Public Access Defibrillation (PAD) Plan Program Update Including Smart Phone
Application

EXECUTIVE SUMMARY
:
This report will provide an update on Staff’s work on the “Implementation of the Public Access
Defibrillation (PAD) Plan Program as well as the “Assessment of the appropriateness of
implementing a Smart Phone Application”.

There is no financial impact to this action at this time.

Staff recommends that the City Council receive the report.

DESCRIPTION:
As part of the Fiscal Year 2011-2012 City Council Key Initiatives, the City Council directed staff
to begin “Implementation of Public Access Defibrillation Plan” and “Assess the appropriateness
of implementing a Smart Phone Application”. Since July of 2011, Staff has been working to
implement the PADS Program Plan and on the possible implementation of an AED Smart
Phone Application.
Staff is pleased to report that the PADS Program Plan implementation is going very well. In
addition to the AEDs currently installed at 26 locations throughout Dublin, AEDs are being
incorporated by the developers of both the Essex and Avalon apartment projects. Additionally,
Staff has been advised by the Alameda County Health Department that Supervisor Scott
Haggerty has recommended that an additional AED be added to a Dublin Civic Building as part
of a countywide program. Staff is working with the Supervisor’s Staff to determine the most

appropriate location for this new device. This unit will be initially provided to the City at no cost.
Staff is also working with Dublin Police Services to have units installed in Dublin Police vehicles
during Fiscal Year 2012-2013.
Staff is pleased with the addition of these AED’s within the Dublin Community and will continue
to work with the businesses and developers to ensure that more AEDs are brought on line in the
future.
While it is important to have AEDs located throughout the community, it is equally important that
the community is aware of their locations. Staff is proud to announce that the City of Dublin
through the contract with Alameda County Fire will have an App for that.
Alameda County Fire will be launching the Plus Point Smart Phone Application in the next
several months. The application is the same one used by San Ramon Valley and San Jose Fire
Departments. The application will allow people to see the location of AEDs throughout the
community right from their phone. It will also alert citizens when there is a medical emergency
that an AED may be beneficial. The Department will be providing a formal presentation to
jurisdictional representatives regarding the App in the near future.
