EXECUTIVE SUMMARY:
The City Council will consider whether to initiate a General Plan and Eastern Dublin Specific
Plan Amendment Study to change both the General Plan and Eastern Dublin Specific Plan land
use designations for a 14.32 acre parcel at the southwest corner of Dublin Boulevard and
Hacienda Drive from Campus Office to General Commercial /Campus Office.
FINANCIAL IMPACT:
No financial impact to the City. All costs associated with preparing the General Plan and
Eastern Dublin Specific Plan Amendment Study, if authorized by the City Council, would be
borne by the Applicant.
RECOMMENDATION:
Staff recommends that the City Council: 1) Receive Staff presentation, 2) Deliberate; and either
3) Adopt a Resolution approving the initiation of a General Plan and Eastern Dublin Specific
Plan Amendment Study to change the land use designations for a 14.32 acre parcel at the
southwest corner of Dublin Boulevard and Hacienda Drive from Campus Office to General
Commercial /Campus Office; OR 4) Adopt a Resolution denying the initiation of a General Plan
and Eastern Dublin Specific Plan Amendment Study to change the land use designations for a
14.32 acre parcel at the southwest corner of Dublin Boulevard and Hacienda Drive from
Campus Office to General Commercial /Campus Office.

DESCRIPTION:
Background
Caruso Affiliated has
recently completed a
Purchase Agreement
to acquire the 14.32 -
acre parcel of land
(known as Site 16A)
from the Alameda
County Surplus
Property Authority.
The site is further
identified as 5054
Hacienda Drive and
Assessor Parcel
Number 986 -0033-
007-00. The project
site is shown in the
Vicinity Map to the
right.
Caruso Affiliated has
the intention of
developing a retail
center on the project site.

The property currently has a General Plan and Eastern Dublin Specific Plan land use
designation of Campus Office. The Campus Office land use designation allows for non - retail
commercial uses such as professional and administrative offices. Retail uses are permitted in
the Campus Office category, but only as ancillary to the primary office -based uses.

property and the surrounding properties are shown below:

Caruso Affiliated and the Alameda County Surplus Property Authority are requesting that the
City Council initiate a General Plan and Eastern Dublin Specific Plan Amendment Study to
change the land use designation for the subject parcel from Campus Office to General
Commercial /Campus Office. The General Commercial /Campus Office land use category allows
for a variety of regional- and community- serving retail and service uses as well as professional
and administrative offices.
ANALYSIS:
It has been past practice for the City Council to initiate all General Plan and Specific Plan
Amendment Studies prior to Staff accepting an application and beginning work on such projects.

The Applicant's letter of request to initiate the General Plan and Eastern Dublin Specific Plan
Amendment Study, also signed by the current property owner, is included as Attachment 1.
Should the City Council initiate a General Plan and Eastern Dublin Specific Plan Amendment
Study, Staff will:
1. Determine the associated impacts from the land use change;
2. Conduct the appropriate level of environmental review and documentation;
3. Perform any additional studies that may be required; and
4. Prepare an analysis for consideration by the Planning Commission and the City
Council.
Work on the General Plan and Eastern Dublin Specific Plan Amendment Study would be
completed concurrently with processing any other entitlements that are requested by the
Applicant, including a Planned Development Rezone and Site Development Review for the
proposed retail center. Once the General Plan and Eastern Dublin Specific Plan Amendment
Study is complete, Staff would then bring the application to the Planning Commission for their
recommendation to City Council. The City Council could then take action on the General Plan
and Eastern Dublin Specific Plan Amendment.
Staff has prepared draft Resolutions approving and denying the initiation of a General Plan and
Eastern Dublin Specific Plan Amendment Study to evaluate changing the land use designation
of the subject property from Campus Office to General Commercial /Campus Office. Both
Resolutions are included with this Staff Report as Attachments 2 and 3.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
Public noticing is not required to review a request to initiate a General Plan Amendment Study.
Although not required, the City mailed notices to all property owners and tenants within 300 feet
of the subject property. A notice was also published in the Valley Times and posted in the
designated posting places. A copy of this Staff Report was distributed to the Applicant.
ENVIRONMENTAL REVIEW:
Staff recommends that the project be found exempt from the California Environmental Quality
Act (CEQA) under Section 15306, Class 6 of the State CEQA Guidelines because initiation of a
General Plan Amendment study, in and of itself, will not result in disturbance to an
environmental resource.

Dear Mayor and Counoil Members:
Caruso Affiliated is excited by the opportunity to develop a community retail center within the
City of Dublin. Caruso Affiliated has a strong track record of building best -in -class retail
lifestyle centers that become focal points of their respective cornmu pities. The company.has
been actively looking to secure a strong Location in the Tri- Valley areas and is excited to begin
working with the City of Dublin on our next project.
We have engaged in a Purchase Agreement with the Surplus Property Authority of Alameda
County to acquire the currently vacant 1.4.32 acre parcel (I 6A) located at the southwest corner of
Dublin Boulevard and Hacienda Drive (APN: 986- 0033- �0o 7 }:
Caruso Affiliated proposes building an outdoor lifestyle and daily needs retail center of
approximately 165,000 to 180,000 square feet. The center will be thoughtfully designed and
merchandized to meet needs of the community and respect the unique character of the City of
Dublin.
We therefore request that the City initiate. a General Plan and Specific Plain Amendment process.
The General Plan and Eastern Dublin Specific Plan will require amendment to change this parcel
from `Campus Office' to `General Commercial /Campus Office'- which is consistent with and
complimentary to adjacent uses and parcels.

and testimony hereinabove set forth, and supports the initiation of an Eastern Dublin Specific
Plan and General Plan Amendment Study; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve the initiation of an Eastern Dublin Specific Plan and General Plan
Amendment Study to change both the Eastern Dublin Specific Plan and General Plan land
use designations for a 14.32 acre piece of property at the southwest corner of Dublin
Boulevard and Hacienda Drive from "Campus Office" to "General Commercial /Campus
Office ".
