Informational Report on the Dublin Transit Center

EXECUTIVE SUMMARY:
The City Council will receive an informational report on the Dublin Transit Center.
Established in 2002, the Dublin Transit Center is a 91-acre project area planned for
high-density, mixed-use development, located adjacent to the East Dublin/Pleasanton
BART Station. The City Council may provide feedback to Staff and discuss the
remaining undeveloped sites within the Transit Center. As this is an informational item,
no action will be taken.
STAFF RECOMMENDATION:
Receive the Staff presentation and provide feedback, as necessary.
FINANCIAL IMPACT:
No fiscal impact on the City at this time.
DESCRIPTION:
Background
On December 3, 2002, the City Council adopted Resolution No. 216-02, approving a
General Plan Amendment, Eastern Dublin Specific Plan Amendment, Planned
Development Rezone with a related Stage I Planned Development, Parcel Map to
further subdivide the area into development sites, and Master Development Agreement,
establishing the Dublin Transit Center on land owned by the Alameda County Surplus
Property Authority (ACSPA). These entitlements established a framework for future
specific development proposals, which require (and have required) more detailed Stage
II Planned Development zoning and Site Development Review prior to development.
The approximately 91-acre Dublin Transit Center Project Area is bounded by the
Ironhorse Trail to the west, Dublin Boulevard to the north, Interstate 580 to the south,
and Arnold Road to the east (see Figure 1).

The Dublin Transit Center is planned as a high -density, pedestrian-friendly, transit-
oriented, mixed-use development. The vision for the Transit Center includes 1,500 units
on Sites A-C, located to the west of Iron Horse Parkway, built around a one-acre green
space called Campbell Green and a series of open space corridors and plazas, as well
as ground floor retail along Iron Horse Parkway. East of Iron Horse Parkway, the Transit
Center establishes for 1.7 million square feet of campus office space on Sites D and E
and may include up to 300 residential units on Sites D-1 and E-1, as well as ancillary
ground-floor retail along Ironhorse Parkway.
To date, the Dublin Transit Center is developed with 1,556 dwelling units, as well as
limited ground-floor retail space along Iron Horse Parkway, and improvements to
Campbell Green have been completed. Please refer to Table 1 below for further detail
regarding the existing development.

The remaining undeveloped parcels within the Transit Center include Sites D -1, D-2 and
E-2. The County’s General Services Administration is preparing to construct a parking
garage on the eastern portion of Site D-1 to accommodate parking for transit riders.
Additionally, the County has entered into a purchase and sale agreement for the
southern 5.88 acres of Site D-2. The applicant is currently processing an entitlement
application with the City to construct a six-story, 162,000 s.f. Westin Hotel comprised of
198 rooms, assembly space (conference center), a restaurant, cafe, gym, pool, and
other related amenities.
In August 2019, the ACSPA closed a Request for Proposal (RFP) for the development
of Site E-1. The ACSPA received one response to the RFP, which included a
speculative mixed-use development, comprised of office, hotel, retail, and structured
parking. The Authority is currently evaluating the viability of this proposal.
Please refer to Table 2 below for additional information regarding the developm ent
capacity of these vacant sites based on the current master plan for the Transit Center.

NOTICING REQUIREMENTS / PUBLIC OUTREACH:
Public noticing is not required when providing a project update to the City Council. A
copy of the report was provided to the Alameda County Surplus Property Authority.
