As part of the design process, Staff is seeking City Council approval on the preferred conceptual design of the Shannon Park Water Play Area. • FINANCIAL IMPACT: Budget for construction $394,000 Construction estimate for the preferred conceptual design $367,900 Sufficient funds are available to proceed with the preferred conceptual design. RECOMMENDATION: Staff recommends that the City Council receive the presentation from Staff and the Consultant, approve the preferred conceptual design, and authorize the Consultant to proceed with preparation of construction documents. Submitted By Reviewed By Director of Park and Assistant City Manager Community Services DESCRIPTION: As part of the 2012-2017 Capital Improvement Program the City Council authorized the • renovation of the Shannon Park Water Play Area. On August 21, 2012 the City Council approved an agreement with Callander Associates Landscape Architecture (Callander) to complete the design. Page 1 of 3 ITEM NO. 8.1 As part of the design process, Callander prepared three design alternatives for the first community meeting that was held on September 27th at Shannon Community Center (Attachment 1). Although notices were mailed to over 200 households in the neighborhood, and posted on the Shannon marque and the City's website for two weeks, there was no public attendance at the meeting. With that in mind, the approach to solicit input from the public shifted and the three design alternatives were placed on display in the lobby of Shannon Community Center. The public was asked to vote on their favorite design using stickers, and provide written comments on post -it notes. The concepts were on display between September 28th and October 12th and resulted in 48 votes and 10 comments. The second public meeting was held in conjunction with the Parks and Community Services Commission Meeting on October 15th. At the meeting, the results of the public votes and comments were shared and Concept #2 had the most votes at 21 while Concept #3 had 17 and Concept #1 had 10, respectively. All three designs utilize potable water that is chlorinated, pumped and recycled through the water feature for water efficiency. The capacity of the proposed designs is in the estimated range of 45 -55 users. In evaluating the surfacing of the proposed water features the Consultant recommends concrete, as the rubberized surfacing does not hold up to the chlorinated water, as has been the case at Emerald Glen. The following provides a comparison of the three concepts in terms of features and square footage: Preliminary Design Alternative - Concept 1 Water play elements — two wall sprays, three overhead spinners and one rainbow tunnel Area — 1,095 square feet Preliminary Design Alternative - Concept 2 Water play elements — one water tunnel, three water jellies, one team spray cluster, two wall sprays and one ground geyser Area — 1,520 square feet Preliminary Design Alternative - Concept 3 Water play elements — five water jellies, one water sphere, three cattails, one water tunnel and one water umbrella Area — 1,500 square feet After receiving public comment, the Parks and Community Services Commission unanimously recommended approval of Concept #2 as the preferred conceptual design to the City Council without any additional revisions. Upon City Council approval of the preferred conceptual design, the Consultant will initiate the development of construction documents. It is anticipated the renovation will begin in the spring of 2013 and conclude in mid - summer 2013.
