The City Council will consider approval of the public artwork recommended for the Emerald Glen
Recreation and Aquatic Complex.
FINANCIAL IMPACT:
Funding for the proposed artwork would come from the Public Art Fund and would be allocated
in Fiscal Year 2014 -2015 as part of the 2014 -2019 Capital Improvement Program budget.
RECOMMENDATION:
Staff recommends the City Council take the following actions by motion:
1. Approve the proposed artwork and authorize the City Manager to negotiate an agreement for
City Council consideration with Todji Kurtzman for the design, fabrication and installation of
the public artwork at the Recreation and Aquatic Complex; and
2. Direct Staff to retain the following artists in a pre- approved group for consideration for the
public art projects planned at Fallon Sports Park and John Monego Court: Troy Corliss;
Benjamin Ball- Gaston Nogues; Blessing Hancock; Todji Kurtzman; Heath Satow;
Christopher Weed; and Susan Zoccola.

DESCRIPTION:
In November 2013, Staff released a "Call for Artists" to submit qualifications for the Emerald
Glen Recreation and Aquatic Complex public art project. The "Call for Artists" yielded responses
from over 150 artists from throughout the United States and as far away as Israel. A technical

review of the applicants by Staff as well as the project's architectural team was held December
18, 2013 to pare down the field to a select group of artists to submit site - specific proposals for
the project.
A diverse group of seven experienced public artists, demonstrating excellence in their particular
genre and medium, were selected to present site - specific proposals to the Public Art Selection
Committee. The artists included: Troy Corliss, Benjamin Ball and Gaston Nogues, Blessing
Hancock, Todji Kurtzman, Heath Satow, Christopher Weed, and Susan Zoccola.
On December 17, 2013, the City Council approved the formation of a nine - member Public Art
Selection Committee that includes representatives from the Heritage and Cultural Arts
Commission; Parks and Community Services Commission; a Public Artist; an Art Educator from
a Dublin School; a Dublin Fine Arts Foundation Board Member; a Green Gator Swim Team
Representative; and, three Community Members at Large. On February 22, 2014 the Public Art
Selection Committee convened to review the site - specific public art proposals. Per the Public Art
Master Plan, the Committee was charged with recommending an artist for this public art project.
Also, per the Public Art Master Plan, the Committee was asked to consider recommending the
establishment of a pool of artists for consideration for upcoming CIP projects of a similar scope
and budget.
Proposed Artwork
Todji Kurtzman's proposal "The Spirit of Alamilla Spring" (Attachment 1) was selected for
recommendation to the City Council and Commission by a consensus of the Public Art Selection
Committee. Mr. Kurtzman's artwork consists of a multiple -piece sculpture located along the
Boardwalk that will connect the Recreation and Aquatic Complex to the Amphitheater. A
figurative female sculpture located at the amphitheater plaza casts a stone that skips the length
of the boardwalk towards the entrance to the aquatics facility. Each of seven skips leaves a
splash, a mark in history celebrating various iconic periods in Dublin's history on a conceptual
level. The last element of the sculpture is a placid, mirror - polished stainless disc that will reflect
the faces of those who decide the future.
The artwork pays homage "to the people who walked on this land, and for all but one hundred of
the last thirteen thousand years drank directly of the fresh waters of the Alamilla spring." It also
connects those historic springs to the contemporary aquatics facility that will be a new location
in Dublin for people to gather to be restored by water.
Recommendation from Public Art Selection Committee
The Public Art Selection Committee asked to review the final model of the figurative female
component of the sculpture. While the Selection Committee supported the overall concept of
this figurative element, the artist's maquette was in the initial stages of development at the time
of the presentation. The Selection Committee had questions regarding the final rendering of the
face and water -like forms streaming off the figure. Once Mr. Kurtzman fully develops the "Water
Spirit," images of the work will be shared via e-mail with the Selection Committee. The intent is
not to redesign but to inform the Selection Committee. Comments from the Selection Committee
also suggested that the figure should be more dynamic with respect to scale, as that is
appropriate for the site and a signature element of Mr. Kurtzman's work.
Following the meeting with the Selection Committee, Staff has been working with Mr. Kurtzman
to refine his proposal based on feedback from the Selection Committee. This includes further
development of the female figurative element and maximizing the scale of the artwork. The

consideration of scale is also being addressed so the artwork's visual impact is not diminished
by the expanse of the plaza where it will be installed.
The Selection Committee was also impressed with the overall quality of the artist finalists and
their proposals, and therefore recommended the six remaining artists be retained in a pool of
artists for some of the projects that will be commissioned in the upcoming five -year Capital
Improvement Program. Staff spent a significant amount of time on the artist recruitment for this
project, as well as vetting the qualifications of the 150 artists that submitted proposals. The
search process yielded a tremendous pool of qualified and talented artists. Retaining these
artists will help streamline the process for the next two projects.
Recommendations from Commissions
Todji Kurtzman's proposal was reviewed and approved unanimously for recommendation to the
City Council by the Parks and Community Services Commission by a vote of 6 -0 -0 and
unanimously by the Heritage and Cultural Arts Commission by a vote of 6 -0 -0, with one
Commissioner absent, at a Joint Meeting of the Commissions on April 21, 2014. By the same
votes, the Commissions also recommended that the following artists be retained for
consideration for artwork at Fallon Sports Park and on Monego Court: Troy Corliss; Benjamin
Ball- Gaston Nogues; Blessing Hancock; Todji Kurtzman; Heath Satow; Christopher Weed; and
Susan Zoccola.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
A copy of the Staff Report was distributed to the Commissions, Public Art Selection Committee
and Mr. Kurtzman.

8.1 Public Art Recommendation for the Emerald Glen Recreation and Aquatic Complex
Ms. Ann Mottola, Heritage and Cultural Arts Manager, presented the specifics of the item as outlined in
the Staff Report.
Mr. Todji Kurtzman, artist, presented his artwork proposal for the public art at the Emerald Glen
Recreation and Aquatic Complex (EGRAC).
Heritage and Cultural Arts Commission (HCAC) Vice Chair Iharosi asked Mr. Kurtzman if the sculpture will
be safe for children. Mr. Kurtzman stated the sculpture will have no sharp edges and will have round soft
edges to emulate water.
Cm. Vanderpool stated that she loves the sculpture as it brings back childhood memories. Cm.
Vanderpool asked if solar lighting will be considered to illuminate the sculpture at night rather than
traditional light bulbs. Mr. Paul McCreary, Parks and Community Services Director, stated solar lighting
would be considered at a future phase for elements of the entire Complex.
Parks and Community Services Commission (PCSC) Vice Chair Mack stated she likes the concept of the
sculpture. Vice Chair Mack asked about the process of selecting the artist and artwork - for the EGRAC.
Mr. McCreary stated Staff is currently working on a legal agreement for the artwork - and it will be
presented to City Council following the City Council's approval of the proposal.
PCSC Chair Totaro asked if artists submitted their qualifications or their proposals in response to the
"Call for Artists." Ms. Mottola stated the "Call for Artists" requested qualifications only. The selected
artists then prepared proposals specific to this project.
PCSC Chair Totaro asked Mr. Kurtzman how he came up with the concept for his art piece, "The Spirit of
Alamilla Spring." Mr. Kurtzman stated he researched the concept on his own. Ms. Mottola stated all the
finalists were provided the same set of information about the City and the project site. Each artist
presented their artwork with a different perspective and theme.
PCSC Chair Totaro commented that he loved the idea and thinks children will like the sculpture. Chair
Totaro asked if children would be able to walk into the "puddle" portions of the artwork. Mr. Kurtzman
stated children would be able to walk into the "puddles" and touch the pieces of the sculpture. The
largest "puddle" or "splash" would be six feet in diameter.
Cm. Elias asked about the platforms for the sculptures. Ms. Mottola stated the platforms would be part
of the construction of the building and not a part of the artwork. The finish for the platforms has not
been determined at this time. The artist will work with the design team, architect, landscape architect

and project manager to design the raised platform on which the sculptures will be placed. The platforms
will also serve to meet American Disabilities Act requirements.
Cm. Boboc asked if any actual water will be incorporated in the artwork. Mr. Kurtzman stated there will
not be actual water.
Cm. Minniear asked how the sculpture will represent the four different periods of Dublin's history as
mentioned in Mr. Kurtzman's presentation. Mr. Kurtzman stated the first splash will represent the
American Indians who were the original settlers; the second splash will represent the second era of
Spanish Colonists and the Missions era; the third splash will represent the Mexican Ranches era; and the
fourth splash, which has four splashes within itself, will represent the American era which includes the
Gold Rush, Western Stage Coaches, Agriculture, World Wars, American Hot Rods, the 1960s, and then
Dublin today and in the future. Ms. Mottola explained this was a conceptual rather than literal
interpretation of Dublin's history.
Cm. Boboc asked if there would be any plaques explaining the artwork. Mr. Kurtzman stated that
plaques could be added. Ms. Mottola stated Staff could work with the artist to incorporate the story
behind the artwork somewhere on the site.
HCAC Chair Deets stated that he likes the artwork and thinks it will generate discussion on not only art
but science, health and many other conversations.
PCSC Chair Totaro commented that the artwork could serve as an educational history lesson for those
that are observing the pieces.
Cm. Tutino stated she was on the EGRAC Public Art Selection Panel and what impressed the Panel the
most about Mr. Kurtzman's artwork was the timelessness of the bronze and the connection to the City
of Dublin. She likes the representation of the City and the way it connects the amphitheater and the
building.
Cm. Ballesteros asked about the size of the woman in the sculpture. Mr. Kurtzman stated she will be six
feet tall. Ms. Mottola added they are trying to increase the scale to reach closer to seven feet tall.
Cm. Ballesteros stated she was on the EGRAC Public Art Selection Panel as well. She loves how the
artwork connects the amphitheater and building together, ties into Dublin's history and how it is an
interactive artwork.
Chair Totaro asked about the timeframe for installing the artwork. Mr. McCreary stated ground breaking
is scheduled for early 2015 and would be integrated with the construction of the EGRAC which has an
anticipated opening date in summer 2016.
Mr. Rich Guarienti, Dublin resident, stated he appreciates the theme of the artwork because the location
is where the hospital at Camp Shoemaker was located.
Cm. Tutino commented that the quality of artwork - submitted from the finalists were exceptional. Ms.
Mottola brought in great diversity and the pool of artists going forward would bring an eclectic creativity
to future artworks.

On a motion by PCSC Vice Chair Mack, seconded by Cm. Boboc and by a vote of 6 -0 -0, the Parks and
Community Services Commission unanimously voted to recommend approval to the City Council of Mr.
Todji Kurtzman for the design, fabrication and installation of the public artwork at the Emerald Glen
Recreation and Aquatic Complex, and recommend approval to the City Council for the following artists
be retained in a pre- approved pool for consideration of public art projects proposed in the 2014 -2019
Capital Improvement Program: Troy Corliss; Benjamin Ball and Gaston Nogues; Blessing Hancock;
Todji Kurtzman; Heath Satow; Christopher Weed; and Susan Zoccola.
On a motion by Cm. Tutino, seconded by HCAC Vice Chair Iharosi and by a vote of 6 -0 -0, with Cm. King
absent, the Heritage and Cultural Arts Commission unanimously voted to recommend approval to the
City Council of Mr. Todji Kurtzman 1 for the design, fabrication and installation of the public artwork at
the Emerald Glen Recreation and Aquatic Complex, and recommend approval to the City Council for
the following artists be retained in a pre- approved pool for consideration of public art projects

Mr. McCreary stated this item would be presented to the City Council at the May 6, 2014 City Council
Meeting.

Thank you for considering our proposal
to represent "The Spirit of Alamilla Spring"
skipping a stone across time. The city of
Dublin stands where it does today because of
Alamilla spring. This bronze monument with
turquoise patina would be the first sculpture
that pays tribute to the fountain source of the
city.
Splashes ripple down the plaza of the
Emerald Glen Recreation and Aquatics
Complex, each ripple splash represents
a different era of Dublin's history.

Fresh Water at a Crossroads
Founds a City
The city of Dublin that we know today stands
where it does because of Alamilla Spring. The
area from Dublin to Pleasanton was once
a robust wet land teeming with wildlife, game,
fresh water and the M uwekma Ohlone people.
When Mexican citizen bse MariaAmador was
awarded the land that the city of Dublin sits
upon for his service as a Mexican soldier and
for being the administrator of mission San bse,
he built his adobe ranch houses next to the
sweet waters of Alamilla spring.

of the spring can look like.
Alamilla Spring bears the name of Michael Murray's first wifeAlamilla. Michael Murray
was among the first Irish immigrants to arrive in this little western town in a newly
American territory following the Mexican American war. Many more Irish arrived in the
following years escaping the potato famine of 1845- 1849. The influx of Irish immigrants led
to the naming of this horsewatering town at across roads as Dublin.
In regards to the name Alamilla, Elizabeth Islesof The Dublin Heritage Park and Museum
did alittleresearch and came up with the following information- Theword almain Spanish,
Portuguese and French means "soul ". Atma in Sanskrit also means soul and in Latin almus,
means "kind ", "fostering ", or "nourishing." Also, the Arabic word for "water" is al -ma In
Greek the related word aAlty means "salt water ". Another close name is Amelia, derived
from the Germanic word aural meaning "work ", and means "industrious" and "fertile"
(wikipedia). If there are related linguistic roots in Asian languages, that remains unknown
to meat thistime.

Little is known about Michael M urray's first wifeA lam illa
who passed away fairly young leaving her husband and
their three sons in 1860. Today her namesake evokes the
qualitiesof the soul, water and maternal nurturing in thestill
flowing Alamilla Spring near the corner of Dublin Blvd
and San Ramon Valley Rd.

ACTIVATING THE PLAZA
To fulfill the objective of activating
the plaza between the amphitheater
and the aquatic recreation center, we are
proposing a multiple piece bronze
monument. The Spirit of Alamilla Spring
is represented as a splashy female water
figure skipping a stone down the plaza
of the aquatic center.
There are seven stone skips down the
length of the plaza, represented by four
separate bronzes, (the last four splashes
are contained in one bronze), culminating
in front of the Aquatic recreation center
entryway. The last sculpture is a placid,
mirror polished stainless steel disc whose
reflection represents "you" the future.

"The Spirit of Alamilla Spring" will be placed in the center of the round corte behind
the amphitheater and the ripple splashes will activate the plaza boardwalk up to the
entryway of the aquatic center.

Bronze is easily maintained with annual, bi- annual or quarterly cleaning with mild soap
and water applied with a non abrasive sponge or towel. Cleaning is followed by
application of paste wax rubbed with a towel to bring out a shine. A four page detailed
.pdf document entitled "Care for Outdoor Bronze Sculpture" will be provided. Replacing

Artwork I nteraction
Bronze is very durable and very attractive to the touch. You probably have touched a
public bronze sculpture yourself. Frequently touched areas become polished and shiny. A
well touched bronze is a sign of a well loved work of art. As in life, human touch breathes
life into a work of art. We can expect children to be putting their hands all over the water
splashesasthey area perfect height for children to grab onto and to peer inside. Climbing
on The Spirit of Alamilla Spring is not preferred, and can easily be dissuaded by appropriate
signageor by planting shrubs around the base.

The work will be installed under my supervision by either the contractor who is building
EGARC or another local contractor who is recommended to me by the contractor building
EGARC. Installation is straightforward, as a small crane or back hoe will lift the bronzes.
