Positano Development - Neighborhood Park Prepared By: Rosemary Alex, Parks and Facilities Development Coordinafor EXECUTIVE SUMMARY: The 2010-2015 City of Dublin Capital Improvement Program includes funding for the design and construction of one of two Neighborhood Parks located in the Positano Development. As part of the design process, Staff is seeking City Council approval on the preferred Conceptual Park Design for the 4.6 acre park located in the Positano Development. FINANCIAL IMPACT: The Engineers estimate for the Park, as designed, is $1,493,186 which exceeds the available budget of $1,417,960 by $75,226. Staff will work with the Consultant during the preparation of construction documents to identify areas of cost savings without compromising the design. The project is funded through Public Facility Fees. RECOMMENDATION: Staff recommends that the City Council receive the presentation from Staff and the Consultant; approve the preferred Conceptual Park Design, and authorize the Consultant to proceed with preparation of construction documents. ~ °w Submitted by: Parks and Community Services Director ~ ... ~ Reviewed by: Assistant City Manager Page 1 of 3 ITEM NO. /•~ ~o~~ !1''~ DESCRIPTION: The Positano Development is located east of Fallon Road at Positano Parkway. Two Neighborhood Parks are included in the Development. The 2010-2015 City of Dublin Capital Improvement Program includes funding for design and construction of the 4.6 acre neighborhood park bordered by Valentano Drive, Latari Street, and Montese Drive (see Attachment 1). On March 24, 2011 the first community workshop for the park was conducted in one of the model homes adjacent to the future park site and, despite inclement weather, thirteen community members were in attendance. MPA Design, the City's Consultant for the project, presented three design alternatives as shown in Attachments 2a-c. Following the meeting, Staff posted the three alternatives, along with a simple questionnaire, on the City's website. After ten days on the website, six survey questionnaires were completed. A second workshop was held in conjunction with the Parks and Community Services Commission Meeting on April 18, 2011. In preparation for this meeting, the Consultant incorporated the results of the first public meeting and questionnaire into the Design Development Plan shown in Attachment 3. The design incorporates the more curvilinear shape; along with nature themed play elements, as originally presented in Alternative C. After receiving public comment, the Parks and Community Services Commission unanimously recommended approval to the City Council of the Design Development Plan .incorporating the following elements: Rope Bridge; Climbing Rock; Rock Log; and to investigate adding a swing element. The Preferred Conceptual Park Design (Attachment 4a-b) is a result of comments from both public meetings and the on-line survey. As part of the process, participants were asked their opinion on a number of the park elements and the results are shown below: • Community Garden - The general consensus was that it was not needed in this location. • Basketball Court - The general consensus was that one court was needed. • Adult Fitness Area - The general consensus was that it was not needed. • Picnic Area Preferences - The general consensus was that picnic tables should be clustered for groups and some separated for individual use. • Play Area Preferences - The general consensus was that the play area should have a nature theme with the components shown on the Preferred Conceptual Park Design. Upon City Council approval of the preferred Conceptual Park Design, the Consultant will initiate the development of construction documents. The remaining schedule for the project is as follows: • Construction Documents June 2011 - November 2011 • Bidding and Award December 2011 - January 2012 • Construction and Plant Establishment February 2012 - October 2012 Page 2 of 3 NOTICING REQUIREMENTS/PUBLIC OUTREACH: Residents within the geographic neighborhood around the park site were notified via mail for both public meetings. In addition, people that had signed contracts for future home purchases were notified of the public meetings.
