FINANCIAL IMPACT: There will be minimal costs to the City to provide Building Attendant coverage for the event. Sufficient funds are available in the Historic Facility Operations Budget. RECOMMENDATION: Staff recommends the City Council approve a temporary permit for use of the Heritage Park and Museums by DHPA for the Preview Party and allow DHPA to serve alcoholic beverages at the partY~ l /V - l 0 ~~ ~~~ Submitted by: Reviewed by~J Parks and Community Services Director Assistant City Manager Page 1 of 2 ITEM NO. ~• I BACKGROUND: At the April 5, 2011 meeting, the City Council received a report on the City sponsored Dublin Heritage Park and Museums Dedication event and approved Saturday, July 2, 2011 as the date for the event. Since that time, City Staff have been in discussions with the Dublin Historic Preservation Association (DHPA) about their desire to host a Preview Party for City dignitaries DHPA members, Kolb family representatives, and other local historical society representatives. The Preview Party is proposed for Saturday, June 25, 2011 from 4:00 p.m. to 7:00 p.m. The Party would be by "invitation only" and a modest fee of $20 would be charged. Hors d'oeuvres, wine and champagne would be served. The program would consist of recognition of honored guests, site tours and a preview of the fi{m about the Kolb Family and the re-location of the farm buildings back to Dublin, made available by the Dublin Historical Preservation Association and produced by Tri-Valley Community Television. At the present time, there is not a City Facility Use Policy for the new Heritage Park and Museums. As the site is classified as a park, use of the grounds is regulated by Chapter 5.100 of the Dublin Municipaf Code. Chapter 5.100.060 provides that park and recreation facilities shall be made available for the temporary exclusive use of persons subject to the issuance of a permit by the Director. Chapter 5.100.150 prohibits the consumption of alcoholic beverages in City Parks unless expressly authorized by the Director. In order to accommodate the Preview Park, the City Council will need to approve issuance of a temporary permit to DHPA. Additionally, the City Council will need to authorize the serving of alcoholic beverages by DHPA. If the event is approved, Staff recommends that DHPA be required to provide the City with a Certificate of Liability Insurance for the event. NOTICING REQUIREMENTS/PUBLIC OUTREACH: A copy of the Staff Report was distributed to the Dublin Historical Preservation Association. ATTACHMENTS None . Page 2 of 2
