City Council Salary Options

EXECUTIVE SUMMARY:
The City Council will discuss options regarding Councilmember salaries in the future.
FINANCIAL IMPACT:
Should the City Council adopt an increase to the maximum allowed, the financial impact of a
partial year increase (December 2016 - June 2017), including salary-based taxes and
contributions, would be an increase of approximately $8,288. The full year (12 month)
additional cost would be approximately $14,207 compared to current costs.
RECOMMENDATION:
Staff recommends that the City Council discuss and provide direction to Staff regarding options
for a possible adjustment to City Council salaries.

DESCRIPTION:
Government Code Section 36516(a) allows a general law city to provide a salary to City
Councilmembers. An increase in compensation is allowed by ordinance, and “may not exceed
an amount equal to 5% for each calendar year from the operative date of the last adjustment of
the salary in effect when the ordinance or amendment is enacted” (Government Code Section
36516(4).
The Dublin City Council last adjusted salaries for the City Council in December 2012
(Attachment 1), which was effective after the November 2012 election. City Councilmembers
currently receive $903.91 per month as compensation. Dublin Municipal Code section 2.08.040
(Attachment 2) provides an additional $100 per month to the Mayor in addition to the salary
he/she receives as a Councilmember. The Mayor’s current salary is $1,003.91 per month.

The City Council could direct Staff to return with the first reading of an ordinance that would
increase salaries the allowable 5% per year to $1,098.71 per month. The allowable increase for
calendar years 2013 through 2016 was calculated as follows:
Current compensation (established 2012): $ 903.91
5% increase, 2012 to 2013: 949.11
5% increase, 2013 to 2014: 996.56
5% increase, 2014 to 2015 1,046.39
5% increase, 2015 to 2016 1,098.71
If the maximum increase were adopted, the financial impact for a partial year increase
(December 2016 - June 2017) including salary based taxes and contributions would be
approximately $8,288. The full year (12 month) additional cost would be approximately
$14,207.
In accordance with Dublin Municipal Code Section 2.08.020B and State Law, the increase
would not become effective until newly elected Councilmembers are sworn into office following
certification of the November 2016 election.
The City Council could also consider:
Reducing current salaries
Eliminating salaries altogether
Increasing them by an amount less than the maximum permitted by law; or
As decided by the City Council in 1992, 1994, 2010 and 2014, not increase the current
salary.
Any of these alternatives, if selected, would not become effective until new City
Councilmembers are sworn into office following certification of the November 2016 election.
