SUBJECT: Approval of a New Capital Improvement Program (CIP) Project—Amador Plaza
Road Bicycle and Pedestrian Improvements

EXECUTIVE SUMMARY:
The City Council will consider a new CIP Project to implement the City's recently adopted
Bikeways and Pedestrian Master Plan. The proposed Amador Plaza Road Bicycle and
Pedestrian Improvements Project would enhance bicycle and pedestrian safety and accessibility
along Amador Plaza Road between Dublin Boulevard and Amador Valley Boulevard.
FINANCIAL IMPACT:
Amador Plaza Road improvements are estimated to cost $1,414,000, and to span fiscal years
2014-15 and 2015-16. Available funding sources include the City's Downtown Traffic Impact
C Fee (DTIF) Program ($894,000) and the Downtown Public Improvement Reserve ($460,000). It
is anticipated that the DTIF will contribute an additional $60,000 based on the projected cash
flow to the DTIF program. Should that not materialize, the General Fund would need to provide
a loan to the DTIF to cover the $60,000.
RECOMMENDATION:
Staff recommends that the City Council approve the addition of the Amador Plaza Road Bicycle
and Pedestrian Improvements Project to the Five Year Capital Improvement Plan; and Approve
the Budget Change Form.

pedestrian safety and accessibility along Amador Plaza Road between Dublin Boulevard and
Amador Valley Boulevard. Following is a summary of the project:

Amador Plaza Road Bicycle and Pedestrian Improvements Project:
As recommended in the adopted Bicycle and Pedestrian Master Plan as one of the high priority
projects, the proposed Amador Plaza Road Bicycle and Pedestrian Improvements Project will
be located along Amador Plaza Road between Dublin Boulevard and Amador Valley Boulevard.
This area is a major retail district within downtown Dublin and receives heavy pedestrian use.
There are retail shops and restaurants on both sides of the street which generate heavy
pedestrian traffic across Amador Plaza Boulevard.
Currently, marked crosswalks are located 1,700 feet apart at the signalized intersections of
Amador Plaza Road/Dublin Boulevard and Amador Plaza Road/Amador Valley Boulevard. The
long distance between crosswalks has led to pedestrians crossing the street at mid-block
locations. Additionally, there are many full-access driveways along the street, some of which are
located in close proximity to intersections, as well as a two way left turn lane that creates
unpredictable traffic movements. This situation encourages many bicyclists to use the sidewalks
rather than ride in the roadway.
The improvements being recommended are included in the Bicycle and Pedestrian Master Plan
and the Downtown Traffic Impact Fee (DTIF) program. In order to provide continuity for the
project design and to minimize design costs, the entire project as outlined in the Bikeways and
Pedestrian Master Plan and the DTIF will be planned and designed at one time. Construction for
the project will be broken up into phases and will include the following improvements-
1. Striping of two (2) mid-block crosswalks with curb extensions to improve visibility and to
decrease pedestrian crossing distance.
2. Installation of Rectangular Rapid Flashing Beacon (RRFB) pedestrian warning devices at
each proposed mid-block crosswalk
3. Construction of a raised median with a left turn pocket in the southbound direction at the
southern driveway into Safeway
4. Construction of the southbound exclusive right turn lane at the intersection of Amador
Plaza Road and Dublin Boulevard.
The design work and improvements would begin in the current Fiscal Year, with an expected
expenditure of $550,042 ($100,000 from the available DTIF program balance and $450,042
from the General Fund Downtown Public Improvement Reserve). The remainder of the project
would be funded in FY 2015-16, primarily from the DTIF program ($854,000), as well as the
Downtown Public Improvement Reserve ($9,958).
As part of the proposed phases of improvements, there may be a potential for modification or
removal of some on-street parking in the area as well as changes to traffic circulation in the
vicinity of the Safeway driveway. Staff will solicit feedback from businesses and the community
to address parking and accessibility concerns. The approval of this CIP project will provide for
the planning, design, and construction of the recommended phases of the project.
This project is consistent with the City's Complete Streets Policy and the General Plan. The
proposed improvements have also been presented at the City's semi-annual Bicycle and
Pedestrian Project Workshop.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:

All businesses along Amador Plaza Road between Dublin Boulevard and Amador Valley
Boulevard received notices of the proposed project along Amador Plaza Road. Additionally, the
Dublin Chamber of Commerce, Bike East Bay, and Valley Spokesmen were also notified. Staff
will continue to work with businesses during the planning and design stages to address any
concerns.
