Utility Box Art 2018 Design Selection

EXECUTIVE SUMMARY:
The City Council will consider a recommendation from the Heritage and Cultural Arts
Commission for artwork to be painted on eight utility boxes along Amador Valley
Boulevard and Dublin Boulevard, under the Utility Box Art Program.
STAFF RECOMMENDATION:
Approve the Heritage and Cultural Arts Commission's selections for the Utility Box Art
Program.
FINANCIAL IMPACT:
The cost of the 2018 Utility Box Art Program, including artist payments and Staff time, is
estimated at $9,200. Per the Public Art Ordinance, this project is eligible for funding with
Public Art Fund monies, and the City Council approved $9,200 for the purpose of this
program at its June 6, 2017 meeting.
DESCRIPTION:
At the June 6, 2017 meeting, the City Council approved and funded the Utility Box Art
Program to paint eight boxes in 2018 – three along Amador Valley Boulevard between
Brighton Drive and Stagecoach Road and five along Dublin Boulevard between
Hacienda Drive and Glynnis Rose Drive.
The City Council approved the Heritage and Cultural Arts Commission’s recommended
theme, “New American Backyard,” weaving in the culture, history and natural beauty of
Dublin. This theme was intended to allow for a wide variety of artistic styles and
interpretations throughout the City.
Staff issued a Call for Artists on September 1, 2017, publicizing the opportunity through
normal City channels (website, etc.), as well as via email to local public school art
teachers, private art studios, registrants in the Cultural Arts Database, nearby cities with

successful utility box art programs, and the California Cultural Arts Council website. The
deadline to apply was October 31, 2017.
The City of Dublin’s Public Art Master Plan requires all public art projects be produced
by professional artists or under the direction of a professional artist. However, because
there has been interest in making the utility box project available to student artists,
students were encouraged to apply and work under the supervision of an art teacher or
other professional artist.
Three students and 15 professional artists submitted a total of 30 designs for
consideration. One of the student submissions was from an art teacher supervising a
group of 10 high school juniors. Most are local to the Bay Area; on e artist from Southern
California withdrew when informed that Dublin would not pay travel costs on this project.
The Cultural Arts Commission recommended the following assignments, and supplied a
ninth choice, should the City Council prefer to remove any of these designs or should
any of the artists decline to paint their assigned box.
Box A – Amador Valley Road at Brighton Drive (residential area)
The Commission recommended a design by Rikki List of Redwood City, titled
“Evolution of Lawn Mower,” featuring lawn mowing raccoons. The raccoons are dressed
in attire from different historical periods and using lawn mowers appropriate to that era .
The Commission noted that this humorous design was appropriate for this typical
suburban residential neighborhood where many homeowners still have traditional lawns
in their front or backyards and the chore of lawn-mowing is very familiar. (Attachment 1)
Box B – Amador Valley Road at Iron Horse Trail (residential and trail)
The Commission recommended a design by Anthony Michael Diaz of San Leandro,
titled “Iron Horse,” featuring a horse made of iron and train tracks. The box is painted to
look like iron with some intentional rusting. Its corners are decorated with a leaf design
adapted from the Alameda County Sheriff’s badges. (Attachment 2)
Box C – Amador Valley Road at Stagecoach Road (residential area)
The Commission recommended a design by Suzanna Gayle of Hayward, titled
“Around the Neighborhood,” featuring “local wildlife neighbors pictured in poses of
curiosity, as they relax and catch up with each other over a fence, just as human
neighbors chat with each other in their backyards.” The Commission noted that this
design was appropriate for residential neighborhood which backs up to open space
where raccoons, deer, squirrels and birds are commonly seen. Ms. Gayle painted two of
the boxes under the pilot program last year – the colorful shamrocks on Village in front
of Dublin High School and the puppy and kitten box at Village Parkway and Tamarack
Drive. (Attachment 3)
Box D – Dublin Boulevard at Hacienda Drive (Hacienda Crossing)
The Commission recommended a second design by Suzanna Gayle of Hayward, titled
“Dublin at Dusk,” represents the community and families gathering to enjoy a

neighborhood picnic at sunset. As Ms. Gayle is very experienced in painting utility
boxes, the Commission felt her artwork would be a good choice for this highly visible
corner near a gateway to Dublin. (Attachment 3)
Box E – Dublin Boulevard at Hibernia (Hacienda Crossing)
The Commission recommended a second design by Anthony Michael Diaz of San
Leandro, featuring a popcorn box. The Commission wanted to include this cheerful
homage to our local movie theater at one of the entrances to Hacienda Crossing and
felt this would be a nice landmark for visitors coming to the theater. (Attachment 2)
Box F – Dublin Boulevard at Toyota Drive (Hacienda Crossing)
The Commission recommended a design by Sarah Lee of Dublin, featuring common
house finches, seen and living in the backyards of our homes. “Not only do they bring
vibrancy to our yard, they are highly social birds and are rarely seen alone. Just like in a
community, they flock together. Dublin is very nature -oriented, filled with parks and
many outdoor activities. It serves as a gathering place for both residents and visitors,
who value community and connections, just like the birds in our backyards.”

Box G – Dublin Boulevard at John Monego Court
The Commission recommended a design submitted by Quarry Lane School art
teacher Bora Shin, featuring the collaborative artwork of 10 high school junior art
students: Menghua Dong, Seung Woo Lee, Angelica Morgan, Mianqun Hu, Shang -
Yi Lan, Yun Liu, Mengze Ma, Keya Vijapure, Jiaxi Xu and Xiangyi Xu. The design
features a tree, symbolizing unity, and shamrock-shaped international flags
representing the diversity of Dublin’s residents. Each branch unfolds to symbolize an
activity people enjoy in the New American Backyard, such as hiking, cycling or
barbecuing. The Commission was excited to select this student artwork and pleased
that these students applied with a supervising teacher, according to the rules of the
Public Art program. The Commission did request that the students incorporate a
shamrock with an American flag somewhere on the box. (Attachment 5)
Box H – Dublin Boulevard at Glynnis Rose Drive
The Commission recommended a design by Jennifer Huber of Dublin, titled “Kite
Festival,” which was inspired by Fallon Middle School’s kite festival, as well as the
regular kite flyers in the northeast corner of Emerald Glen Park. “Whether we are from
the East Coast or East Asia, we find simple pleasure in keeping fabric, strings and string
aloft in the nearly constant winds of Dublin. On most weekends, folks of all ages can be
found flying homemade kites, Costco kites, acrobatic kites and even the mammoth
gliders with yards of trailing tails in the green parks or golden hills of Dublin.” The
Commission thought this design was especially appropriate for Glynnis Rose Drive,
which serves as a route to Emerald Glen Park. (Attachment 6)

Alternate Design
In case a design is rejected, or an artist withdraws, the Commission recommended a
ninth design by the father-son team, Rob and Chili Corder of Danville. The design
uses “a see-through picket fence symbolic of a friendly, peaceful, approachable
neighborhood that is traditional, picturesque, and strongly supports a wide range of
(fictitiously colored bird) inhabitants that are each unique in their own colorful way.” The
Corders’ design has an eco-friendly worm and three-leaf clover hidden within it to be
discovered by those taking a closer look. (Attachment 7)

A courtesy notice of this item was sent to businesses and residents within 300 feet of
the proposed boxes.

Title: Evolution of Lawn Mower
Thinking of my backyard, the first things that came to mind are the animals,
that live there and "I need to mow the lawn."
So, why not combine these two?
During sketching, I had to make a decision on what lawn mower I would draw.
I did some research on lawn mowers for the Modern American Backyard theme.
That was the spark of my idea: Whatever time you live in, you consider it to be
modern. Looking at the history of the different tools we used for lawn mowing,
provided me a view on the changes in our society. Who knows what the future
will bring. Time goes by, but grass keeps growing.

WORK HISTORY:
Mario Chiodo Studios - Oakland, CA - 2000 -2005
1 was head of the paint department for the seasonal halloween consumer product lines and
lead painter for the architecture/ sculpture division. I also was one of the main sculpture
artists for the large scale statue and themed design department. The most common material
used to create these decorative and representational statues was styrofoam and fiberglass. -
Travel to job sites around the country was required for installations and /or repairs.

Artist Statement: Anthony Michael Diaz
I am a mixed media artist currently working on site specific mural submissions. I worked on 3 utility
box murals for the City of Union City in California along the Union City Blvd. corridor. I chose native
Ohlone indian tribal subjects to represent my designs and to help bring some historical images to the
area. For this box design I will be incorporating a filmstrip design with graphics to represent the local
movie theatre experience. I am creating paintings that hopefully transform the box into something

EXPERIENCE
I am an established artist with over 50 public artworks in over 25 locations across the Bay Area.
I have 25+ years of experience in the Arts owning and operating businesses that specialize in
Mural Painting, Graphic Design, and Art Instruction/Teaching. My original murals, paintings, and
sculptures are on display at municipal sites, schools and libraries throughout the Bay Area. Public
commissions include projects for: the Cities of Dublin, Fremont, Hayward, Redwood City and San
Carlos; the Unified School District of Hayward (HUSD), Castro Valley, and San Leandro; and
numerous parent /youth organizations. I have painted private murals for homes, businesses and
restaurants in the East Bay, South Bay and Peninsula.
Star Arts artwork ranges from acrylic -on- canvas to large public works on building exteriors /interiors.
Public commissions range from multi -story murals to utility boxes. What makes my artwork unique is
creative use of space, including incorporation of awkward corners and wall indentations that can
interrupt a design. I thoroughly research my design themes to include both historical references and site
details to ensure that artwork `flows' in harmony with its location and residents. Collaboration with my
clients is vital throughout this creative process to ensure their satisfaction.
In addition to murals my portfolio includes: Graphic design on logos and brochures; mixed media;
2 -D /3 -D acrylic /canvas works; paint sculpture; and wood cutouts. I have self - published an instruction
course and accompanying book for teaching workshops on Art for non -artist teachers in the classroom.
My course emphasizes workshops that incorporate art and art techniques into the core curriculum.
Large public installations require imagining and creating unique designs, creating scale models, and then
painting the mural. Working on large -scale projects has given me experience in efficient collaboration
with government and agency personnel, whether preparing large surfaces, traffic control, operating large
equipment (boom and scissors lifts), or finishing with an anti - graffiti coating. I am experienced in
obtaining the necessary permits, insurance, and right of way clearance before starting all projects.
My art work has been featured in numerous publications including: "Daily Review" ne "East Bay
Times ", CSUEB "The Pioneer "' "The Tri -City Voice ", Inside Bay area.com, as well as a public
showing in "On The Bay Today" KRON -TV. My artwork was also included in a San Francisco
Chronicle special section on Hayward artwork (6/26/16).
Suzanne Gayle Biography
After graduating with a B.A. from Memphis University, I moved to the San Francisco Bay Area in
1987. I operated a crafts business for fashion art pieces, in addition to working fulltime in interior design
and decorating. I returned to college to re- invent my artwork styles by studying graphics arts and
computer graphics and web - design at Foothill College in 1998 -2000. 1 have since created several mix -
media pieces including an award - winning anti - smoking art video piece. I started an artist's showcase
website for Purple Dolphin Arts, and formed my own professional studio, Star Arts LLC. In 2011,1 won
a Silver Level award at California State Fair among the counties of Alameda, San Francisco and Marin.
I live in Hayward near CSU East Bay with my husband, my two daughters, and several "rescue" cats
and dogs. I enjoy sharing the love of the arts with my daughters who also love drawing, theater and
music. My entire family shares in community pride by volunteering. We firmly believe that the
community is what you make it. I connect so well with people when it comes to researching and
designing original artwork because of these multiple perspectives.
Suzanne Gavle Artist Background
Star Arts LLC was formed as an outgrowth of my design business, Purple Dolphin Arts and
incorporated in May 2008 to meet large -scale commission and insurance requirements for my growing
business. I am the Founder, President and sole -owner of the corporation. I have extensive experience
with government contracting requirements and regulations, and have worked with city and school
district Facilities directors in multiple communities.
As a former Alameda County Art Commissioner, I am very active in the local community, children's,
and art associations. I have taught as an art instructor at several public schools, actively promoting `Art
Is Education Month ", providing workshops for several schools and organizations. Serving as Vice
President on the PTA board, I initiated an ART committee, and enrolled the school as a participant in the
National Reflections Art Program. I have previously been the Editor of my community association and
Co -Chair for children's social activities committee.
My artwork tells layered stories to draw the observer in for a deeper look and includes: Trompe d'Oeil,
layering of original digital images and paints, altering of lighting, traditional techniques as well as
modern advances in technical imaging, rounding or merging of perspective, enhancements to the art
boundaries as well as the art with mixed media.

This design represents the community and families relaxing gathering to enjoy a
neighborhood picnic at sunset and enjoying the natural beauty as seen from their
neighborhood park.
Around the neighborhood:
Invites residence to relax and enjoy the natural beauty and that can be seen during a
casual hike through the city's many parks, recreational areas and neighborhoods.
The local wildlife neighbors are pictured in poses of curiosity, as they relax and
catch up with each other over a fence, just as human neighbors chat with each other
in their backyards.

Artist Statement
Based on the theme the "New American Backyard," I drew inspiration on the
common birds seen and living in the backyards of our homes. I focused on the
nature theme of a backyard, and how it is shared with other residents: the common
house finches of Dublin, CA. Not only do they bring vibrancy to our yard, they are
highly social birds and are rarely seen alone. Just like in a community, they flock
together. Dublin, CA is very nature orientated, filled with parks and many outdoor
activities. It serves as a gathering place for both residents and visitors, who value
community and connections, just like the birds in our own backyard.

Artist Biography:
The Quarry Lane School a dynamic, high- level, secular, college preparatory school which
supports a diverse faculty and student body. The International Baccalaureate Diploma
Programme (IB DP) that our school provides is a rigorous and balanced two -year curriculum for
juniors and seniors. The program emphasizes critical thinking and knowledge application, while
also encouraging international mindedness. Students of the IB DP Visual Arts are encouraged to
engage in, experiment with and critically reflect upon a wide range of Contemporary practices
and media. They investigate artworks, objects and artifacts from differing cultural contexts.
They also establish technical abilities through skill builders, lectures and demonstrations. Over
the course of two years, students develop intercultural understanding, open - mindedness and the
attitudes necessary for them to respect and evaluate a range of points of view.

Artist Statement:
The Utility Box Art that Juniors at the Quarry Lane School created is inspired by the community
around us. Students collaborated to finalize their idea of what to draw, how to paint and what to
include. They incorporated the theme, "The New American Backyard ", by utilizing inspirations
from Dublin's various symbols, multicultural background, and various activities people engage
in. The tree symbolizes unity and Shamrocks symbolizes different flags from multiple countries
to represent the diversity of Dublin, California. Each branch folds into an activity to symbolize
the friendly and ambient environment in our city.

PLANNING THE PROJECT
I include this section briefly outlining my ideas on the project for your information. The pen and ink
sketch and the painting were completed earlier this year: before I even knew about the Utility Box
Project. Therefore, I layout my thoughts on the original work and how it would change for the utility box
format.
Inspired by the Kite Festival, I sketched out the following scene in my Painting Ideas book. I drew this
entirely from my head using a Micron 01 pen. 1 added one creature soaring in the sky who is not a kite; a
story for the viewer. I like the composition and the perspective but fear it might be too complex for a
utility box; something typically viewed from a distance.

Not long after the sketch, I reproduced the scene in acrylic paint on a 12" x 24" canvas. Overall these are
the colors I would use for the utility box; bright and bold kites standing out against the clear blue skies,
golden hills, and purple mountains in the distance. For the Utility Box project, I would need to soften the
background so that the people and the kites will stand out more.

I have planned out a possible layout in color pencil and pen for the Utility Box H (Glynnis Rose Drive) but
the design would work on most of the boxes. I am primarily a painter and do not feel as comfortable

ARTIST STATEMENT
To me, the Kite festival signifies the new American backyard; whether we are from the East Coast
or East Asia, we find simple pleasure in keeping fabric, sticks and string aloft in the nearly
constant winds of Dublin. I was inspired by the Kite Festival at Fallon Middle School, as well as,
the regular kite flyers in the northeast corner of Emerald Glen Park. On most weekends folks of
all ages can be found flying homemade kites, CostCo kites, acrobatic kites, and even the
mammoth gliders with yards of trailing tails in the green parks or golden hills of Dublin.

Rob Corder (bio)
An accomplished artist and designer, he has worked as an illustrator, art director and
creative manager in marketing for over two decades in San Francisco and Los Angeles.
Rob has won numerous design awards from Communication Arts, Ad Week and Athena
from the Retail Advertising Council (RAC). He has had illustrations published in Vogue and
illustrated a fashion textbook for Prentice -Hall.
He has traveled extensively to study art and art history and spent over a decade teaching
illustration, design and drawing at the Academy of Art University, San Francisco.
His Flickr photography account has recently passed the 10 million hit mark.
He currently works for the SF Museum of Modern Art since it reopened in May 2016.
Chili Corder (bio)
Chili was born and raised in the SF Bay Area and received his BA in Ethnomusicology at
UCLA. Growing up with a mother that taught pre school and a father that worked as a
graphic designer and artist, he has cultivated a career that blends together education and
the arts.
While living in Los Angeles, he helped found and direct a volunteer music program at the
Midnight Mission homeless shelter and worked as an assistant elementary teacher at the
Pilgrim School. As an original San Francisco Playgroup alumni, it is only fitting for him to
return to the school, as a teacher, that so greatly nurtured his academic and artistic voice,
to help teach the next generation of brilliant minds and creative spirits.
Chili chooses to live and teach by the Zimbabwean proverb, "If you can walk you can dance,
if you can talk you can sing," empowering everyone to make music and art a part of their
daily lives. When he is not teaching and performing, Chili is taking care of his rescue cat Kiki
and advocating for a plant -based diet.

fauna are tributes to the surround-
ing hills and abundant nature of

those who take a closer look: the
