This project will connect the Alamo Canal Trail north of the freeway (adjacent to the City Library) with Pleasanton's Centennial Trail south of the freeway to transform it into a regional trail. The City, who will administer and manage construction of the regional trail project, is now ready to advertise the project and solicit bids from contractors. FINANCIAL IMPACT: The FHWA and the CTC have approved and obligated $947,623 of federal TIGER II and $1,021,000 of federal STIP funds for construction of the trail project. The total funds available for construction (including local match of $371,188) is $2,339,811 which is more than the estimated construction cost of $2.192 million. Reviewed By Assistant City Manager Page 1 of 2 ITEM NO. 7.3 DESCRIPTION: The City of Dublin has been working jointly with the East Bay Regional Park District (EBRPD), Pleasanton, Caltrans, Alameda County Transportation Commission (ACTC), BART and Zone 7 Water Agency to construct a trail underneath Interstate 580 that will connect the Alamo Canal Trail north of the freeway with Pleasanton's Centennial Trail to the south transforming it into a regional trail. Once completed, the trail system will connect approximately 25 miles of continuous trail facilities from Pleasanton to Concord as the trail connects to the Iron Horse Trail approximately one mile north of the project. The project will construct a 12-foot wide concrete trail underneath I-580 approximately 700 feet long along the Alamo Canal, including a concrete retaining structure along the east side of the trail and acut-off wall below the pavement to prevent undermining of the trail structural section. In addition, the project will install safety lighting under the freeway and two emergency call boxes connected to Dublin's dispatch telephone number for emergency use. The completed trail will be opened to the public during trail use hours except when the Alamo Canal overflows and floods the trail. A swing gate at each end of the project will be closed until made accessible and safe for public use. EBRPD managed the design of the project and, jointly with the City of Dublin, acquired the permits and approvals necessary to construct the trail. The funding approvals from both FHWA and the CTC have been acquired and the City, who will administer and manage construction of the project, is now ready to advertise and solicit bids from contractors. Due to the project's proximity to the Alamo Canal, construction near the canal will be limited between April 15t" and October 15t" as required by several permitting agencies. The target completion date is fall 2012. It is recommended that the City Council authorize Staff to solicit bids for Contract No. 11-05, Alamo Canal Trail I-580 Undercrossing project (CIP No. 960008).
