010 -2015 Capital Improvement Program for the next phase of Fallon Sports Park. The updated construction cost to develop the Lower Terrace, as identified in the proposed update to the Fallon Sports- Park Master Plan, is $10.3 million. If the Lower Terrace was developed in phases, the construction costs for a first phase with minimal landscaping and amenities would be $7.7 million. In addition to the amenities outlined in the Fallon Sports Park Master Plan, participants in two community workshops identified $4.3 million in additional enhancements to consider. The estimated annual operating cost for the Lower Terrace is $250,000. RECOMMENDATION: Direct Staff to update the Fallon Sports Park Master Plan based on the proposed revisions and the First Phase Option for the Lower Terrace as recommended by Staff or provide alternate direction. C Submitted B � Reviewed By Director of Park and Assistant City Manager Community Services Page 1 of 7 Item No. 7.1 DESCRIPTION: One of the City Council's Key Initiatives for Fiscal Year 2011 -2012 is to "develop phasing options and costs for Fallon Sports Park to include two new soccer fields and a 90 -foot baseball diamond ". In order to accomplish this initiative, Staff recommended to the City Council on August 16, 2011 that consultant services were necessary in order to prepare an update to the Fallon Sports Park Master Plan, and Carducci Landscape Architecture (Carducci) was retained to assist with the preparation of the update. Carducci prepared the original Fallon Sports Park Master Plan and prepared the final design and construction documents for the Phase I improvements. FALLON SPORTS PARK MASTER PLAN The Fallon Sports Park Master Plan was adopted by the City Council in June 2005 (Attachment 1). The Master Plan envisions three phases of development for the 60 -acre park. The first phase was opened to the public in July 2010 and includes the amenities described below. • Little League Fields (2), Batting Cage, and Restroom /Concession Building • Softball Fields (2) with Lighting and Restroom /Concession Building • Synthetic Turf Soccer Fields (2) with Lighting • Basketball Courts (4) with Lighting • Tennis Courts (4) with Lighting and Restroom Building • BMX Course (rough graded) • Off - Street Parking and Park Circulation Pathways The first phase encompasses 27 +/- acres and the total cost for the first phase including design, inspection and construction was $12.9 million. The estimated annual operating cost for Phase is $345,000 which does not include $105,000 which is set aside each year for replacement of the synthetic turf at the end of its useful life estimated at eight years. The remaining two phases identified in the 2005 Master Plan are described below. The Master Plan did not establish a timeline for which phase would be built next. This was to allow the City the flexibility to respond to the needs of the community at the time funds become available for construction of the next phase. Upper Terrace • Activity Hub (including Picnic Plaza, Play Area and Restrooms) • Little League Fields (2) • Softball Fields (2) • BMX Course (complete improvements) • Neighborhood Connections Lower Terrace • Activity Hub (including Picnic Plaza, Play Area and Restrooms) • Natural Turf Soccer Fields (2) • Bocce Ball Courts (4) with Lighting • Sand Volleyball Courts • Art and Water Features • Off - Street Parking and Park Circulation • Future Study Area (un- programmed space) 2 of 7 FALLON SPORTS PARK MASTER PLAN UPDATE The City Council directed Staff to develop phasing options and costs for the Fallon Sports Park to include two new soccer fields and a 90 -foot baseball diamond in the future study area. Consequently, for the purpose of this Update to the Fallon Sports Park Master Plan, only the Lower Terrace is being evaluated. Two community meetings were held on September 14 and October 26 in order to get public input on the Lower Terrace amenities. While the meeting participants supported the majority of the components shown in the original master plan for the Lower Terrace, they did suggest a number of changes. Of the changes suggested, Staff recommends including the following changes in the update to the Master Plan. • Eliminate the Sand Volleyball Courts • Add a 90' Baseball Diamond with field lighting The sand volleyball courts in other City parks receive little use and there is an existing sand court at nearby Ted Fairfield Park. Additionally, deleting the courts would provide an area adjacent to the soccer fields for warm -ups, which was requested by Dublin United Soccer. The 90' baseball diamond with field lighting was originally included in the draft Master Plan. At the time the Master Plan was adopted, the City Council directed Staff to take out the baseball diamond and instead show it as a future study area. The intent was to provide the City with the flexibility to respond to a new trend or need in the community when the Lower Terrace of the park was ready for development. Currently the City has only one 90 -foot diamond available in the park system. When it is taken out of service for renovations, there are no other options for Dublin Little League. Since no other trends or needs have been identified for the future study area it would be advantageous to add the lighted 90' diamond back into the Fallon Sports Park Master Plan. Based on the current Public Facility Impact Fees being charged on new development for Community Park Improvements, there would be sufficient funds in the future to include these proposed changes in the Master Plan. Any other enhancements would need to be paid for from an alternate funding source. PROPOSED OPTIONAL PARK AMENITIES In addition to the changes recommended above for the Lower Terrace, there are a number of other enhancements that were suggested during the public workshops. These include: • Add Baseball Field Restroom • Replace natural Turf Soccer Fields with Synthetic Turf; consider increasing the size of one field from 65' x 110' to 80" x 120" • Add Soccer Field Lighting • Add Soccer Field Shade Structures • Add Soccer Field Shade Tree Planting • Add Soccer Field Wind Breaks • Add Soccer Field Practice Walls • Add Recreation Building As funding is not available from Public Facility Impact Fees for these enhancements, Staff recommends including these as Optional Park Amenities in the updated Master Plan. This is 3of7 the same practice that was used when the original Park Master Plan was adopted; the synthetic turf soccer fields were identified as optional. Optional items could be added to the bid documents for future phases of the park if funding is available. For example, when the design began for Phase I of Fallon Sports Park, Staff applied for a Measure WW Grant from the East Bay Regional Park District, which allowed the City to move forward with the optional synthetic turf fields. REVISED PHASING PLAN AND COST ESTIMATES As a result of the input received from the community meetings and after a review of the Public Facility Impact Fees available for the Fallon Sports Park, the Consultant was directed by Staff to: 1. Revise the Master Plan for the Lower Terrace to include a lighted 90' baseball field and to delete the sand volleyball courts (the other components would remain the same). Prepare a cost estimate for the revised master plan. 2. Prepare a first phase option for the Lower Terrace to include two natural turf soccer fields, 90' baseball field (not lighted), restroom /concession building, parking /circulation and minimal landscaping for erosion control. Prepare a cost estimate for the first phase option. 3. Prepare individual cost estimates for the proposed optional park amenities. The revised Master Plan for the Lower Terrace is shown in Attachment 2. The estimated total project cost for the entire Lower Terrace as proposed without any optional amenities is $10.3 million. If the Lower Terrace was developed in phases, the Architect has prepared an option for a first phase, which is shown in Attachment 3. The estimated total project cost for Phase I of the Lower Terrace is $7.7 million. The following items from the revised Master Plan for the Lower Terrace would be developed in a future phase at a cost of $2.6 million. • Baseball Field Lighting • Baseball Field Terraced Seating, Score Keeper's Booth and Scoreboard • Bocce Court and Lighting • Adventure Playground • Complete Landscaping • Group Picnic for 100 people • Complete Pedestrian Circulation • Fallon Road and Central Parkway Landscape and Sidewalks • Site Furnishings and Park Signs 4of7 For the Optional Park Amenities identified on Page 3 above, the estimated cost associated with replacing the natural turf soccer fields with synthetic turf and increasing the size of one field from 65 x 110 yards to 80 x 120 yards is $1.6 million ($2.0 million with soft costs). The estimated total cost of the remaining optional amenities is $2.3 million. Thus, the total cost associated with the revised Master Plan for the Lower Terrace and all options is $14.5 million as shown in Attachment 4, Opinion of Cost. FALLON SPORTS PARK FUNDING Funding to construct the park and amenities in the revised Master Plan for the Lower Terrace will come from Public Facility Impact Fees charged on new development. These fees are collected by the City when the building permits are issued for new residential and commercial developments and are used to fund the acquisition and development of community parks, neighborhood parks and community buildings. Therefore the timing of projects funded by Public Facility Impact Fees is dependent on the pace of development, which slowed considerably during the recession. Based on current development projects, Staff estimates from FY 2011 -2012 through FY 2014- 2015 there will be $26.0 million available in Public Facility Impact Fees. The 2010 -2015 Capital Improvement Program (CIP) has three projects that are funded by Public Facility Impact Fees totaling $25.8 million as shown in the table below. This could potentially be the design of the first phase of the Lower Terrace of Fallon Sports Park. It would take one year to prepare the design documents and one year to complete construction. PARKS AND COMMUNITY SERVICES COMMISSION RECOMMENDATION On December 19, 2011, the Parks and Community Services Commission discussed the item at its regularly scheduled meeting. Audience members at the meeting included residents, and representatives of Dublin United Soccer League and Dublin Little League. During the public comment period, five of the six speakers spoke in favor of adding synthetic turf soccer fields, soccer field lighting, and including an additional restroom facility. In addition, one speaker spoke in favor of adding baseball field lighting during the first phase of the project. Page 5 of 7 The Parks and Community Services Commission voted in favor of the Revised Master Plan for the Lower Terrace as presented by Staff. The Commission was pleased overall with the amenities and options the Revised Master Plan offered; however, with regards to the proposed phasing plan the Commission expressed a desire to include many of the extra amenities and options in the first phase of the Lower Terrace. By a 5 -0 -0 vote with one Commissioner absent, the Commission voted in favor of recommending to the City Council an alternate First Phase Option for the Lower Terrace that includes the following amenities: • Entry Road and Parking for 145 cars • Restroom / Concession Building • Pedestrian Circulation • Utilities • Landscaping • Baseball Field • Baseball Field Lighting • Baseball Restroom (in addition to the one in the master plan to serve the lower terrace) • Two Regulation Synthetic Turf Soccer Fields (one 65 x 110 yards, one 80 x 110 yards) plus warm up area • Soccer Field Lighting Lighting for the two soccer fields was not evaluated in the original Environmental Impact Report for the Fallon Sports Park Master Plan; therefore, a separate environmental impact report would need to be prepared to include lighting as a part of the Revised Master Plan if included by the City Council. The Commission expressed a desire to accelerate the construction timeline of the first phase to a date sooner than Fiscal Year 2016 -2017. SUMMARY Staff was directed by the City Council to develop phasing options and costs for the Fallon Sports Park to include two new soccer fields and a 90 -foot baseball diamond. This has been accomplished with input from residents and user groups. Staff and the consultant have updated the Master Plan for the Lower Terrace with this input for consideration by the City Council. This includes adding a 90 -foot lighted baseball diamond to the future study area, eliminating the sand volleyball courts, and changing the location of the bocce ball courts. In addition a phasing plan was developed for the Lower Terrace, in which the first phase would have minimal amenities in addition to the sports fields, parking lot and restroom building. The remaining items in the Master Plan would be developed in a future phase. Other items desired by the community that are beyond the scope of the Master Plan have been included as optional amenities. In order to include optional amenities in future phases of the park, such as the synthetic turf fields or lighting for the soccer fields, the City would need to secure alternative funding to the Public Facility Impact Fees such as grants or donations from community sports groups. Based on the available funding and current priorities in the CIP, the earliest the first phase of the Lower Terrace would open would be FY 2017 -2018, or six years from now, provided the City collects sufficient Public Facility Impact Fees and provided that there are no other high priority projects competing for the Fees. If additional amenities are added to the proposed first phase of Page 6 of 7 the Lower Terrace, it could delay the start of the project until sufficient funding becomes available. In order to complete the next phase of the park sooner, either the pace of development needs to increase so that additional Impact Fees become available, or the City Council would need to re- evaluate the current funding priorities in the CIP and delay the construction of the Emerald Glen Recreation and Aquatic Complex, or reducing the scope of the first phase planned for that facility. If the City Council wishes to evaluate options for accelerating construction of the Lower Terrace of Fallon Sports Park, then the City Council should direct Staff to bring a report back at a future meeting regarding alternatives for reducing the size of Phase I of the Emerald Glen Recreation and Aquatic Complex. Staff anticipates a report could be brought back by April 2012. NOTICING REQUIREMENTS /PUBLIC OUTREACH: Those in attendance at the three previous public meetings that provided email addresses were notified of this meeting, and this Staff Report was sent to them and the Parks and Community Services Commission on Friday, February 17.
